「로동신문」지면에 등장하는 김정은 시대 체육 분야 10대 최우수 선수의 정치적 기능 분석

Abstract

The purpose of this study is to analyze the political functions of the top 10 athletes in the field of sports during the Kim Jong Un era. After Kim Jong Un became the supreme leader of the North Korean authorities in 2012, the North Korean authorities appeared to emphasize the sports sector. In 2012, the National Sports Guidance Committee was established, the Masikryong Ski Resort was constructed in 2014, and the 7th National Sports People's Congress was held in 2015. The study began with the question of whether the North Korean authorities during the Kim Jong Un era would emphasize the role and function of athletes, one of the various actors in the field of sports, after seeing them actively carrying out sports projects as above. The study, which began with this curiosity, selected a method to analyze the contents of the 「Rodong Shinmun」 page, in which the top 10 athletes appeared, and the top 10 athletes were analyzed among the North Korean authorities during the period from 2012 to 2019. The title of the top 10 athletes is given by the North Korean authorities once a year by selecting 10 athletes who have achieved outstanding results. There are 46 athletes, except for the overlapping athletes, who have been named as the top 10 athletes for the period from 2012 to 2019. In addition, there are a total of 390 articles on the 「Rodong Shinmun」 which featured 46 athletes of the top 10 athletes from January 1, 2012 to December 31, 2019. To analyze 46 best teenage athletes and 390 articles on the 「Rodong Shinmun」 page, this study derived the analysis frame through the political functions of the sports and sports heroes prescribed by the Physical Education Political Science and Physical Education Sociology. The analytical framework of this study has four functions: role model function, social integration function, the regime's ambassadorial function, and political jockey function. In order to understand the roles and functions emphasized to athletes during the Kim Jong Un era, this study looked at the discourse on building a sports powerhouse as a theoretical background. The discussion on building a sports powerhouse is a discussion in the field of sports that emerged under the discourse on building a socialist civilization during the Kim Jong Un era, and contains six policies: achievements in international competitions, strengthening the role of an organization in charge of sports and sports, and establishing and renovating sports facilities etc. Through this theoretical background, this study analyzed the trends of articles on the pages of the 「Rodong Shinmun」 analyzed the distribution of articles on the 「Rodong Shinmun」 by political function, and analyzed four characteristics of each political function. Through the analysis of the articles on the 「Rodong Shinmun」 page, this study found that the largest number of articles appeared in 2013 and the smallest number appeared in 2016. And the largest number of articles appeared on the fourth page and the smallest number appeared on the eighth page. The 「Rodong Shinmun」 page mainly deals with the top 10 athletes who has achieved results in international competitions, and various photos also appear, with