호시노 데츠오 (星野鉄男)의 인도주의 사회위생론

Abstract

1920년대는 일명 다이쇼 데모크라시기로, 다양한 주체자들이 사회문제 해결을 위해 활발하게 활동한 시기였다. 호시노 데츠오(星野鉄男 1890-1931)는 사회위생학의 분야에서 다이쇼 데모크라시의 자유주의 정신을 보여준 학자이자 실천가였다. 그는 인도주의적 사회위생론을 펼치며 독자적으로 대중의 건강증진을 위해 노력하였고, 일본을 ‘건강국’으로 만들고자 한 인물이었다. 본 연구의 목적은 그 동안 제대로 연구되지 못한 호시노 데츠오의 사회위생론에 대해 검토함으로써, 그의 업적과 궤적을 재조명하는 것에 있다. 호시노는 1920년대 학계의 주류세력, 즉 우생우경주의와 사회개량주의의 노선과 달리 자체적으로 ‘인도주의 사회위생론’을 주창하였다. 호시노 데츠오는 인간의 건강 문제를 환경문제로써 일찍이 인식했고, 사회위생학적인 측면에서 사회문제를 다룬 선구자였다. 그는 실증적인 도시 조사의 선구라고 불리는 ‘츠키시마’ 조사에 참여하여, 노동자의 생활실태조사를 하였다. 나아가 자신의 사회위생론을 실천하기 위한 단체를 발족하고, 호쿠리쿠(北陸) 전 지역에 걸쳐 대중에게 위생 강연을 함으로써, 차별 없이 모든 국민이 위생의 혜택을 누릴 수 있도록 ‘위생의 대중화’에 이바지 하였다. 호시노는 많은 저술활동과 강연을 중심으로, 대중들이 인지하지 못했던 위생문화를 전파하여 보건문제를 일깨우는데 큰 역할을 하였다. 그는 대중 스스로가 위생학을 실생활에 활용할 수 있도록 고무시켰으며, 신체의 청결, 환경의 청결, 정신의 청결의 통합적인 청결을 내면화할 것을 강조하였다. 동시에 국가 및 사회 단위로 조직적인 위생 시스템을 마련해야한다고 주장하였다. 호시노는 무엇보다 인간의 존엄성을 최우선으로 하여 위생 보급 활동을 실천하였으며, 과학을 맹신하고 위생을 권력의 도구로 전락시키는 사회를 비판하였다. 본 연구를 통해 호시노 데츠오의 위상을 재조명하고, 일본사회에서 사회위생학을 되돌아볼 수 있는 기회를 가졌다는 점에 의미가 있다. 동시에 우생정책 및 식민정책 등에도 시사한 바가 크다고 할 수 있겠다.;The 1920s was the time of the Taisho Democracy, when various entities were active in solving social problems. Tetsuo Hoshino (1890-1931) was a scholar and practitioner who demonstrated the liberal spirit of Taisho Democracy in the field of social hygiene. He pursued a humanitarian social hygiene theory and tried to promote the health of the public on his own, and he wanted to make Japan healthy. The purpose of this paper is to review the accomplishments and trajectories of Tetsuo Hoshino 's social hygiene which has not been properly studied. Unlike the mainstream forces (Euthenists and Social reformers) of the academic world in the 1920s, Hoshino advocated humanistic social hygiene independently. Early on, Tetsuo Hoshino recognized human health problems as environmental issues, and was a pioneer in dealing with social issues in terms of social hygiene. He participated in the Tsukishima survey, a pioneer of empirical urban research, and conducted surveys of workers' living conditions. Furthermore, He launched a voluntary organization to practice his social hygiene theory and contributed to ‘the popularization of hygiene’ so that all citizens could benefit from hygiene without discrimination by giving hygiene lectures to the public throughout the Hokuriku region. Hoshino, through his many writing activities and lectures, was influential in spreading the hygiene culture that the public was not aware of at that time, to awaken health problems. He encouraged the public to utilize hygiene in their daily lives and emphasized internalizing the integral cleanliness of the cleansing of the body, the cleansing of the environment, and the cleansing of the mind. He also insisted that a systematic sanitation system should be established at the national and social level. He criticized a society that blessed science and turned sanitation into a tool of power, and practiced hygienic dissemination activities with human dignity as a top priority. Through this study, it is meaningful that we had a chance to review the status of Tetsuo Hoshino and to look back on social hygiene in Japanese society. At the same time, eugenics and colonial policies are also highly suggestive.
