A Study on Factors Influencing Low Enrolment of Girls in TVET in Rwanda

Abstract

This research aimed to study the factors influencing low enrollment of girls in Technical Vocation Education and Training in Rwanda with the case study of Integrated Polytechnic Region Collage of Kigali. This research intended to study; How policies set affect girl’s enrolment in TVET, How does attitude towards female in TVET affect their enrolment, How does awareness of the courses offered in polytechnics affect enrolment of girls and the effect of tuition paid in polytechnics on girl’s enrolment. This study used descriptive survey design. the target population was students, teachers, parents and principle all from IPRC Kigali. Online questionnaire was used to obtain the important information about the population and the study. This study used qualitative techniques to analyze the data with the help of statistical package for social science (SPSS). The study found out policies on TVET and Girls education are clear mostly to students and teachers, but still parents have limited knowledge and understanding on the policies. The attitude towards girls in TVET among the society, from opinion shapers and implementers underestimate girls and it has diminished their self-esteem and confidence to study male dominated courses. The awareness on TVET courses has been found to be low where the publicity is not pleasing. Lastly, TVET schools are expensive yet there is no financial support as well as substitution on tuition fees. However, it has also been shown that early marriage and teen pregnancy cause girls to drop out within a transition to collages (Polytechnic). Based on the findings, the researcher recommended that the government could organize talk shows over local radios and television to explain more about the policies and programs about TVET. And through its relevant agents to mobilize the community with the help of community leaders about the benefits of TVET with more emphasis on girls to enroll in TVET. The technical schools could make concerted effort to advertise the courses and programmes each school offers this will improve girl’s enrollment in TVET especially in male dominated courses. The government could substitute tuition according to the less privileged girls and teen mothers.;본 연구는 키갈리 폴리테크닉대학 사례를 통해 르완다 여성들의 TVET 프로그램 참여에 영향을 주는 요소들을 연구하는데 목적이 있다. 관련 정책, TVET에 참여하는 여성을 대하는 태도, TVET의 인지도, 그리고 폴리테크닉대학 등록금이 여학생 입학률에 어떠한 영향을 끼치는지 연구하고자 한다. 이 연구는 기술 조사 형식을 사용한다. 타겟 집단은 IPRC 키갈 출신의 학생, 학부형, 교사, 교장을 대상으로 한다. 온라인 설문지를 이용하여 대상자와 본 연구에 관한 정보를 취득하였다. 본 연구는 SPSS 방식을 활용하여 자료를 분석하는 질적 연구 형식을 취한다. 본 연구를 통해 대부분의 학생들과 교사에서는 TVET과 소녀 교육 정책에 대한 이해도를 발견하였으나 학부형들은 정책에 대한 지식과 이해도에 한계가 있는 것을 발견하였다. 여론을 만드는 사람들과 사업 구상자들은 TVET에 참여하는 여학생들을 저평가하고 있고 그것은 소녀들의 자존감과 남성 위주의 강의 수강에 대한 자신감을 낮춘다. TVET 수업에 대한 낮은 평판은 낮은 인식으로부터 기인한다. 마지막으로, TVET의 높은 등록금에 비해 특별한 재정 지원과 대출 제도를 찾아볼 수 없다. 또한, 조혼과 십대 임신은 대학으로의 전환 과정에서 학생들의 중퇴율에 영향을 준다. 연구 결과에 따르면, 연구원들은 정부가 지역 라디오 및 방송을 이용해 TVET 정책과 프로그램 홍보를 할 것을 권고한다. 지역사회 지도자들의 도움을 받아 관련 기관은 지역사회를 동원하여 TVET의 장점과 소녀들이 TVET에 등록하는 것을 더 강조해야한다. 전문학교는 교육과정과 프로그램을 홍보하기 위해 노력을 해야할것이다. 이는 남성위주의 교육 프로그램으로의 진학률 향상을 야기할것이다. 정부는 소외계층의 소녀들과 어린 미혼모들에게 등록금 대출을 해야 할 것이다.
