에코 패키지의 동향분석 및 전략에 관한 연구

Abstract

본 연구는 최근 강화되고 있는 환경규제에 대한 문헌 연구와 재활용성을 개선한 제품에 대한 정량적인 연구 분석을 종합함으로써 에코 패키지의 동향 분석과 시사점을 도출하기 위하여 진행되었다. 문헌 연구에서는 국내⋅외 ‘자원순환경제’의 규제에 대한 문헌을 분석하였으며, 정량적인 분석에서는 실질적인 동향 분석을 위해서 국내의 재활용성을 개선하여 생산하는 제품의 기사 내용을 바탕으로 데이터를 수집하였다. 친환경 패키지로의 개선의 사유가 명확하게 담기지 않은 10개의 제품을 제외시킨 후, 나머지 346개의 제품에서 462개의 개선사항을 도출하였으며, 이를 바탕으로 제품 출시의 연도별, 제품의 품목별, 에코의 유형별로 나누어 분류하고, 다시 한 번 세부 분석을 실시하여서 현황을 분석하였다. 분석 결과, 첫 번째, 2019년도에 분리 배출이 용이하도록 재활용성을 개선한 사례가 높은 비중을 차지하고 있었는데, 이를 통해 기존 제품 생산 방식을 고수 하면서, 재활용성을 보완할 수 있는 공법이나 개발이 도입되고 있음을 알 수 있었다. 또한, 아직까지는 분리 배출에 집중 되었던 방안들이 폐기물의 원천적인 억제와 유해 물질을 최소화하여 처리할 수 있는 대책들로 조금씩 확대 되어 가며, 재활용과 감소유형의 개선이 적용되는 추세임을 확인하였다. 두 번째, 품목별 분석에서는 식음료 품목과 화장품 및 세정제 품목이 높은 비중을 차지하였는데, 대부분이 제품 용기의 플라스틱의 재활용성을 개선하고 있는 것으로, 일용소비재에서 플라스틱 용기가 차지하고 있는 비중을 알 수 있었다. 또한, 유통 품목에서 폐기물의 원천적인 억제를 위해 세척의 불편함을 감수하면서, 재사용 배송 가방 사용을 도입하는 기업이 확대되고 있으며, 친환경성 재고를 위한 개발과 투자에 적극적인 태도를 보여주는 양상이 나타났다. 세 번째, 유형별 분석에서 재활용유형이 가장 많은 비중을 차지하고 있고, 그 다음 감소유형, 대체유형, 재사용유형, 마지막 회수유형 순으로 나타나고 있다. 아무래도 분석 대상이 대부분 일용소비재라서 저렴한 가격, 가공성 및 활용성이 장점인 플라스틱 소재의 패키지 사용이 많다. 플라스틱 용기에 재활용성을 높이기 위한 방안으로 페트의 컬러 개선, 분리가 용이한 라벨의 도입, 종이 패키지로 변경하는 등 다양한 방안들이 시도 되고 있음을 분석할 수 있었다. 또한, 감소의 유형은 재활용과 대체의 유형보다 원천적으로 폐기물을 줄일 수 있기 때문에 에코 패키지에서 가장 지향해야 하며, 대체 유형은 패키지의 개선 내용 중에서 가장 주목해야 할 항목으로, 연구 개발 현황과 적용 가능한 기술을 파악 할 수 있어서 유용하였다. 네 번째, 주요국의 환경 정책의 우선순위는 국가별로 큰 차이가 없었으며, 포장 폐기물의 원천적인 감량화(Reduce)를 우선적으로 추진하고 있었다. 또한, 부득이하게 포장재를 사용해야 하는 경우에 재활용(Recycle), 재사용(Reuse)을 유도하고 있다. 이후 대안으로 생분해 플라스틱, 천연물 소재를 사용하여 플라스틱 소재 사용 재생(Recovery) 및 대체(Replacement)의 방안을 추진하고 있어서, 세계 규제의 흐름은 감량화(Reduce), 재활용(Recycle), 재사용(Reuse), 재생(Recovery) 및 대체(Replacement)의 순서로 볼 수 있다. 본 연구는 국내에 의무규제가 시행되는 초기에 국⋅내외의 자원순환과 관련한 환경 규제 흐름을 정리하고, 현황 분석을 통하여 에코 패키지의 이해도를 높이고, 종합적인 시사점과 자료를 제공한 것에 의의가 있다. 필(必)환경의 시대의 흐름 속에서 에코 패키지는 자연스러운 필수 요소로 자리 잡게 되어, 모든 제품 패키지의 적용으로의 확산이 가속화 될 것이다. 본 연구를 바탕으로 포장재의 재활용성 개선에 대한 동향 분석과 규제의 흐름과 에코디자인의 특성을 이해하고, 새롭게 시행되는 규제에 대한 동향을 파악함으로써, 에코패키지의 프로세스에 대한 효율적인 전략을 모색 할 수 있을 것이다.;This study was conducted to derive trends and suggestions for eco-packages by synthesizing literature research on environmental regulations and quantitative research analysis on products with improved recyclability. In the literature study, the literature on the regulation of ‛Resource Circular Economy' in major countries and South Korea was analyzed, and in the quantitative analysis, the data was collected, based on the article content of the product produced by improving the recyclability in Korea, for practical trend analysis. After excluding 10 products that did not clearly state the reason for improvement to an eco-friendly package, 462 improvements were derived from the remaining 346 products. Based on the year of product launch, product type, and eco type, they were divided into categories, and again, detailed analysis was conducted to analyze the current status. As a result of the analysis, in the first, in 2019, cases of improved recyclability to facilitate separate discharge accounted for a high proportion, indicating that a method or development to add recyclability is being introduced while adhering to the existing product