범죄예방디자인(CPTED)관점의 도시재생 연구

Abstract

주거환경에서의 안전은 거주자의 기본적인 욕구일 뿐만 아니라 삶의 질을 향상시키는데 필수 조건이다. 특히 범죄로 부터의 안전은 현대사회에서 가장 중요 하게 다뤄지고 있는 문제이다. 이에 대한 방안으로 사전에 범죄를 통제 하는 전략중의 하나로 추진하는 것이 환경 설계를 통한 범죄예방디자인(CPTED: Crime Prevention Through Environmental Design)이다. CPTED는 범죄행위를 촉진시키는 취약한 공간 환경을 최소화 하고 자연적 감시를 증진시켜 생활환경을 안전하게 만드는 것을 말한다. 본 연구에서는 CPTED를 활용한 도시재생 디자인을 제안하고자 한다. 이에 따라 CPTED관점의 도시재생 사례분석으로 정부의 제도적 체계와 지자체가 상호보완적으로 잘 이루어진 미국, 영국, 일본을 중심으로 하여 해외 사례들을 살펴보았다. 국내 사례로는 국내에서 최초로 CPTED관련 제정안을 마련하고, 현재까지도 지속적으로 적용지역을 선정하여 다양한 방법으로 CPTED사업을 추진하고 있는 서울시의 CPTED 전략을 분석하였다. 구체적으로는 서울시에서 시행한 전체 CPTED의 연도별 상세 추진현황 분석을 통해 공동체강화를 강조하고 자발적인 주민참여와 함께 도시재생을 활성화 시킨 공통적인 사례를 가진 5곳을 선정하여 분석하였고, 또한 각 지역에 적용된 CPTED의 적용 요소를 연구하기 위해 CPTED 기본원리 5가지를 통해 살펴보았으며, CPTED디자인 활용방안에 대해 알아보았다. 그 결과 CPTED를 활용한 도시재생은 어느 특정한 원리만을 적용하기 보다는 각각의 범죄 취약지점에 알맞게 적용을 시켜야 하며 무엇보다 적용 후 주민들의 적극적인 관심과 참여로 지속적인 유지관리를 요하고 있음을 알 수 있었다. 따라서 도시재생 디자인 제안을 위해 CPTED가 필요한 대상지로 대전시 중구 선화동을 선정하고 직접 방문하여 주민 의견을 듣고 설문조사를 진행하였다. 이를 통해 적용대상지역의 사회적・환경적 문제를 파악하고 범죄 취약지를 선별하여 CPTED의 적용원리를 활용하여 적용대상지에 적합한 디자인 시안을 진행하였다. 제안된 디자인으로는 마을에 대한 애착심과 애정이 생겨날 수 있도록 마을의 특징을 살린 브랜드아이덴티티를 개발하였고, 자연감시가 잘 될 수 있도록 어두운 골목길의 조명 개선, 사회적 물리적 무질서를 고려한 영역성 강화를 강조한 디자인과 마지막으로 자연스러운 주민참여를 통하여 변화된 마을의 환경을 유지하고 관리할 수 있는 디자인을 제안하였다. 본 연구 결과 통해 추후 CPTED를 활용한 도시재생 시 디자인 개발에 기초 연구 자료로써 도움 되길 기대한다.;Safety in the residential environment is not only a basic need for residents, but also a prerequisite for improving the quality of life. Safety, especially from crime, is the most important issue in modern society. One of the strategies for controlling crime in advance is the Crime Prevention Through Environmental Design (CPTED). CPTED refers to minimizing the fragile spatial environment that promotes criminal activity and promoting natural monitoring to make the living environment safe. In this study, we propose urban renewal design using CPTED. In particular, the CPTED-viewed urban regeneration case analysis focused on the institutional system of the government and local governments focusing on complementary, well-established U.S., U.K., and Japan, and for the first time in Korea, the government's CPTED-related legislation was prepared for the first time in Korea, and the city's CPTED strategy was analyzed through the analysis of the residents' community's overall CPTED-related environment conducted by the Seoul Metropolitan Government. To study the application factors of CPTED in each region, we looked at five basic principles of CPTED and learned how to use CPTED design. As a result, urban regeneration using CPTED should be applied appropriately to each crime vulnerable point rather than applying only a specific principle, and, above all, it requires continuous maintenance through active attention and participation of residents after application. Therefore, the Commission selected Seonhwa-dong, Jung-gu, Daejeon, as the target site where CPTED is needed for urban renewal design proposals, and visited the site to receive opinions from residents and conducted a survey. Through this process, the social and environmental problems of the target areas were identified and the crime vulnerabilities were selected to develop design proposals suitable for the target areas by utilizing the application principle of CPTED. The proposed design developed a brand identity that fostered the characteristics of the village so that affection and affection for the village could arise, and proposed a design that emphasizes the improvement of lighting on dark alleyways, the enhancement of the area in consideration of social and physical disorder, and, finally, the maintenance and management of the changed village environment through natural resident participation. Based on this research, we hope that the urban regeneration using CPTED will be helpful as a basic research material for design development.
