Abstract
경제 글로벌화와 지역경제의 일체화라는 배경 아래 대도시를 중심으로 공간 거리가 가깝고 경제적으로 긴밀한 관계를 맺은 도시들이 구성한 도시권이 지역경제발전의 중요한 방식이 된다. 중국은 계획경제에서 사회주의 시장경제로 전환한 후, 지역경제를 조직하는 방식에도 중대한 변화가 생겼으며, 과거 행정구역경제에서 도시 중심의 시장역량에 의한 지역경제로 점차 이동하고 있다. 중국의 챵지양 삼각주, 주장 산져저우, 징진기 지역은 이미 사람들의 주목을 끄는 도시권 경제를 형성하고 있다. 이러한 여러 개의 작은 도시권이 조합되어 형성된 대도시권들은 전체 구역으로 중국의 경제 발전을 촉진하는 강력한 동력이 된다. 상하이, 쑤저우, 닝보, 자싱, 난퉁, 우시, 주산 7개 도시로 구성된 상하이 도시권은 챵지양 삼각주대도시권의 핵심 지역으로 중국 경제에서 가장 발달한 도시권 중 하나이며, 중국 지역 경제 일체화도가 가장 앞서는 도시권 중 하나이다. 상하이 도시권의 발전은 중국 경제의 발전에 매우 큰 영향을 미친다고 말할 수 있다. 여러 연구와 지역발전의 양상은 도시권 경제성장이 내부 산업 공간 분포의 영향을 받으며 산업 분포는 정부 정책의 영향을 받을 수 있음을 보여준다. 상하이 도시권은 중국에서 가장 발전하는 도시권 중 하나로 산업 공간의 분포가 일정 정도 형성되어 있으며 다른 도시권들을 대표하는 위치에 있다. 따라서 본 연구는 상하이 도시권 산업의 공간 배치를 연구 대상으로 하며 중국의 경제발전 정책에 대한 목표와 방향을 제공하는 <중화인민공화국의 국민경제와 사회발전 12차 5년 계획요강(2011-2015년)>(약 12차 5년 계획)을 기준으로 시행한다. 상하이 도시권 12차 5년 계획 실시 전후의 산업 분포 변화를 분석하여 기타 도시권의 산업 공간 분포에 참고할 수 있도록 하였다. 본 논문은 우선 중심지 이론, 도시 성장 이론, 산업 클러스터 이론, 산업 구조 연구와 산업 정책 연구를 배경으로 상하이권 형성에 대한 이해를 하였으며 12차 5년 계획의 상하이 도시권 관련 부분을 선택하여 5개 목표로 나누었다. 1. 경제구조의 전환을 가속화하고 산업구조에서 제3차 서비스 산업의 비중을 늘리고 제 2차와 1차 산업이 뒤따라오는 구조를 지향한다. 2. 제조업을 개조하여 새로운 과학 기술 산업으로 발전시킨다. 3.산업 간 순차적 통합과 재편성을 실시하고 기업조직 구조의 최적화를 촉진시킨다.4.산업의 집적성 강화, 주도산업의 우선적 발전을 지향한다. 5. 각 도시의 기능을 명확히 하고 중심도시가 주변 도시를 발전시킨다. 논문은 이 다섯 가지 목표에 근거해 산업구조, 산업 규모, 산업 공간 집중 상황, 산업 구조 유사성 네 가지 측면에서 상하이 도시권 산업 분포를 실증적으로 분석했다. 상하이 도시권 7개 도시의 3대 산업에 대한 총생산, 종사자 수 등을 분석해 보면 12차5년 계획 시행 후 전체적으로 상하이 도시권의 산업구조가 이미 변화하였으며 제3차 산업이 가장 많은 비중을 차지하고 제2차 산업과 제1차 산업이 따라오는 형태로 발전의 양상이 일정 정도 실현되었음을 알 수 있다. 그러나 세부 도시별로 보면 7개 전체 도시의 산업구조가 변화하였다고 보기 어렵다. 7개 도시 중 3개 도시가 경제 구조의 변화에 성공하였다. 제조업을 개조하여 새로운 과학 기술 산업으로 발전시킬 때, 12차 5개년 계획을 전후로 상하이 도시권 7개 도시의 첨단기술 산업 생산액을 비교해 보면, 상하이 도시권에서 상하이를 제외한 6개 도시의 첨단기술 산업의 생산액이 비교적 큰 폭으로 증가했음을 알 수 있다. 그러나 첨단 제조업이 전체제조업을 차지하는 비중을 보면 상하이를 포함한 7개 도시의 첨단 제조업이 전체 제조업에서 차지하는 비중은 절반에도 미치지 못한다. 상하이 도시권 산업 규모를 분석할 때, 12차 5년 계획 실시 전후 상하이 도시권 각 도시의 대,중,소형 기업수를 비교하였다. 상하이 도시권 대기업의 수는 상당히 큰 폭으로 증가하고 중형 기업과 소형 기업은 상당히 빠른 속도로 감소하고 있다고 판단된다. 따라서 상하이 도시권이 계획 실시 기간에 산업의 통합 및 재편성을 일정 부분 성공적으로 실시되었다고 판단할 수 있다. 그러나 기업수의 성장률을 보면 중,소기업의 성장이 균등하지 못한 양상을 보이며 기업조직 구조가 최적화된 상태라 보기는 어렵다. 이어 본 논문은 상하이 12차5년계획 기간의 산업 클러스터 상황을 분석하였다. 상하이 도시권 7개 도시의 입지상, 비교노동생산성, 비교자본산출률 및 산업경사도계산을 통해 상하이 도시권 내 노동집약적 기초 제조업의 집적도가 낮고, 기술 위주의 산업집적도가 비교적 높다는 것을 밝혔다. 결과적으로 7개 도시의 주도 산업이 명확치 않다는 것을 알 수 있다. 마지막으로 산업 유사계수의 계산을 통해 상하이 도시권 7개 도시 간 산업구조의 유사성을 판단했다. 주산을 제외한 6개 도시의 산업 구조의 유사성이 비교적 높다는 것을 발견하였다. 도시별로 명확한 자체적 특성을 갖추었다고 보기 어려우며 상하이 역시 높은 유사성으로 인해 주변도시에 대한 견인차 역할에 어려움을 가지고 있다. 본 논문은 결론에서 상하이 도시권 산업 분포 및 향후 발전에 몇 가지 시사점을 제시하였다. 상하이 도시권 내 각 도시별의 통계 연감의 정리 방식에 차이가 있기 때문에 5개 목표를 분석할 때 전체 연감 데이터를 사용하지 않았다. 산업 분포에 대한 판단 역시 산업구조, 규모, 공간집적, 유사성으로만 분석하기 때문에 한계가 있을 것으로 예상된다. 또한 12차 5년 계획에 대한 분석 역시 5가지의 다소 제한적인 목표로 시행하였기에 일정 부분 미흡한 점이 있다.;In the context of economic globalization and regional economic integration, the metropolitan area, which is composed of many cities with close spatial distance and close economic ties, has become an essential way of local economic development. After the transition from planned economy to socialist market economy in China, significant changes have taken place in the form of organizing a regional economy, which changes from administrative region economy in the past to local economy with the city as the center and the market power as the connectivity. At present, the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei region of China have formed a remarkable metropolitan economic