Abstract
국가의 목표는 GDP가 아닌 행복이 되어야 한다는 주장이 제기된 이후, 국가차원의 행복에 관한 많은 논의들이 ‘삶의 만족(life satisfaction)’ 개념을 토대로 진행되었다. 이 연구는 삶의 만족이 행복을 대변하기에는 충분하지 않다는 문제의식에서 출발하였으며, 나아가 국가가 지향해야 하는 가장 본질적 가치인 ‘행복’이란 과연 무엇이며, 행복을 증진시키기 위해 정부는 무엇을 해야 하는지를 논의하였다. 행복에 대한 이론적 고찰을 통해, 행복을 삶에 대해 1) ‘인지적’으로 느끼는 삶의 만족, 2) 즐거움과 기쁨을 느끼는 ‘정서적 상태’인 쾌락주의적 행복과 3) 자신만의 삶의 의미를 느끼며 삶을 통해 자아를 실현’하는 상태를 뜻하는 ‘의미론적 행복’의 세 차원으로 재구성하였다. 그리고 이 세 측면은 서로 구별되며 독립적인 개념임을 논의하였다. 이러한 논의를 통해 행복의 개념은 ‘삶의 만족’만이 아니라 ‘인지적’, ‘정서적’, ‘의미론적’ 행복의 세 차원으로 확장되어야 함을 역설하였다. 그 후 기존 연구들의 논의 구조 분석을 통해 ‘소득과 삶의 만족’ 중심 접근의 한계를 지적하고, ‘가족 관계와 정서적, 의미론적 행복’과 같은 비경제적 측면에 보다 주목해야 할 필요성을 제시하였다. 한편, 이 연구는 정부의 지출 중 행복과 가장 밀접할 것으로 보이는 ‘복지지출’이 과연 행복의 증가를 가져왔는지에 관한 기존 논의들이 명백한 합의에 이르지 못하고 있음에 주목하고, 현실에서 종종 목격되는 복지지출과 행복 수준 간의 불일치 현상에 대한 설명을 시도하였다. 이를 위해 우선 ‘어떤 복지지출이 개인의 행복에 영향을 주는가?’ 그리고 ‘복지지출과 행복이 연결되는 과정에 국가차원의 어떤 변수가 작용하고 있는가?’의 질문을 제기하였다. 첫 번째 질문에 대해서는, 가족이 소득보다 중요한 행복의 원천일 수 있다는 선행연구들의 논의에 따라 ‘가족’에 대한 국가의 지원을 의미하는 ‘탈가족화’(de-familialization)를 개인의 행복에 영향을 주는 중요한 복지제도로 독립변수화 하였다. 그리고 두 번째 질문에 대해서는, ‘정부의 질’에 주목하고, 정부의 정책과정에 대한 체계론적 관점에서 투입단계에서 ‘민주적 책임성’, 산출단계에서 ‘효과성’ 그리고 집행(변환)과정에서 ‘불편부당성’(impartiality)으로 재구성하였다. 그리고 기존연구에서 지속적으로 주목했던 정부의 ‘효과성’과 ‘민주적 책임성’을 통제(독립)변수로 채택하고, ‘집행과정’에서의 불편부당성(impartiality)을 탈가족화 정책과 개인의 행복 간의 관계를 조절하는 조절변수로 상정하였다. 실증 분석을 위해 28개국의 국가 특성 자료와 개인 단위 자료를 결합하여 데이터셋을 구축하고, 위계적 구조를 가진 자료의 분석에 적합한 다층분석(multi-level analysis)을 실시하였다. 기초모형 분석 결과, 세 차원의 행복 모두 국가 간에 유의한 차이가 존재하는 것으로 나타나 세 행복에 영향을 주는 국가 변수의 모색이 필요함을 보여주었다. 연구모형 분석 결과는 다음과 같다. 첫째, 탈가족화와 관련된 변수 중 가족지출은 세 행복 모두에 긍정적(+) 영향을 주었고, 가족에 대한 현금급여의 비중은 세 행복에 모두 부정적(-) 영향을 주었다. 사회지출이 세 행복 모두에 부정적(-) 영향을 주는 것으로 나타났다는 점을 고려할 때, 일반 복지지출보다는 가족지출이 행복에 더욱 중요하게 작용하고 있음을 시사한다. 그리고 서비스 제공이 아닌 현금지원 방식은 시장의 돌봄 비용을 상승시켜 탈가족화가 아닌 (재)가족화를 초래할 것이라는 젠더-정책레짐 이론가들의 주장을 뒷받침하였다. 둘째, 탈가족화의 효과가 남녀 간에 차별적으로 나타나는지를 검증한 결과, 가족지출은 남성과 여성 간에 효과의 차이가 유의하게 나타나지 않았다. 다만, 여성의 경우, 현금급여의 비율이 정서적 행복에 미치는 부정적인 영향이 남성에 비해 작게 나타났을 뿐이다. 탈가족화 정책은 전통적으로 여성이 부담해왔던 가족에 대한 돌봄 부담을 완화시킴으로써, 여성에게 더 많은 기회와 자유를 제공할 것이며 이를 통해 여성의 행복을 증진하게 될 것이라는 견해가 일반적이다. 그러나 이 연구의 실증 분석 결과는 이를 충분히 뒷받침하지 못했다. 셋째, 가족지출의 서비스 전달과정으로서 정부의 정책집행에서 ‘불편부당성’(impartiality)은 탈가족화와 개인의 행복 간의 관계를 긍정적(+)으로 조절할 것이라는 가설과는 반대로 조절효과는 오히려 부정적(-)으로 유의하게 나타났다. 정부의 질을 구성하는 민주적 책임성, 효과성, 그리고 불편부당성의 직접효과를 통제한 상태에서 불편부당성이 가족지출의 인지적, 정서적 행복에 미치는 긍정적 영향을 약화시킨 것이다. 즉, 정부의 불편부당성은 가족지출의 행복에 대한 한계효용을 약화시키는 것으로 나타났다. 이와 같이 이론적 추론과 배치되는 실증적 현상에 대해서 세 가지의 설명을 제시하였다. 첫째, 매우 다양한 수요가 존재하는 가족 돌봄의 특성상 탈가족화 정책은 집행과정의 불편부당성도 중요하지만 수혜자의 요구에 민감하게 반응하는 탄력적인 집행이 행복의 증진에 더 많이 기여할 수 있음을 의미한다. 정책 집행에 불편부당성을 지나치게 강조해 오히려 형식적 경직성이 초래된다면 결국 가족지출이 행복에 대한 긍정적 영향을 감소시킬 것이다. 그러므로 수혜자의 요구에 대한 반응성과 정책집행과정에서 정부의 불편부당성을 융합하기 위한 정책대안의 개발은 물론 불편부당성의 개념에 대한 재검토, 나아가 새로운 개념에 대한 탐구가 필요하다. 둘째, 인지적 행복은 비교를 통해 형성되는 개념이기 때문에, 복지혜택도 절대적 수준이 아닌 ‘상대적 수준’이 중요할 수 있다는 점이다. 즉, 혜택을 얼마나 받느냐가 아니라 남들에 비해, 혹은 자신의 조건과 비교해 얼마나 받느냐가 중요할 수 있다는 것이다. 그런데 정부의 불편부당성이 높은 국가들의 정책은 보편적 복지를 상대적으로 더 강하게 지향하고 있기 때문에 모든 개인에게 ‘동일한’ 혜택을 주고 있고, 그 결과 가족지출의 행복에 대한 효용이 약해진 것으로 볼 수 있다. 마지막으로 불편부당성이 높은 국가들에서는 이미 많은 복지 혜택을 받고 있고, 행복 수준도 높다. 그러므로 추가적인 가족지출의 행복 증진에 대한 효용인 한계효용의 감소로 나타난 결과일 수 있다. 한편, 상호작용항의 투입 전과 후를 비교한 결과, 모형의 설명력(R2)이 인지적, 정서적 행복에 대해서 상당히 증가하는 것으로 나타났다. 이는 정부의 불편부당성을 가족지출의 성과를 조절하는 변수로 채택한 분석모형의 타당성을 의미한다. 그러나 전술한 바와 같이 구체적인 분석 결과는 가설과는 정반대로 나타나, 추가적인 논의와 분석이 필요함을 시사했다. 