the most photos showing the top 10 athletes returning home after the international competition, and the photos taken by Kim Jong Un were also found. The distribution of articles in the 「Rodong Shinmun」 by political function showed the most political jockey functions, followed by high frequency in order of social integration functions, the regime's ambassadorial function, and role model functions. The characteristics of the four political functions are as follows. First, the role model function is a function that allows North Koreans to follow the behavior and appearance of the top 10 athletes, and various North Koreans, including workers, young people and athletes, will learn from the top 10 athletes. Furthermore, the article on the 「Rodong Shinmun」 page describes the top 10 athletes in 19 figurative words, which can be seen as giving not only the role of a athletes but also more roles to the top 10 athletes. Second, the social integration function is a function that unifies the residents of the top 10 athletes when the North Korean authorities want to achieve certain political goals or face difficulties or threats internally and externally. An article in the 「Rodong Shinmun」 page shows the North Korean authorities trying to inspire and unite its people through the achievements of the top 10 athletes in order to successfully carry out certain policies and political discourse, such as ‘Creating the Masikryong Speedway’ and ‘The 7th Congress of the Workers' Party of Korea.’ Even when North Korean authorities were in internal and external difficulties, such as flood damage in North Hamgyong Province and sanctions against the North Korea in 2016, the results of the top 10 athletes can be found in an article on the page of the 「Rodong Shinmun」 that encourages the integration and struggle of North Koreans. The social integration functions of the top 10 athletes may appear in articles on the pages of the 「Rodong Shinmun」 without being linked to specific circumstances. Third, the regime's ambassadorial function is to promote North Korea to the world and strengthen the image of North Korea by achieving results in international competitions. This feature mainly shows the recognition that the top 10 athletes in the world have informed the world of North Korea, such as "Surprise to the World" and "The Flag of the Republic," while announcing the achievements of the top 10 athletes in international competitions. In other cases, citing foreign media and South Korean media reports, the achievements of the top 10 athletes and the contents of an article in the 「Rodong Shinmun」 that North Korea is being positively known to the world can also be found. Fourth, the political jockey function is a function that promotes and emphasizes the policy and political discourse presented by the North Korean authorities by the top 10 athletes. This feature also shows the top 10 athletes praising Kim Jong Un, the Workers' Party of Korea and the socialist system, and meeting North Koreans in person to promote policies and discourse suggested by the North Korean authorities. Furthermore, it can be found that the top 10 athletes write their own writings and publish them on the 「Rodong Shinmun」 page. The study found that North Korean authorities under Kim Jong Un emphasized the sports sector and gave political functions to the top 10 athletes. It is difficult to pinpoint exactly how much the political function of the top 10 athletes is actually affecting the North Korean people. However, this study is meaningful in that it focused on the top 10 athletes among them, not on the overall sports field in North Korea.;본 연구의 목적은 김정은 시대 체육 분야 10대 최우수 선수의 정치적 기능을 분석하는 것이다. 