Abstract
우리나라는 1960년대 이후 단기간 내 경제적으로 고도의 압축성장을 이루었지만, 급격한 도시화와 함께 지역의 불균형 발전이 심화 되었다. 국토의 11%에 불과한 수도권 지역에 인구의 약 50%, 전체 사업체의 47.2%, 지역내총생산(GRDP)의 51.3%가 집중되면서 수도권 과밀화와 지방의 침체 문제가 발생하였다(이진희 외, 2019). 이에 참여정부는 2003년 국가균형발전을 국가발전의 주요 과제로 채택하여 수도권 소재 공공기관의 지방이전을 계기로 수도권과 지방 간 불균형을 해소하고 지역 발전의 촉진을 목적으로 하는 혁신도시 정책을 적극적으로 추진하였다(국토교통부, 2016). 이는 내·외생적 경제성장이론에서 강조하는 인구와 자본, 인적자본, 기술혁신 등을 지역에 유입시킴으로써 경제성장을 통해 지역균형발전을 기대하는 전략으로 이해할 수 있다. 공공기관 지방이전이 지역경제성장에 미치는 영향에 관한 연구는 다수 진행되어왔으며 주로 비이전지역과의 비교를 통해 지방이전이 이전지역의 발전에 미친 영향을 경제적 부문, 인구 부문, 부동산 부문 등 다양한 측면에서 분석하려는 시도가 이루어졌다. 하지만, 공공기관 지방이전 정책의 주요 목표가 지역경제활성화를 통한 지역 간 불균형 해소인 것에 비해 이전지역을 중심으로 경제적 효과를 실증분석한 연구는 부족한 실정이다. 또한 대부분의 연구에서 지역경제성장을 측정하는 지표로 지역내총생산(GRDP) 및 지방세입 등 금액을 활용해 지역 자체 내에서의 경제발전 효과는 파악할 수 있었지만, 지역 간 상대적인 경제 수준을 비교함으로써 실제 균형발전이 실현되었는지를 논의한 연구는 찾아보기 어려웠다. 따라서 본 연구는 혁신도시가 입지한 지역을 대상으로 공공기관 지방이전이 지역경제성장에 미친 영향을 실증적으로 분석하고, 나아가 정책의 궁극적 목표인 균형발전 효과가 나타났는지도 살펴보는 것을 목적으로 한다. 이를 위하여 첫째, 지역경제성장 지표의 평균 차이를 활용한 대응표본 t 검정(Paired samples t-test)을 실시하여 공공기관 지방이전 이후 혁신도시가 입지한 지역의 경제성장에 유의한 변화가 발생했는지를 살펴보고 둘째, 패널회귀분석을 통해 공공기관 지방이전에 따른 지역경제성장 효과를 분석하였다. 이에 대한 연구결과는 다음과 같다. 먼저 공공기관 지방이전 이후 지역별 경제성장 지표에 유의한 변화가 나타났는지 분석한 결과 첫째, GRDP/GDP 비율이 통계적으로 유의하게 감소한 것으로 나타나 지방이전이 혁신도시의 지역경제성장을 통한 균형발전에 긍정적인 영향을 미쳤다고 보기 어려웠다. 둘째, GRDP/수도권GRDP 비율의 감소가 통계적으로 유의한 것으로 확인되어 지방이전이 수도권 경제적 집중의 완화와 과밀화 해소를 목표로 한 정책의 기대에 미치지 못했음을 알 수 있었다. 셋째, 혁신도시의 1인당 GRDP 금액이 통계적으로 유의하게 증가했으나 절대적 금액의 증가만으로 지방이전이 지역경제성장에 기여했다고 단정짓기는 어려웠다. 특히, 지역 간 상대적 경제수준을 반영한 GRDP/GDP와 GRDP/수도권GRDP는 감소했으므로 실질적으로 지방이전이 지역의 경제성장과 균형발전에 긍정적인 영향을 미쳤다고 보기에 무리가 있다. 다음으로 공공기관 지방이전이 지역경제성장에 미친 영향을 분석한 결과 공공기관 지방이전은 GRDP/GDP, GRDP/수도권GRDP, 1인당 GRDP, 1인당 지방세입에 대체로 부(-)의 영향력을 지니고 있었다. 특히 이전인원은 GRDP/GDP와 GRDP/수도권GRDP에 통계적으로 유의한 부(-)의 영향력을 가진 것으로 나타나 공공기관 지방이전은 지역경제성장에 긍정적인 영향을 미치지 못했으며 정책이 목표한 지역균형발전에도 기여했다고 보기 어려웠다. 본 연구는 혁신도시가 입지한 지역을 대상으로 공공기관 지방이전이 지역경제성장에 미친 영향을 실증적으로 분석하여 혁신도시 정책에도 불구하고 이전지역의 경제성장 및 지역균형발전에 긍정적인 성과가 있었다고 보기 어렵다는 점을 제시하였다. 그러나 정책 효과를 살펴보기 위해서는 장기적 관점에서의 접근이 필요하며, 본 연구의 경우 분석의 시간적 범위가 지방이전 이후로 다소 제한적이어서 현시점에서 나타난 결과로 정책의 효과를 단정 짓기에는 무리가 있다. 따라서 좀 더 정확하고 면밀한 분석을 위해 추후 대상기간을 확대하여 후속연구를 실시할 필요가 있다.;Since the 1960s, Korea has achieved remarkable success in economic growth through compressive industrialization in a short period of time. However, Korea has been faced with a variety of regional problems including regional disparities between metropolitan and non-metropolitan areas. Economic activities and population has been increasingly concentrated in the Seoul Metropolitan Area with 50% of the national population, 47.3% of enterprises, and 51.3% of GRDP(Gross Regional Domestic Product). In response to this problem, the government adopted balanced national development strategies as a major task in 2003 and promoted innovative city policy aiming to resolve the regional imbalance between metropolitan and rural areas and contribute to regional development through relocation of public institutions from Seoul Metropolitan Area to local cities. This can be understood as a strategy expecting balanced regional development through economic growth by bringing population, capital, human resource, and technological innovation emphasized in the endogenous and exogenous growth theory into local cities. Many studies have been conducted on the impact of the relocation of public institutions on regional