향후 국가 그룹간의 차이, 개인 그룹간의 차이 등을 더욱 엄정하게 반영하여, 정부의 불편부당성과 가족지출의 상호작용 효과를 분석할 필요가 있다. ;Since assertions were raised that the national goal should be individuals’ happiness, not GDP growth, many studies about national happiness have been carried out based on the concept of 'life satisfaction.' However, this study argues that ‘life satisfaction’ is not the accurate concept to represent happiness, and focuses on finding out what is happiness as the ultimate goal that every state must pursue. Through theoretical considerations about the meaning of happiness, this study made it clear that happiness can be categorized into three aspects: ➀ ‘cognitive’ satisfaction with life, ② hedonic value, which means the ‘emotional state’ of feeling joy and pleasure, and ➂ eudaimonic well-being, which includes living a life of self-actualization, personal expressiveness, and vitality. The study also reveals that these three definitions of happiness are mutually independent and distinct from one another. Therefore, it was emphasized that the concept of happiness should be expanded to three aspects: not only cognitive satisfaction with life, but also hedonic and eudaimonic happiness. Through an analysis of earlier studies, it was pointed out that the approach centering on ‘income and life satisfaction’ carries limitations, and therefore more emphasis should be placed upon non-economic aspects such as family relations and hedonic, eudaimonic well-being. Meanwhile, taking note of the fact that earlier studies have failed to reach an agreement on whether ‘welfare expenditure’ among government spendings, which seems to be the most important means to achieve happiness, has actually brought about an increase in happiness or not, this study attempts to explain such discrepancy between welfare expenditure and happiness. To this end, two questions are posed: 'What kind of welfare expenditure affects individuals’ happiness?' and 'What variables interact with the process of connecting welfare expenditure and happiness?' Regarding the first question, in accordance with earlier studies asserting that the family is a more important source of happiness than income, ‘de-familialization’(the state's support for family care) was established as an independent variable, representing a welfare system that affects individuals’ happiness. As for the second question, this study maintained focus on 'the quality of government,' which can be determined through three elements: 'government effectiveness', 'democratic responsibility' and 'impartiality'. In addition, the impartiality of enforcement proceedings, which exists in the middle of government policy and happiness, was assumed to be a moderating variable interacting with the relationship between de-familialization policy and individuals’ happiness. For empirical analysis, data sets were constructed by combining national characteristics data and individual unit data from 28 countries, and a multi-level analysis, suitable for data with a hierarchical structure, was performed. The result of the basic model analysis shows that there remains a significant difference among countries in the level of cognitive happiness, emotional happiness(hedonic value), and self-fulfilling happiness (eudaimonic well-being), and that it is necessary to explore national variables affecting the three concepts of happiness. The results of the research model analysis are as follows. Firstly, among the variables related to de-familialization, family spending had a positive (+) effect on all three concepts of happiness, while cash benefits to the family had a negative (-) effect. Considering that social spending has shown to have a negative (-) effect on all three concepts of happiness, it suggests that family spending is a more important factor for happiness, compared to general welfare spending. In addition, it supports the arguments of gender-policy regime theorists, arguing that cash-based methods of de-familialization, instead of offering services, may not have the intended effect. Secondly, as a result of verifying whether the effect of de-familialization is different between men and women, no significant difference was found in the effects of family spending between the two genders. However, the ratio of cash benefits had a less negative effect on women's emotional well-being compared to men’s. It is widely believed to be true that the de-familialization policy will ease women's burden of caring for their family, providing them with more opportunities and freedom, and thereby promoting their happiness. However, the empirical analysis results of this study did not support this belief. Lastly, the impartiality of the government, which was expected to positively (+) moderate the relationship between de-familialization and individuals’ happiness, on the contrary, had a negative (-) moderating effect. In other words, in countries with a higher degree of impartiality, there were fewer positive effects of family spending on cognitive and emotional well-being than in countries with a comparatively lower degree of impartiality. Here are some theoretical explanations for this phenomenon. If 'relative income' is important for happiness, it can be considered that 'relative benefits' will also be important for welfare. In other words, it is not how much benefit you get, but how much you get compared to others, or based on your own conditions. In welfare states with a higher degree of impartiality, the effect of increased family spending on happiness can be diminished because the state provides ‘equal’ benefits to all individuals. In the implementation of de-familialization policy, impartiality may have a negative impact. As there is a wide variety of needs for family care, if the government overemphasizes impartiality in policy enforcement, formal rigidity may occur ultimately acting as a negative factor for happiness. Finally, it is possible to explain that additional family spending will not significantly enhance happiness in countries with higher degrees of impartiality, as they already enjoy a high level of happiness and welfare benefits. In this regard, there has been an analysis that when the welfare expenditure exceeds a certain amount, the level of cognitive happiness can no longer be increased (Veenhoven, 2000). In the case of self-fulfilling happiness, democratic responsibility was found to have a significant effect, rather than impartiality or moderating effects. Meanwhile, the explanatory power(R2) of the model with or without the interaction terms showed a significant increase in cognitive and emotional happiness. This means that the assumptions about factors moderating the outcome of family spending(impartiality and gender in this case) were valid. However, further exploration through subsequent studies is required, on institutional variables moderating the outcome of welfare expenditures.