김정은이 2012년 북한 당국의 최고지도자가 된 후 북한 당국은 체육 분야를 강조하는 모습을 보였다. 2012년에는 국가체육지도위원회를 신설하였고 2014년에는 마식령 스키장을 건설하였으며 2015년에는 제7차 전국체육인대회를 열었다. 본 연구는 김정은 시대 북한 당국이 체육 분야 사업을 활발히 진행하는 모습을 보고 체육 분야 행위자 중 하나인 체육 선수의 역할과 기능을 강조하지 않을까 하는 궁금증에서 시작하였다. 이러한 궁금증에서 시작한 본 연구는 2012년부터 2019년에 이르는 기간 동안 북한 당국의 체육 선수 중 10대 최우수 선수 칭호를 받은 체육 선수를 분석 대상으로 하고 10대 최우수 선수가 등장한 「로동신문」 지면을 내용분석하는 방법을 선택하였다. 10대 최우수 선수 칭호는 북한 당국이 매년 한 차례 뛰어난 성과를 거둔 체육 선수 10명을 선정해 수여하는 칭호이다. 2012년부터 2019년에 이르는 기간 10대 최우수 선수 칭호에 이름을 올린 체육 선수는 중복하여 나타나는 선수를 제외하고 46명이다. 그리고 2012년 1월 1일부터 2019년 12월 31일에 이르는 기간 동안 10대 최우수 선수 46명이 등장한 「로동신문」 기사는 390건이다. 본 연구는 10대 최우수 선수 46명과 「로동신문」 지면 기사 390건을 분석하기 위해 체육 정치학과 체육 사회학에서 규정하고 있는 체육과 체육 영웅의 정치적 기능을 통해 본 연구의 분석틀을 도출하였다. 본 연구의 분석틀은 네 가지로 역할 모델 기능, 사회 통합 기능, 정권 홍보 대사 기능, 정치적 기수 기능이 있다. 그리고 김정은 시대 북한 당국이 체육 선수에게 강조하는 역할과 기능을 파악하기 위해 체육강국건설 담론을 이론적 배경으로 알아보았다. 체육강국건설 담론은 김정은 시대 사회주의문명국건설 담론 아래 나타난 체육 분야 담론으로 국제 대회 성과, 체육 일군 및 체육 분야 담당 기구 역할 강화, 체육 시설 신설 및 개·보수 등 여섯 가지 정책을 담고 있다. 이러한 이론적 배경을 통해 「로동신문」 지면 기사 추이를 분석하고 정치적 기능별 「로동신문」 기사 분포를 분석하였으며 네 가지 정치적 기능별 특징을 분석하였다. 「로동신문」 지면 기사 추이 분석을 통해 2013년에 가장 많은 수의 기사가 나타났고 2016년에 가장 적은 수의 기사가 나타났다는 것을 파악하였다. 지면 중에는 4면에 가장 많은 수의 기사가 나타났고 8면에 가장 적은 수의 기사가 나타난 것을 확인하였다. 「로동신문」 지면 내용은 국제 대회 성과를 거둔 10대 최우수 선수의 모습을 주로 다루고 있었으며 다양한 사진도 나타나는데 국제 대회를 마치고 귀국한 10대 최우수 선수의 모습을 담은 사진이 가장 많이 나타났으며 김정은이 선수와 함께 찍은 사진도 찾을 수 있었다. 정치적 기능별 「로동신문」 기사 분포는 정치적 기수 기능이 가장 많이 나타났으며 이어 사회 통합 기능, 정권 홍보 대사 기능, 역할 모델 기능 순으로 높은 빈도로 나타났다. 네 가지 정치적 기능의 특징은 다음과 같다. 첫째, 역할 모델 기능은 북한 주민이 10대 최우수 선수의 성과와 모습을 따라 배우게 만드는 기능으로 노동자, 청년, 체육인 등 다양한 북한 주민이 10대 최우수 선수를 따라 배우겠다는 내용이 나타난다. 더 나아가 「로동신문」 지면 기사는 10대 최우수 선수를 19가지 비유적 단어로 표현하고 있는데 이는 10대 최우수 선수에게 체육 선수의 역할뿐만 아니라 그 이상의 역할을 부여한다고 볼 수 있다. 둘째, 사회 통합 기능은 북한 당국이 특정한 정치적 목표를 달성하고자 할 때 또는 내·외부적으로 어려움이나 위협에 처했을 때 10대 최우수 선수가 주민을 단결하고 통합하는 기능이다. 「로동신문」 지면 기사에 북한 당국이 ‘마식령속도 창조,’ ‘조선로동당 제7차대회’ 등 특정 정책과 정치적 담론을 성공적으로 진행하기 위해 10대 최우수 선수의 성과로 주민을 고무하고 결집하려는 모습이 나타난다. 2016년 함경북도 수해와 대북제재와 같이 북한 당국이 내·외부적으로 어려움에 처했을 때도 10대 최우수 선수의 성과를 통해 북한 주민의 통합과 투쟁을 유도하는 내용을 「로동신문」 지면 기사에서 찾을 수 있다. 10대 최우수 선수의 사회 통합 기능은 특정한 상황과 연계하지 않고 「로동신문」 지면 기사에 나타나는 경우도 있다. 셋째, 정권 홍보 대사 기능은 10대 최우수 선수가 국제 대회에서 성과를 거두어 북한을 세계에 알리고 북한의 이미지를 강화하는 기능이다. 이 기능은 주로 10대 최우수 선수의 국제 대회 성과를 알리면서 ‘세계를 경탄,’ ‘공화국기 휘날리며’ 등 북한 당국 내부에서 10대 최우수 선수가 세계에 북한을 알렸다고 인정하는 내용으로 나타난다. 다른 경우로 외신과 한국의 언론 보도를 인용해 10대 최우수 선수의 성과와 북한이 세계에 긍정적으로 알려지고 있다는 「로동신문」 기사 내용도 찾을 수 있다. 넷째, 정치적 기수 기능은 북한 당국이 제시하는 정책 및 정치 담론을 10대 최우수 선수가 북한 주민에게 홍보하고 강조하는 기능이다. 이 기능은 10대 최우수 선수가 김정은과 조선로동당, 사회주의 체제를 찬양하는 내용으로 나타나고 북한 주민을 직접 만나 북한 당국이 제시한 정책 및 담론을 알리는 모습도 나타난다. 더 나아가 10대 최우수 선수가 직접 글을 작성해 「로동신문」 지면에 게재하는 형태도 찾을 수 있다. 본 연구를 통해 김정은 시대 북한 당국은 체육 분야를 강조하고 있으며 10대 최우수 선수에게 정치적 기능을 부여하고 있는 것을 파악하였다. 10대 최우수 선수의 정치적 기능이 실제로 북한 주민에게 얼마나 영향을 미치고 있는지 정확히 파악하는 것은 어렵다. 그러나 본 연구는 북한 체육 분야 전반이 아닌 체육 선수 그 중에서도 10대 최우수 선수를 집중 분석하였다는 점에서 의의가 있다.
