육아종합지원센터 가정양육 지원사업 운영현황 및 보육전문요원의 인식

Abstract

본 연구의 목적은 육아종합지원센터 가정양육 지원사업 운영현황과 가정양육 지원사업 운영의 어려움과 지원요구에 대한 보육전문요원의 인식을 살펴봄으로써 가정양육 지원사업 운영개선 및 지원방안을 모색하는데 있다. 이러한 목적을 달성하기 위한 연구문제는 다음과 같다. 1. 육아종합지원센터 가정양육 지원사업 운영현황은 어떠한가? 2. 육아종합지원센터 가정양육 지원사업 운영의 어려움과 지원요구에 대한 보육 전문요원의 인식은 어떠한가? 육아종합지원센터 가정양육 지원사업 운영현황을 알아보기 위해 시군구 수 대비 센터 설치율이 가장 높은 지역인 서울, 경기, 울산 지역에 소재한 육아종합지원센터에 근무하는 가정양육 지원사업 담당 보육전문요원을 대상으로 전수 설문조사 하였으며, 총 49명(센터 당 1명)이 설문조사에 참여하였다. 설문지는 정부 및 산하기관에서 배포한 ‘보육사업안내’(보건복지부, 2018)와 ‘육아종합지원센터 설치․운영매뉴얼’(중앙육아종합지원센터, 2015a), ‘전국 육아종합지원센터 사업결과보고서’(중앙육아종합지원센터, 2018), ‘2018 육아종합지원센터 평가안내(보건복지부, 중앙육아종합지원센터, 2017)'를 토대로 연구자가 제작하였다. 육아종합지원센터 가정양육 지원사업 운영의 어려움과 지원요구에 대한 보육전문요원의 인식을 알아보기 위해, 설문조사 대상자 중 10명을 대상으로 개인면담을 진행하였다. 면담문항은 ‘보육사업안내’(보건복지부, 2018)와 '교육복지투자우선지역 유치원 지원사업의 운영실태 분석'(정미라, 2010)의 내용을 참고하여 연구자가 제작하였다. 설문지를 통해 수집된 자료는 빈도와 백분율, 다중응답 분석을 하였고, 개인면담은 전사된 면담 자료를 세분화하고 재해석하는 과정을 반복하면서 분석하였다. 본 연구를 통해 얻은 결과는 다음과 같다. 첫째, 육아종합지원센터 가정양육 지원사업의 운영 목적은 ‘지역 내 육아지원을 위한 거점기관으로서 역할 및 기능 수행’이었다. 가정양육 지원사업 운영을 위해 대부분 연장 운영을 실시하고 있으며, 사업 운영 장소는 주로 육아종합지원센터와 분소로 나타났다. 사업별 담당 운영 인력은 보육전문요원이 가장 많았는데, 이들은 부모교육, 영유아 체험프로그램, 부모-자녀 대상 행사 및 프로그램, 양육 정보제공, 양육 상담 사업을 주로 담당하고 있었다. 담당자 대상 직원 교육은 부모교육, 장난감 및 도서대여 사업에서 주로 시행하는 것으로 나타났다. 보육전문요원은 사업의 기획단계에서 수요자를 대상으로 요구조사를 대부분 시행하고 있으며, 요구조사는 집단 서면조사 방법을 주로 사용하는 것으로 나타났다. 사업 홍보 매체는 홈페이지와 리플렛 및 소식지, 전화 및 문자 등을 다양하게 활용하고 있으며, 홍보가 가장 많이 실시된 사업은 부모교육으로 나타났다. 가정양육 지원사업과 연계가 이루어진 지역사회 연계 기관은 공공기관 및 관공서가 가장 많았으며, 주된 연계 내용은 홍보 업무로 나타났다. 가정양육 지원사업 운영의 어려움 및 지원요구에 대한 보육전문요원의 인식을 세부 사업(부모교육, 영유아 놀이지원, 양육 관련 정보제공 및 상담, 시간제 보육 사업) 별로 구분하여 살펴보았다. 보육전문요원들은 부모교육 사업에 대해 ‘사업 대상자 모집’과 ‘사업 지원 인력 부족’에 어려움을 느끼고 있으며, ‘기존 사업의 운영체계가 재정비’되고 ‘사업 지원 인력이 충원’되기를 요구하였다. 영유아 놀이지원 사업은 사업 운영을 위한 ‘시설 및 공간 부족’, ‘사업 지원 인력 부족’, ‘다양한 프로그램 부족’에 대해 어려움을 겪고 있으며, ‘접근성을 고려한 시설 설치’ 및 ‘보육이 용이한 활동 공간 마련’, ‘사업 인력 충원’과 ‘프로그램 내용의 다양화’가 필요하다고 인식하였다. 양육 관련 정보제공 및 상담 사업은 ‘지역 내 자원연계’가 중요하다고 인식하고 있으며, ‘상담 전문 인력 수급’이 필요한 것으로 나타났다. 시간제 보육 사업은 ‘시설 접근성 및 공간 확보’와 ‘사업 담당 인력(시간제 보육교사)의 업무 지원’에 대한 제고가 필요하다고 인식하고 있었다. 본 연구는 육아종합지원센터 가정양육 지원사업 운영현황을 살펴보고, 보육전문요원이 인식하는 운영의 어려움 및 지원방안을 알아봄으로써 현행 사업에 대한 실효성 있는 지원 방안을 파악하는데 기초 자료를 제공하였다는데 의의가 있다. ;The purpose of this study is to investigate the operation state of the projects of supporting home childcare in Support Centers for Childcare, and to explore the perception of the agents who work for the Support Centers for Childcare. The research problems to achieve this purpose are as follows. 1. What is the current state of the projects of supporting home childcare in Support Centers for Childcare? 2. What are the agents’perception about the difficulties and the support needs in operating the projects of supporting home childcare in Support Centers for Childcare? In order to understand the current operation status of the projects of supporting home childcare, the complete enumeration questionnaire survey of 52 Support Centers for Childcare was conducted, and 49 questionnaires (1 per center) out of 52 were answered by the agents specializing the projects of supporting home childcare in Support Centers for Childcare in Seoul, Gyeonggi, and Ulsan area where have the highest ratio of Support Centers for Childcare per region. The questionnaire was created on the basis of the ‘Childcare Project Guide’(Ministry of Health and Welfare, 2018) distributed by the government and affiliated organizations, ‘Manual for Establishment and Operation of Support Centers for Childcare’(Central Support Center For Childcare, 2018), ‘2018 Evaluation Guide for Support Centers for Childcare’(Ministry of Health and Welfare, Central Support Center