Abstract
This study analyzes the relationship between the government and the self-employed for nearly 20 years, focusing on the late 1990s and the 2000s. The purpose of this study is to reveal the reasons why self-employed people exist outside the system and are only covered by the respective administrations' show-off campaign promises, and to historically diagnose the political structure of self-employed businesses that have emerged as a major problem in Korea's political and economic affairs since the developmental state. First of all, the Korean self-employed failed to be incorporated into the system and were left out in the process of forming a Korean welfare system centered on wage earners. In addition, the expansion of the neo-liberalistic economic order has made labor market more flexible, and the self-employed, who have fallen from the status of wage earners, will have fluidity that is hard to detect as a single economic class, with a high entry rate and exit rate in the self-employed sector. Depending on these characteristics, the state faces institutional limitations in engaging them politically, and by strategic choice, it has made many pledges aimed at self-employed people during the election period, but after being elected, it has failed to implement appropriate policies. This limitation of institutional capabilities continues regardless of the identity of the regime. As a result, it has been a reaction of the self-employed and brought about their resistance, and their problems gradually become a big issue in Korea's political and economic circles. But in Korea's political and economic circles for nearly two decades, the reasonable choice of the state is to make strong pledges during the election period, but then push them out of priority in policy implementation. After all, the relationship between the state and the self-employed has been repeatedly maintained, with the expansion of the market order by the state, the subsequent resistance of the self-employed, and the political feedback and its limitations.;본 연구는 1990년대 후반부터 2000년대를 중심으로 최근 20년간 정부와 자영업자의 관계를 분석한다. 국가가 소상공인 및 자영업자를 대상으로 펼쳤던 공약과 당선 이후 펼친 정책의 성격은 어떠하며, 각 정권이 자영업 계층을 정치적으로 포섭하기 위해 선택한 전략과 딜레마는 무엇이었는지 사례를 중심으로 분석한다. 본 연구의 목적은 자영업자가 체제 밖에 존재하며 각 정권의 보여주기 식 선거 공약에서만 다루어진 연유를 밝히고, 발전국가 이후 한국 정치경제의 중요한 문제로 부상한 자영업의 정치구조를 역사적으로 진단하는 것이다. 우선 임금근로자 위주의 한국 복지제도가 형성되는 과정에서 한국 자영업자들이 체제 내로 편입되지 못하고 소외되었다. 이에 더해 신자유주의 경제 질서가 팽창하며 노동시장 유연화가 노사관계의 경제적 가치로 자리 잡게 되었고, 임금근로자의 지위에서 하락한 자영업 계층은 자영업 영역에서도 높은 진입률과 퇴출률을 보이는 등 단일한 경제 계층으로 포착하기 힘든 유동성을 띠게 된다. 이러한 특성에 따라 국가는 이들을 정치적으로 포섭하는 데 제도적 한계를 마주하한다. 결국 전략적 선택에 의해 선거 기간에는 자영업자를 대상으로 한 공약을 남발하나 당선된 이후에는 적절한 정책을 펼치지 못하고 공약 후퇴 양상을 보인다. 이러한 국가능력의 한계는 정권의 정체성과 관련 없이 지속된다. 구조적인 문제를 해결해주지 않는 정치권의 대처는 자영업 계층의 열악한 경영환경에 일조하였다. 이에 따라 자영업 계층의 반작용이자 이들의 저항을 불러왔고, 점차 이들의 문제는 한국 정치경제의 큰 이슈로 자리매김한다. 그러나 각 대통령선거의 관련 공약과, 소상공인 정책을 통해 실제 최근 20년간 한국 정치경제에서 자영업자를 다루어 온 방식을 살펴보면, 선거 기간 동안 강력한 공약을 보이나, 이후 정책 집행에서는 우선순위에서 밀려나도록 설정하는 것이 국가의 전략적인 선택임을 알 수 있다. 결국 한국의 국가와 자영업자의 관계는 국가에 의한 시장질서의 팽창, 이후 자영업자들의 저항, 그리고 저항을 무마시키고자 하는 정치적 포섭과 이의 한계가 반복적으로 유지되는 모습을 보인다.
