dc.description.abstract공무원 교육 담당기관은 국가에 관련 규정을 따라서 공무원 각종 교육훈련 업무를 수행하는 기관으로서, 공무원 교육훈련 제도가 실행할 수 있는 보장이다. 공무원 교육훈련 담당기관의 존재는 첫째, 직무의 요구. 국가기관마다 일자리와 그에 따른 직무의 책임, 권한, 그리고 업무수행의 기준이 서로 다르므로, 더 뛰어난 업무수행을 위해 업무의 소임에 따라 공무원에 대한 효과적인 교육이 이루어져야 한다. 둘째, 공무원의 자질 향상과 공공관리가 갈수록 복잡해지는 추세에 부응하기 위해서는 모든 공무원에 대한 자질 향상을 위한 교육이 필수적이며, 사회 전체적으로 볼 때 현대 공공관리에서 공무원의 자질에 대한 요구가 높아지고 있다. 공무원 교육훈련 기관 설립은 공무원이 현대 공공관리 전문지식을 한층 더 습득하게 하여 과학 행정, 민주행정, 법적인 행정 능력을 향상하게 시키고 정부의 공공관리 수준 향상을 추진하여 정부 중심 업무의 전개를 촉진하였다. 본 논문은 중국과 한국 공무원 교육훈련 기관에 관한 연구를 통해서, 설립목적, 교육내용, 교육방식, 교육대상 등의 관점에서 비교하여, 양국 교육기관의 공통점과 차이점을 밝히고, 원인을 기술하고, 양국의 장단점을 제시하고, 가능한 발전 방향을 제시하고자 한다. 본 논문의 비교분석 결과를 요약하면 첫째, 교육내용 측면에서 보면 중국의 공무원 교육훈련은 이론교육과 사상에 더 집중하고 있다. 교육내용에도 적지 않은 역사적 문서와 자료가 담겨 있으며. 직급에 따라 배운 내용이 크게 다르지 않다. 전담기관이 달라도 항상 당성 교육을 중심에 둔다. 한국의 공무원 교육훈련은 직위와 업무 필요에 따라 비교적 상세하게 구분된다. 둘째, 교육대상 측면에서 보면 한국의 교육훈련제도는 모든 직급의 공무원을 대상으로 직급마다 맞는 교육훈련 과정이 있다. 중국의 교육훈련 과정은 직위가 높은 공무원 위주로 진행되며, 신임 공무원은 주로 직장 내 교육을 받고 있다. 셋째, 교육기관 측면에서 보면 중국의 교육기관은 비교적 분산되어 있고, 한국은 같은 기관에서 모든 직급의 공무원에 대한 교육을 실행할 수 있다. 넷째, 교육체계 측면에서 보면 중국의 교육시스템은 투명성이 부족하고 공개된 자료도 부족하다. 한국 국가인재개발원에서 공개되어있는 자료는 비교적 구체적이다. 중국은 다당제를 하지 않고 한국은 정치적 중립을 강조하고 따라서 중국은 한국과 정치적 생각이 다르다. 중국 공무원들은 덕과 재능을 겸비하고 사상 표현과 실적을 중시한다. 반면 한국 공무원들은 전문성이 강한 직위와 보조적 직위, 계약제와 고용제를 개인 지식, 기술, 능력에 따라 종합 순위를 매겨 선발하는 등 업무지식과 능력을 우선순위로 삼았다. 한국 공무원과 정부는 단순한 '고용' 관계다. 한국에서 공무원은 권리와 안전을 의미하며, 그들은 정부에 고용되어 있고, 정부의 필요에 모두 복종하며, 정부의 이익을 위해 봉사하는 독립된 이익집단이다. 공무원들은 서민들에게는 '정부 관원'이다. 정부에게 그들은 또한 '고용인'이다. 그들은 자신들의 노조 조직을 통해 정부와 협상을 통해 임금이나 대우를 늘리고 자신들의 이익을 지킬 것을 요구할 수 있다. 반면 중국 공무원들은 인민을 위한 근본적인 취지를 견지한다. 인민의 공복이 되고, 인민을 위해 일을 하고, 인민에 대한 책임을 지고, 인민의 감독을 받는 것이 중국 공무원들의 가장 근본적인 행동 준칙이다. 중국 공무원들은 자신의 집단의 특수한 이익 없이는 어떠한 형태의 특권도 존재하지 않는다. 중국 공무원 제도가 인민을 위해 봉사한다는 근본 취지는 중국 정권의 성격, 국가기관의 성격에 따라 결정된다. 중국은 인민의 민주적이고 사회주의 국가이며 인민은 국가의 진정한 주인인 반면 공무원은 인민의 심부름꾼, 사회의 공복이다. 공무원은 반드시 대중과 밀접하게 연계하여 대중의 의견을 경청하고 대중의 감독을 받아 국민을 위해 봉사하도록 노력해야 한다. 공무원 제도는 국가의 정치 제도의 중요한 구성 부분으로서 필연적으로 국가의 근본 사회 제도에서 결정되고 봉사 된다. 사회 제도에 따라 한국과 중국의 공무원 제도에 차이가 있다. 양국의 정치적 입장은 다르고, 정치적 원칙은 다르며, 용인 기준도 다르고, 근본적인 이익도 다르다. 이 때문에 한국과 중국은 공무원 교육훈련의 문제점을 다른 시각으로 보고 장점을 취하며 서로 진보할 기회를 얻게 됐다. ;The agency in charge of civil servants' education is an institution that carries out various education and training tasks for civil servants in accordance with relevant regulations to the state, and is a guarantee that the civil servants' education and training system can implement. The existence of the agency in charge of civil servants' education and training is first, the demand for the job. Second, education for improving the quality of civil servants and improving the quality of all civil servants is essential to meet the increasingly complicated trend of public management, and the demand for the quality of civil servants in modern public management as a whole is rising. The establishment of an educational training institution for civil servants promoted the development of government-centered work by enhancing the scientific administration, democratic administration and legal administrative capabilities of the government by making civil servants acquire more modern public management expertise. Through the study of the educational training institutions of Chinese and Korean civil servants, this paper tries to reveal the common and different points of the educational institutions of the two countries, explain the causes, present the advantages and disadvantages of the two countries, and present the direction of possible development. To summarize the comparative analysis results of this paper, First, it is the content of education. China's civil service education training focuses more on theory education and thought. The content of education also contains not a few historical documents and materials, and what has been learned is not very different depending on rank. Even if the telegraph agencies are different, the party's education system is always at the center. South