라인홀드 니버의 정치사상

Abstract

This paper aims to examine how Christian ethics influences reality of politics through political thought of Reinhold Niebuhr. Reinhold Niebuhr, an American theologian representing the 20th century, understood human and history through the eyes of Christian faith and analyzed social and political issues. He, as a “Christian realist” argued that the Jesus's ethics of love cannot be directly applied to reality of politics. Nonetheless, the ethics of love works as a commandment which appeals to the will of human and helps to set a higher standard than the general moral standard. For him, love became an "Impossible Possibility". Niebuhr regarded justice to be more important than love in reality of politics. However, the content of justice should be developed through love. He believed that the development of justice through love is achieved through 'equality'. Equality belongs to justice influence of love. He thought that a certain degree of compulsory power is necessary to realize human equality. The reason he thought so was collective egoism which prevents the value of equality from being realized despite the development of human consciousness. He spoke of political coercion as a means to realize justice in a society. He considered that the cause of social problems lies in the imbalance of power, therefore legal power is needed to prevent the collective egoism. For Niebuhr, democracy is the most ideal political system for love and justice. He emphasized the necessity of democracy because the core of it is ‘checks and balances of powers.’ He believed that efforts to improve the imbalance of power through ethical and normative changes in system is needed for the proper development of democracy. He thought ‘religious humility’ is necessary to this end. He also believed that all religious and educational resources should be able to arouse empathy for minorities, and all forms of discrimination and evil acts of community should be checked and disclosed. Niebuhr's political thought emphasizing balance of power is applicable to international politics as well. He, as a Christian realist, thought that it is difficult to exercise nonviolence in politics. After witnessing two World Wars, he felt the powerlessness of the peaceful solution by negotiation, and from then on, he argued for the inevitability of war. He thought that war itself is evil but sometimes the use of violence is necessary for the steps leading to justice. He believed the balance of power between the world powers is important in international politics. His political thought, which accurately diagnoses political reality of human being but does not abandon the ideals of Christian love, is also valuable for Korean society. ;본 논문의 목적은 라인홀드 니버의 정치사상을 통해 기독교 윤리가 어떻게 현실정치에 영향을 줄 수 있는지를 탐구하는 데 있다. 라인홀드 니버는 20세기를 대표하는 미국의 신학자로서 그는 기독교 신앙의 눈으로 인간과 역사를 이해했고, 이로부터 사회·정치적 문제들을 분석했다. 니버는 “기독교 현실주의자(Christian realist)”로서 예수의 사랑의 윤리가 곧바로 현실정치에 적용될 수 없다고 주장한다. 그럼에도 사랑의 윤리는 인간의 의지에 호소하는 계명으로 작동해 일반적인 도덕규범보다 더 높은 규범을 세울 수 있도록 도와준다. 그러므로 니버에게 있어 사랑은 “불가능한 가능성(Impossible Possibility)”이 된다. 니버는 현실정치에서 사랑보다 더 중요한 것은 정의라고 생각했다. 하지만 정의는 사랑에 의해 그 내용이 발전되어야 한다. 니버는 사랑을 통한 정의의 발전은 ‘평등’을 통해 이루어진다고 보았다. 평등은 정의에 속하지만, 사랑의 영향을 받아 평등의 내용이 발전한다. 그런데 니버는 인간 평등을 실현하는 데에는 어느 정도의 강제력이 필요하다고 보았다. 왜냐하면 인간정신이 발달해도 집단의 이기심은 평등의 가치가 실현되는 것을 막기 때문이다. 따라서 니버는 사회에서 정의를 실현하기 위한 수단으로 정치적 힘(coercion)을 얘기한다. 니버는 사회문제가 일어나는 원인은 힘의 불균형에 있다고 보았고, 집단의 이기심을 막기 위해서는 합법적인 힘이 필요하다고 보았다. 니버에게 사랑과 정의를 위해 가장 이상적인 정치체계란 ‘민주주의’이다. 니버가 민주주의의 필요성을 강조하는 이유는 민주주의의 핵심이 ‘권력의 균형과 견제’에 있기 때문이다. 그리고 민주주의가 올바르게 발전하기 위해서는 제도의 윤리적·규범적 변화를 통해 힘의 불균형을 개선하려는 노력이 필요하다. 또 이를 위해서는 ‘종교적 겸손’이 필요하다. 니버는 모든 종교적·교육적 자원을 통해 소수자를 향한 공감을 촉진시킬 수 있어야하며, 모든 차원의 차별과 공동체의 악한 행위를 견제하고 폭로할 수 있어야 한다고 보았다. 니버의 힘의 균형을 통한 정치는 국제정치에도 그대로 적용된다. 기독교 현실주의자인 니버는 정치에서 비폭력을 사용하기란 쉽지 않다고 보았다. 니버는 두 차례에 걸친 세계대전을 목격하면서, 교섭에 의한 평화주의적 해결책의 무력함을 느끼게 되었고, 그 이후부터 그는 전쟁의 불가피성을 주장하게 되었다. 그는 전쟁 그 자체는 악이지만, 정의로 나아가는 그 발걸음에 폭력의 사용이 필요할 때도 있다고 생각했다. 니버는 국제정치에서 중요한 것은 강대국들 간의 세력균형이라고 보았다. 이처럼 인간의 정치현실을 정확하게 진단하면서 기독교적 사랑의 이상을 포기하지 않는 니버의 정치사상은 한국사회를 위해서도 유용하다.
