일본의 혐한 언설 프레이밍과 헤이트 스피치 해소법 제정 과정

Abstract

본 연구의 목적은 일본 내 혐한 담론을 분석하여 헤이트 스피치에 어떤 영향을 미쳤는지 분석하는 것이다. 이를 위해 일본 사회 내 대표적 여론 기관인 신문사 중 구독자가 가장 많은 요미우리신문을 선정하였고, 선행연구를 통해 혐한을 촉발하는 ‘독도’와 ‘위안부’라는 역사 키워드를 가지고 2012년부터 2013년까지의 신문기사를 프레임 분석하였다. 그리고 발켄버그의 다섯 가지 프레임을 통해 신문에서 어떻게 이를 보도하고 한국을 프레임 하는지 분석을 시도한 결과를 토대로 헤이트 스피치에 어떤 영향을 미쳤는지 살펴보았다. 프레임 분석 결과 ‘갈등’과 ‘책임귀인’프레임이 두드러지게 나타났고 이를 통해, 주제와 시기, 헤이트 스피치 해소법이라는 두 가지 영역에서 언설이 영향을 끼쳤을 것으로 분석했다. 일본 내 헤이트 스피치는 2012년 4분기를 기점으로 증가하였으며, 2013년부터 2014년까지는 폭발적으로 그 수가 증가하였다. 주제와 시기적인 부분에서 신문에 나타나는 한국과의‘갈등’과 ‘책임귀인’프레임이 다소 영향을 끼쳤을 것으로 분석했다. 이후 2016년에 제정된 헤이트 스피치 해소법까지 시기적으로 거리가 있지만, 논의는 2013년 초반부터 이루어졌기에 이 시기의 헤이트 스피치가 해소법 제정까지 영향을 끼친 것으로 보인다. 따라서 본 연구에서 진행한 분석시기와 이슈가 2016년에 제정된 헤이트 스피치 해소법과는 연관이 없다고 볼 수는 없다. 직접적으로 신문 기사의 논조가 헤이트 스피치의 내용이나 법 제정 이유에 영향을 미쳤다고 볼 수는 없지만, 이러한 상황을 촉발시킨 도구로서의 역할을 했다고 분석할 수 있다. ;The purpose of this study is to analyze the Anti-Korea discourse in Japan and to analyze how it affected the hate speech. So, I have selected the Yomiuri newspaper among the most popular public opinion organizations in the Japanese society, and analyzed the newspaper articles from 2012 to 2013 using the historical keyword 'Dokdo' and 'comfort women' through previous research. The five frames from Valkenburg looked at how newspapers tried to analyze how to report and frame Korea and how they affected the hate speech. As a result of analyzing the frame, 'conflict' and 'responsibility' frames were prominent, and it was analyzed that the discourse had an impact on two areas : the topic, the timing, and Hate Speech Solution. The Hate Speech Solution, which was enacted in 2016, had be debated in the beginning of 2013. Therefore, it can be seen that the timing and issue of the analysis conducted in this study affected the themes of the hate speech, the timing of the speech, and even the Hate Speech Solution. It can not be said that the content of newspaper articles directly affected the content of the hate speech or the reasons for the enactment of law, but it indirectly affected it.