For Childcare, 2017). To understand the agents’perception about the operational difficulties and the support needs in the projects of supporting home childcare, 10 agents who completed the questionnaires were interviewed. The interview questions referred to the ‘Childcare Project Guide’(Ministry of Health and Welfare, 2018) and ‘An analysis on the current state of support projects for kindergartens in the neighborhoods of priority educational welfare investment’(Jung Mira, 2010). The data from the questionnaires was analyzed with frequency, percentage, and multiple responses. Interviews were examined by repeating the process of subdividing and reinterpreting the interview data. The research results are as follows. First, the purpose of the projects of supporting home childcare in Support Center for Childcare is to carry out ‘the role and function as a local base institution for childcare support’. Most of institutions extend operating hours for the projects of supporting home childcare. The common institutions operating the projects are mainly Support Centers for Childcare and their branches. The largest operating personnel per project are the childcare agents and they are mainly responsible for parent education, children experience programs, parent-child events and programs, parenting information, and childrearing counseling. There are employee trainings for project personnel mainly in parent education, and toy-and-book rental projects. The agents usually conduct a demand survey at the project planning stage, and the demand survey is mainly based on group written surveys. For public relations, a variety of media is utilized, such as websites, leaflets, newsletters, calls and texts, and the most publicized project is parent education. The most community-linked institution with the projects of supporting home childcare are public institutions and government offices, and the main linkage is public relations work. The agents’ perception about the operational difficulties and the support needs in the projects of supporting home childcare was examined by each project (parent education, support for children’s play, parenting information and counseling, and part-time childcare). Agents have difficulties in‘recruiting the project participants’and suffer from ‘the shortage of project support personnel’, demanding that ‘the existing operation system be reorganized’ and ‘the project support personnel be recruited’. The support project for children’s play has operational problems in the aspects of‘lack of facilities and spaces’, ‘lack of support personnel’ and ‘lack of various programs’ and recognizes the needs of ‘facility establishments considering accessibility’, ‘activity spaces for childcare’, ‘recruitment of more support personnel’ and ‘diversification of program contents’. The parenting information-and-counseling project recognizes the importance of ‘local linkage of resources’ and the need of ‘recruiting professional counselors’. The part-time childcare project recognizes the needs of‘the facility accessibility and the spaces’and the improvements of‘the work support for the project personnel (part-time childcare teacher)’. This study has its significance in providing fundamental data to identify the improvements and the inspections of the projects of supporting home childcare and the effective support methods for current projects by examining the current state of the projects of supporting home childcare in Support Center for Childcare, and the agents’ perception on the operational difficulties and the support methods.
