컨벤션 주최조직의 위기관리에 관한 연구

Abstract

컨벤션 분야는 일자리 창출과 경제적 파급효과가 크기 때문에 고부가 가치 산업으로 주목받고 있음에도 불구하고, 안전관련 위기가 빈번히 발생하고 있다. 컨벤션 분야의 위기관리와 관련하여 2002년부터 연구가 이루어졌으나, 달라진 시대와 환경에 맞춘 위기관리 연구는 전무하며, 위기관리를 수행해야하는 주최조직의 위기관리에 대한 연구가 미흡한 실정이다. 이에 본 연구에서는 Strauss와 Corbin(1998)의 근거이론을 활용하여 컨벤션 주최조직이 실제 행사 운영시 발생하는 위기는 어떤 상황에서 발생하는지, 또 해당 위기에 어떻게 대응하는지를 심층적으로 탐구하였고, 이를 통해 컨벤션 분야의 주최조직이 위기를 효율적이고 효과적으로 관리하는 데에 도움이 되고자 한다. 본 연구는 한국관광공사에서 규정하고 있는 기준의 국제회의를 1회 이상 운영 및 진행해 본 경험이 있고, PCO 기업 대표이거나, 국가기술자격증인 국제회의기획가 자격증 소지자이거나 혹은 해당 업계에서 5년 이상 활동하는 8명을 대상으로 심층면담을 통하여 사례를 수집하였고, 전사작업 및 38차례의 코딩과정을 거쳤다. 또한 신뢰성과 타당성을 확보하기 위해 Creswell(1998)이 제시한 질적 연구의 검증절차를 수행하여 도출한 결과를 요약하면 다음과 같다. 개방코딩의 결과로 109개의 개념이 도출되었으며, 유사개념을 통합하여 21개의 하위범주와 6개의 범주로 도출하였다. 개방코딩 결과, 컨벤션 행사에서 발생하는 위기상황은 ‘참가자, 직원, 장소, 회의진행, 물품, 법률, 식음료’로 분류되었고, 이러한 위기상황을 직접적으로 발생시키는 인과적 조건은 ‘커뮤니케이션의 혼란’으로 나타났다. 또한 위기상황에 간접적인 영향을 끼치는 맥락적 조건은 ‘환경요인에 따른 위기’로 나타났으며, 이러한 위기상황을 완화시키는 중재적 조건에는 ‘위기상황 완화 도구’로 ‘체크리스트, 시뮬레이션, 보험’이라는 개념이 도출됨을 확인할 수 있었다. 이에 따라 주최조직은 ‘위기를 관리’하였고, 이후 위기상황의 재발방지와 해결에 대한 결과로는 ‘원활한 커뮤니케이션 및 위기극복’이라는 개념이 도출되었다. 다음 단계인 축코딩과 선택코팅을 통하여 컨벤션 행사를 위한 각 주체간의 ‘원활한 커뮤니케이션’이라는 핵심 범주를 도출할 수 있었다. ‘원활한 커뮤니케이션’은 컨벤션 분야가 아닌 타분야에서의 연구 결과와도 일맥상통하는 부분으로 ISO:31000, 2018년 개정된 표준을 참고하여 그 결과의 유의미함을 확인할 수 있었다. 이러한 결과를 근간으로 컨벤션 분야의 주최조직에서는 효율적인 위기관리와 행사 운영을 위하여 각 주체별 원활한 커뮤니케이션에 집중해야 할 것이다. 또한 동일한 위기가 재발하는 것을 방지하기 위하여 사례집, 결과보고서 등을 토대로 체계적인 교육이 선행되어야 할 것이다. 본 연구의 결과를 바탕으로 향후 컨벤션 주최조직의 위기관리와 관련된 연구의 활성화를 위한 제언을 하면 다음과 같다. 첫째, 컨벤션 주최조직의 효율적이고 위기관리를 위하여 본 연구에서 도출된 핵심 범주인 ‘원활한 커뮤니케이션’에 초점을 맞추어 심층면담을 통하여 사례를 수집할 필요가 있다. 둘째, 더 많은 연구 참여자의 사례를 분석하여 도출된 모형의 일반화에 대한 타당성을 고려해 볼 필요가 있다. 셋째, 본 연구에서는 초석을 다지는 개념으로 근거이론을 활용하여 질적 연구를 시행하였으나, 질적 연구의 한계점을 보완할 수 있도록 다양한 방법론을 활용한 후속 연구가 필요할 것이다.;Although the convention sector attracts attention as a high-value-added industry, safety-related crises frequently occur. Research on the risk management in the convention field has been carried out actively since 2002. However, there is not enough risk management study that adapts to the current environment in convention sector. Especially, research on the risk management of the Convention Host Organizations has been limited. The purpose of this study is to raise the Convention Host Organizations’ risk management awareness. For this study, the grounded theory of Strauss and Corbin (1998) was used to further develop the Convention Host Organizations management of the convention risks. This study conducted the verification process theory of the qualitative research presented by Creswell (1998) for reliability and validity, and the results are summarized as follows. Eight cases were collected through in-depth interviews, and all the interviews were transcribed and coded 38 times. As a result of the first stage of open coding, 109 concepts were derived, and the similar concepts were integrated into 21 subcategories and 6 categories. The risks at the convention was classified as ‘participant, employee, place, meeting, commodity, law, food and beverage’. Factors that have a direct impact on the risks were derived from ‘communication confusion’. From the second stage of axis coding and the last step of selective coding, we were able to derive a key category of 'communication' for the convention participants. This is consistent with results in areas other than convention. Particularly in the area of communication, the content is the same as ISO 31000: 2018. Based on this result, the host organization in the convention sector must focus on the critical communication skills to prepare for every crisis. In addition, every event of the convention should have a technical report on the systematic education to offer risk management on the various events. Based on the results of this study, the following suggestions were made to revitalize research related to risk management in host organization. First, in order to effectively manage the risk management of convention organizations, it is necessary to collect risks through in-depth interviews focusing on the core category ‘communication’ derived from this study. Second, it is necessary to consider the validity of the generalization of the derivatives model by analyzing the cases of the research participants. Third, this study conducted a qualitative research using the grounded theory, but it is necessary to apply using various methodologies to supplement the limitation of the qualitative research. From this study, the Convention Host Organizations can apply the results to manage the risks effectively. Awareness of ‘the critical communication processes’ which is the core category of this study, will affect not only the Convention Host Organizations but the participants and other partners. It is expected to be a cornerstone for their critical communication processes in the convention sector.