phenomenon. These urban areas as a whole, which are composed of several small metropolitan areas, have become a powerful driving force for the economic development in China. The Shanghai metropolitan area as the core region of the Yangtze River Delta metro area, which is composed of seven cities, including Shanghai, Suzhou, Ningbo, Jiaxing, Nantong, Wuxi and Zhoushan, is one of the most economically developed metropolitan areas in China, and also one of the leading cities in the regional economic integration of China. It can be said that the development of the Shanghai metropolitan area has a significant impact on the economic growth of China. Some studies and regional development practices have shown that the economic growth of metropolitan areas is influenced by the spatial distribution of their private industries to a large extent, while government policies affect the industrial distribution. As one of the most developed metropolitan areas in China, the Shanghai metro area has a particular influence on modern spatial distribution. Therefore, it takes the current spatial layout of Shanghai metropolitan area as the study object in this paper. It makes the outline of the Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China (2011-2015) (abbreviated as the 12th Five-Year Plan), which provides objectives and directions for China's economic development and other policies, as the criteria, so as to analyze the changes of industrial distribution before and after the implementation of the 12th Five-Year Plan of Shanghai metropolitan area. After comparing the industrial distribution of the Shanghai metro area before and after the 12th Five-Year Plan in this paper, it provides some references for the industrial spatial distribution of other metropolitan areas. First of all, this study based on the theory of central place, urban growth and industrial cluster, as well as industrial structure research and industrial policy as the theoretical background, in which the part of Shanghai metropolitan area in the 12th Five-Year Plan is sorted out and divided into five objectives: 1. Quicken the transformation of economic structure and define the industrial structure as the development order of three, two and one. 2. Reforming and upgrading the manufacturing industry to develop new scientific and technological industry mainly. 3. Taking merger and reorganization orderly among sectors to promote the optimization of the organizational structure of enterprises. 4. Strengthening the cluster of regional industries and giving priority to the development of leading industries. 5. Defining the function of each city and driving the growth of the surrounding city with the central city. Following the five objectives, this study conducted an empirical analysis on the industrial distribution of Shanghai metropolitan area from four aspects: industrial structure, industrial scale, industrial spatial aggregation, and industrial structure similarity. Through the analysis of the gross domestic product and the number of practitioners of the three major industries in the seven cities of Shanghai metropolitan area, the results have shown that the industrial structure of the Shanghai metropolitan area has been changed, and the development order of three, two and one has been realized after the implementation of the 12th Five-Year Plan. Besides, the results also revealed that not every city has achieved the