economic growth analyzing the effect of relocation on the development of relocation areas compared to non-relocation areas in various aspects such as economic, demographic, and real estate sectors. However, while the main goal of the policy is to address regional imbalances through regional economic growth, there is a lack of research that has empirically analyzed the economic effects focusing on the relocation areas. In addition, most studies have used the amounts such as GRDP and local revenues to identify the effects of simple regional economic growth, which makes it difficult to discuss whether balanced regional development was achieved by comparing relative economic levels between regions. Therefore, this study aims to empirically analyze the impact of the relocation of public institutions on local economic growth in areas where innovative cities are located and examine whether the balanced development, the ultimate goal of the policy, has been achieved. To this end, the paired sample-test was used to examine whether significant changes occurred in the economic growth in innovative cities after the relocation of public institutions. Also, panel regression analysis was implemented to estimate the impact of the relocation of public institutions on regional economic growth. The results of this study are as follows. With regard to the analysis of whether the relocation of public institutions had a significant impact on regional economic growth showed that the ratio of GRDP/GDP has decreased significantly since the relocation, making it difficult to say that it had contributed to the balanced development through regional economic growth in innovative cities. Next, the decrease in the ratio of GRDP/Seoul Metropolitan Area GRDP was statistically significant, indicating that relocation did not meet the expectations of policies to ease economic concentration and reduce overcrowding in the metropolitan areas. Lastly, although the amount of GRDP per capita in innovative cities has increased significantly, it is hard to conclude that local relocation has contributed to regional economic growth and balanced development, considering the decrease in the ratio of GRDP/GDP and GRDP/Seoul Metropolitan Area GRDP. With respect to the impact of the relocation of public institutions on the regional economic growth analyzed by panel regression, relocation had a negative impact on GRDP/GDP, GRDP/Seoul Metropolitan Area GRDP, GRDP per capita, and local revenue per capita. In particular, it was found that the relocation of public institutions had a statistically negative impact on the regional economic growth and did not contribute to the balanced regional development targeted by the policy. This study analyzed the impact of the relocation of public institutions on the regional economic growth empirically for 10 metropolitan cities and provinces located in innovative cities, suggesting that innovative city policies didn’t have a positive impact on regional economic growth and balanced development. However, the time range of the analysis is somewhat limited since the policy implementation, making it difficult to determine the effectiveness of the policy as a result at this point. Therefore, further studies need to be conducted by expanding the target period for more accurate analysis.
