dc.description.abstractThe purpose of this research is to unravel the role of, as well as the obstacles and challenges that render the Egyptian National Women’s Machinery: the National Council for Women (NCW) efforts to ensure the central government’s mainstreaming gender implementation ineffective, with sectoral focus on the labour market. This research has found out that NCW is facing a set of interrelated obstacles that hinder its role to ensure gender mainstreaming. The political and social unrest has affected NCW’s stable position. The rise of “social conservatism” has made using the gender language a daunting task, hence gender mainstreaming was deprived from its theoretical grounds and explicit references. Gender mainstreaming as a strategy is only handled by one department within NCW (i.e., the General Department of Planning and Policy) which undermines NCW’s role in guiding the gender mainstreaming agenda in Egypt. Additionally, the Egyptian cultural and traditional patriarchy renders gender equality a less important policy area. Hence, gender mainstreaming as a strategy to achieve gender equality faces resistance within bureaucratic institutions. The gender mainstreaming efforts were project-based and focused more on showing results in quantitative manner (e.g., number of participants of capacity building activities). Moreover, in addition to their unclear mandate and lack of resources, the established gender equality structures (i.e., Equal Opportunity Units) within the State institutions are overburdened with work that is irrelevant to either gender equality or gender mainstreaming. Furthermore, the interventions led by NCW show that the neo-liberal model dominates its Women's Economic Empowerment (WEE) agenda. All of these obstacles hinder NCW’s efforts of the institutionalization of gender mainstreaming within the Egyptian State institutions in general and the labour market State institutions in specific. ;본 논문의 목적은중앙정부의주류화된성구현이비효율적이라는 점을 보장하는 일을 하고 있는 이집트 국립여성 기관인 국립여성협의회 (NCW)의 역할과 해당 기관이 직면하고 있는 장애물과 도전을 노동 시장에 집중하여 살펴보고자 한다. 본 연구는NCW가 성 주류화를 보장하기 위한 해당 역할을 방해하고 있는 장애물과 직면했다는 것을 확인하였다. 정치 사회적 불안은 NCW의 안정된 위치에 영향을 주며, “사회적 보수주의”가 나타남에 따라 성 언어의 자유로운 언급을 제지시키게 되었다.이에 따라 성 주류화는 이론적 근거와 명확한 언급에서 제외된 상황이다.성 주류화는 전략으로써 NCW의 한 부서에만 (예를 들어, 기획정책부) 다뤄지는데,이는 이집트 내 성 주류화 의제를 이끌고 있는 NCW의 역할을 약화시키는데 기여하고 있다. 또한,이집트 문화와 전통적인 가부장제는 성 평등을 주요 정책에서밀려나게 하고 있다. 따라서, 성 평등을 달성하기 위한 전략으로써 성 주류화는 제도는 관료 내에서 대부분 저항을 받고 있다. 프로젝트로 진행된 성 주류화 노력은 정량적 방식(예를 들어, 역량 구축 활동에 참가한 사람의 수)의 결과를 보여주는 데 초점을 맞추고 있다.더욱이,그들은불확실한 권한과 부족한 자원 이외에도 국가 기관 내에 확립된 성 평등 구조(예를 들어, EOU)는 성 평등이나 성 주류화와 무관한 업무로 인해 부담감이 막중한 실정이다.NCW가 주도한개입을 통해 신자유주의 모델이 WEE 의제를 지배하고 있음을 확인할 수 있다. 위의 모든 요인은 일반적으로 이집트 국가 기관들과 특정적으로 노동 시장 내에서 주류화를 제도화하려는 NCW의 노력을 방해하고 있다.-