transformation of industrial structure from a single town. Only three of the seven cities have made the change of economic structure and realized the development order of three, two and one. Given to the analysis of the upgrading and transformation of manufacturing industries as well as the development of new science and technology industries, the results have shown that the production volumes of cutting-edge technology industries in six other cities except for Shanghai within Shanghai metropolitan area has been dramatically increased by comparing the production volumes of cutting-edge technology industries in seven towns of Shanghai metro area before and after the 12th Five-Year Plan. However, regarding the proportion of cutting-edge manufacturing to manufacturing, the portion of the seven cities, which includes Shanghai, account for less than half of the total manufacturing industry. In addition, according to the analysis of the industrial scale of the Shanghai metropolitan area, it can be concluded that the number of large enterprises in the Shanghai metropolitan area has increased to a large extent, the number of medium-sized enterprises has declined slightly, and the number of small enterprises has decreased rapidly by comparing the number of large and medium-sized enterprises in the cities of Shanghai metropolitan area before and after the 12th Five-Year Plan. As a result, it can be concluded that the industry has been merged and reorganized in the Shanghai metropolitan area during the implementation of the 12th Five-Year Plan. However, the results also indicated that the growth rate of large, medium and small enterprises is not equal, and the organizational structure of enterprises has not been developed in a balanced way. Then this study analyzes the status of industrial clusters in Shanghai during the 12th Five-Year Plan. By examining the location quotient of seven cities in Shanghai metropolitan area, comparing the labor productivity, capital-output ratio, and industrial gradient coefficient, this study concluded that the concentration of labor-intensive essential manufacturing industry in Shanghai metro area is low, while that of the technology-oriented sector is higher. However, the dominant sectors in the seven cities are not transparent. Finally, the similarity of industrial structure of seven cities in Shanghai metropolitan area is judged by calculating the similarity coefficient of industry, in which it is found that the industrial structure similarity of the other six towns except Zhoushan is relatively high. Each city has not adequately defined its function, while the central city of Shanghai does not reflect the driving effect on the surrounding towns because of its high similarity. As a conclusion, this study puts forward some suggestions for the industrial distribution and future development of the Shanghai metropolitan area based on the above conclusions. Since the statistical yearbooks of different cities in the Shanghai metropolitan area are organized in different ways, not all of the yearbook data are used in the analysis of the five objectives. Moreover, the judgment of industrial distribution is only based on the analysis of industrial structure, scale, spatial cluster, and similarity, so the analysis results have some shortcomings. At the same time, there are many deficiencies in sorting and classifying the 12th Five-Year Plan in this study.