Korea's education training for civil servants is relatively detailed according to their position and work needs. Second, the education target. Korea's education and training system has educational and training courses suitable for each position for all civil servants. China's education and training courses are mainly conducted by civil servants with high positions, and new civil servants are mainly educated in the workplace. Third, educational institutions. China's educational institutions are relatively dispersed, and Korea can complete education for civil servants of all ranks in the same institution. Fourth, the education system. China's education system lacks transparency and also lacks open materials. The data released by the Korea National Redevelopment Institute is relatively specific. China does not have a multi-party system, South Korea emphasizes political neutrality and China has a different political stance from South Korea. Chinese officials combine virtue and talent and value thought expression and performance. Korean officials, on the other hand, made work knowledge and ability a priority by selecting positions with strong expertise, auxiliary positions, contract systems and employment systems by ranking them overall according to their personal knowledge, skills and abilities. South Korean officials and the government are simply "employment" relations. In South Korea, civil servants mean rights and safety, and they are an independent interest group that is employed by the government, obeys all the needs of the government and serves the interests of the government. Government officials are 'government officials' to the working class. For the government, they are also 'employees'. The relationship between civil servants and the government is a simple "employment" relationship. Through their union organizations, they can demand higher wages or treatment through negotiations with the government and to protect their interests. As a result, many young people in South Korea have made the government's public sector job a top priority in choosing their jobs. On the other hand, Chinese officials maintain a fundamental purpose for the people. It is the most fundamental code of conduct of Chinese officials to become the commoner of the people, to work for the people, to take responsibility for the people, and to be supervised by the people. Chinese officials don't have any form of privilege without the special interests of their own group. The fundamental purpose of the nation's civil service system to serve the people depends on the nature of our regime and the nature of the state agency. Our country is a democratic and despotic socialist country of the people and the people are the true masters of the country, while government officials, civil servants are the errands of the people and the commonwealth of society. Therefore, some duties of civil servants are stated as follows: Civil servants must try to listen to public opinion in close connection with the public and serve the people under public supervision. The civil service system is an important constituent part of the country's political system, which inevitably is decided and served in the country's fundamental social system. There is a big difference in the civil service system between South Korea and China through the above-mentioned essay depending on the social system. The two countries have different political positions, different political principles, different standards of acceptance, and different fundamental interests. Because of this, South Korea and China have a chance to move forward with each other, taking advantage of the problems in education and training for civil servants from different perspectives. The lack of this paper is that the two countries' educational and training institutions cannot be analyzed in a more comprehensive light, because the data are insufficient and unspecific.-
