The EU-Turkey Joint Agreement: Reflection of the Turkey - Greece - Cyprus Natural Gas Issue and Turkey-YPG/PYD Conflict

Abstract

유럽연합이 난민 관련 협약에서 자신들이 맡은 부분을 제대로 이행하지 못하고 있는 현 시점에서, 터키는 계속 난민 협약을 지켜 나가고 있는 이유가 무엇인가? 국가 간의 동맹, 힘의 균형, 그리고 초국가적 정치에 관한 연구는 많이 이루어지 있는 반면, 상대 국가의 동맹 전략을 방지하거나 파괴하는 방법에 관한 연구는 매우 적다. 필자의 연구는 지중해 탄화수소 수색에 관련하여 그리스/키프로스 공화국에 대한, 또 북부 시리아에서 발생 가능성 있는 EU/YPG/PYD 동맹에 대한 유럽연합의 지원을 방지하기 위해 터키가 쐐기 전략을 사용하고 있음을 보여준다 더 정확히 말하자면, 필a자는 터키가 유럽연합-터키 난민 협약을 한 가지 방향으만 사용하는 것이 아니라 보상/선택적 수용과 강제 전략 두 가지 모두로 사용하고 있음을 밝혔다. 이에 따른 결과로, 만약 야당이 약속했던 사항들을 제대로 이행하지 않더라도 국가는 정치적, 경제적 협의를 계속 유지할 수 있게 된다.;Why does Turkey still maintain its refugee agreement with the EU when the EU is failing to hold its side of the agreement? Despite a lot of research about the alliance, balance of power and transnational politics there exists very little research about how countries prevent or break opponent alliance strategies. My research shows that Turkey is using the wedge strategy to prevent EU support to the Greece/Republic of Cyprus on the East Mediterranean gas search and possible EU/YPG/PYD alliance in Northern Syria. More precisely I find that Turkey is using the EU-Turkey refugee deal as the reward/selective accommodation and coerce strategy at the same time. This outcome brings into the open a country still can maintain an agreement on its political and economical concerns even the opposition party doesn’t fulfill its promises.
