중국 환경문제에 대한 관민(官民) 대응 고찰

Abstract

환경문제는 자연적으로 발생하는 재해를 제외하고 단순히 인간의 생산과 활동이 있어 환경에 미치는 영향과 손상을 말한다. 1978년 중국에서 경제적 개혁과 개방이 시작된 이후 중국의 경제는 세계가 주목할 만한 속도로 발전해 왔고 그에 따라 중국의 환경도 급속도로 악화되었다. 환경문제는 오늘날 중국에서 가장 큰 사회문제 중의 하나라고 볼 수 있다. 본 연구에서는 중국 환경문제의 실태를 파악하기 위한 목적으로 중국 환경문제의 추이와 현황을 진단함과 동시에 중국 환경문제에 대한 중앙정부 및 민간 환경단체의 대응을 고찰하고 평가하였다. 본 연구를 통해 얻어진 결론은 다음과 같다. 첫째, 중국 중앙정부는 환경문제 대응에 힘써 왔지만 역사와 정치의 특수성으로 현시점에서는 여전히 법과 제도를 제대로 수행하지 못하는 경우가 많으며 중국 실정에 맞는 효율적인 대책마련이 시급하다. 둘째, 중국 민간환경단체는 1990년대부터 점차적으로 발전하였고 환경문제 해결에 중요한 역할을 하고 있다. 하지만 관련 법규의 제약으로 중국의 민간환경단체는 아직 자율성이 낮고 자금 및 인재가 부족한 문제를 직면하고 있다. 이러한 문제에 대하여 정책적 보완이 필요하고 사회적 영향력을 확대 시켜야 한다. ;Environmental problems refer to the impact and damage to the environment due to the human's manufacturing and other activities, excluding natural disasters. Since the economic reform and opening of China in 1978, China's economy has developed at a speed that the world has put their attention to, while the environment quality of China has deteriorated accordingly. The environmental problem is one of the biggest social problems in China today. The purpose of this study is to understand the current state of the Chinese environmental issues by examining and evaluating the responses of the central government and private environmental organizations to the Chinese environmental issues, while at the same time analyze the trends and current situation of the Chinese environmental issues. The conclusions gained through this study are as follows. First, the Chinese central government has been trying to cope with environmental issues, but due to the peculiarities of history and politics, at this point, it is often not able to properly implement laws and systems, and it is urgent to prepare efficient measures to suit the situation in China. Second, Chinese private environmental organizations have developed gradually since the 1990s and are playing an important role in solving environmental problems. However, China's private environmental groups are still facing problems with low autonomy and lack of funds and human resources due to restrictions on related laws. Policy supplementation is necessary for these issues and social impact should be expanded.