production method. In addition, it has been confirmed that the measures that have been focused on separate discharging have been gradually expanded to measures that can be handled by minimizing the original suppression of waste and minimizing harmful substances, and that the improvement of recycling and reduction types is applied. Second, in the product-specific analysis, food and beverage items, cosmetics, and detergent items accounted for a high proportion, and most of them are improving the recyclability of plastics as product containers. And companies that introduce the use of reusable delivery bags are expanding while taking the inconvenience of washing in order to suppress the source of waste in distribution items, and there has been a pattern showing an active attitude toward eco-friendly development and investment. Third, in the type-by-type analysis, the recycling type makes up the most portion, followed by the reduction type, the replacement type, the reuse type, and the last recovery type. Most of the analysis targets are daily consumer goods, so there are many uses of plastic material packages, which have low price, processability, and usability. As a way to increase the recyclability of plastic containers, various methods such as improving the color of PET, introducing a label that can be easily separated, and changing to a paper package were tried. In addition, the type of reduction is the type that should be most oriented in the eco-package because it can reduce waste at its source rather than the type of recycling and replacement. And the replacement type is the most notable type among the improvements of the package, and is useful because it can grasp the current status of research and development and applicable technologies. Fourth, the priority of environmental policies in major countries was not significantly different among countries, and the primary reduction of packaged waste has been promoted. In additon, recycling and reuse are induced when packaging materials are inevitably used. Later, as alternatives, biodegradable plastics and natural materials are used to promote the use of plastic materials for recovery and replacement, so the flow of global regulation can be seen in the following order: Reduce, Recycle, Reuse, Recovery and Replacement. This study is meaningful in order to improve the understanding of eco-packages and to provide comprehensive implications and data through the analysis of the current situation, and to summarize the flow of environmental regulations related to the circulation of resources at home and abroad in the early stages of mandatory regulation in Korea . Eco-package will become a natural essential element in the flow of the eco-essentially era, and the spread to application of all product packages will be accelerated. Based on this research, it is possible to find an efficient strategy for the process of eco-package by analyzing trends in the improvement of recyclability of packaging materials, understanding the flow of regulations and characteristics of eco-design, and identifying trends in newly implemented regulations.
