Abstract
필리핀 경제는 동아시아와 태평양 지역에서 가장 우수한 성장세를 보이는 사례 중 하나이다. 이러한 급속 경제 성장의 원동력 중 하나는 중소기업들의 기여가 크다. 필리핀 정부는 이들 기업에 대한 적극적 지원을 하고 있는데, 이는 경제 성장에 있어서 중대한 기여를 할 뿐만 아니라 국가 내 양성불평등을 해소하는 데에도 중요한 역할을 하고 있기 때문이다. 따라서, 필리핀에 등록된 기업체들의 다수는 여성 기업가들이 차지하고 있다. 정부는 중소기업들이 국내외로 사업을 확장할 수 있도록 많은 상호협력 프로그램들을 실시하고 있다. 그러나, 자료에 따르면 여성 기업가들은 남성 기업가들에 비해 수출에 참여하는 비율이 낮은 것으로 나타난다. 본 연구는 1, 2차 자료를 활용하여 여성 수출가들과 비수출가들의 정보를 제공한다. 또한, 여성 기업가들의 동기, 도전과제 및 기회들을 파악하여 왜 여성들이 수출에 가담하지 않는지에 대한 원인을 분석하였다. 연구 결과로 필리핀 여성 사업가들에게 있어 자원과 지식의 부족 그리고 국내 시장에 남고자 하는 성향 등으로 인해, 수출에 참여하는 것이 항상 고무적이지 않다는 것을 제시한다. 회사의 규모, 여성들의 사업 경험 그리고 정책과 프로그램 실행 간의 격차 또한 여성들이 세계 시장에 도전하는 것에 제약이 되고 있다. 이미 수출 시장에 참여하고 있는 여성 기업가들은 수출가들간의 일반적인 어려움과 동시에 성별에 따른 특정한 어려움들을 직면하고 있다. 경제 발전에 있어서 여성의 중요성에 대해 주목하면서, 본 연구는 여성 기업가들이 국제 무대에서 대표자로의 자질을 준비하고 향상시키는 가운데 그들의 잠재력을 온전히 발휘하도록, 정부가 그러한 기업 문화를 제공하는데 중요한 역할을 감당해야 함을 강하게 제안한다.;The Philippine economy is one of the best performing economies in East Asia and the Pacific Region. One of the driving forces behind this rapid economic growth is the contribution of the micro, small, and medium enterprises (MSMEs). The Philippine government is actively supporting the MSMEs not only because they play a critical role in the economic growth and job generation, but also in reducing the gender inequality in the country. Accordingly, women entrepreneurs account for the majority of businesses registered in the Philippines. The government has many interrelated programs that encourage MSMEs to expand their business locally and globally. However, data show that women entrepreneurs are less likely to export as compared to men entrepreneurs. This study used primary and secondary data and presented a profile of women exporters and non-exporters. It also explored the motivations, challenges, and opportunities of women entrepreneurs to determine the reasons why women do not engage in exports. The results suggest that exports are not always attractive for Filipino women entrepreneurs due to lack of resources and knowledge, and their personal willingness to remain in the local market. The firm’s size, business experience of women and gaps on the policies and program implementation constraints women to go global. Women entrepreneurs who are already in the field of exports also faced gender-specific challenges alongside the challenges common among exporters. Recognizing the importance of women in the economic development, this study strongly suggests that the government has a critical role in providing enabling business environment where women entrepreneurs can fully exploit their potentials while preparing or increasing their representation in the international scene.
