dc.description.abstractThis study analyses the training needs of public procurement professionals in Ghana, by prioritizing the functional duties performed by them. In particular, it focused on duties and tasks performed by procurement professionals in the Ministry of Education, Ministry of Health, Ministry of Roads and Highways, and Lands Commission of Ghana. The study employed relative importance and difficulty index analytical tools, to rank duties and tasks from 23 participants. Next, a two by two quadrant matrix was used to prioritize tasks into four quadrants; namely, Priority 1, Priority 2, Priority 3, and Priority 4, highlighting which duties and tasks require more training than others. Previous studies identified some skills deficiencies in public procurement professionals (Ameyaw, Mensah & Osei-Tutu, 2012; Dagaba, 2013), it is however unclear what the essential skills development and educational needs of public procurement professionals are, in Ghana. This study suggests that inadequacies identified in the public procurement function is vastly connected with the training needs of professionals. The study recommends that duties and tasks categorized into Priority 1 and Priority 2, should be well integrated into training materials of public procurement professionals. Additionally, tailored training programs should be implemented for professionals regularly, by their employing institutions, to increase their efficiency on the job.;본 연구는 가나의 공공조달 전문가가 수행하는 직무의 우선 순위 분석을 바탕으로 직무수행을 위한 교육훈련 요구를 도출하고자 하였다. 특히 가나의 보건부, 교육부, 도로 및 도로공사부 그리고 토지위원회의 조달 전문가가 수행하는 업무를 중심으로 분석하였다. 23명의 연구 참여자를 대상으로 상대적 중요도와 난이도 분석 도구를 사용하여 직무 및 업무의 상대적 중요도와 난이도별 우선순위를 정하였다. 4사분면 매트릭스를 사용하여 우선 순위 1사분면, 우선 순위 2사분면, 우선 순위 3 사분면, 우선 순위 4 사분면으로 각 직무와 업무의 훈련 필요도를 표현하였다. 선행연구에 따르면 공공조달 전문가들의 기술 부족을 확인할 수 있지만(Ameyaw, Mensah & Osei-Tutu, 2012, Dagaba, 2013), 가나의 공공조달 전문가의 능력 개발의 필요성과 관련한 연구는 부족한 실정이다. 따라서 본 연구는 첫째, 공공조달 직무에서 확인된 미숙함이 전문가들의 훈련 필요도와 높은 관련이 있음을 제시한다. 둘째, 우선 순위 1과 우선 순위 2로 분류된 업무가 공공조달 전문가의 교육 내용에 반영할 것을 제안한다. 셋째, 업무 효율성 증진을 위해 맞춤형 교육 프로그램을 고용기관에서 정기적으로 제공할 것을 제안한다.-
