지역사회 만성질환 예방관리 인력의 건강증진 핵심역량

Abstract

본 연구는 우리나라 만성질환예방관리 인력의 건강증진 핵심역량에 대한 수요를 기반으로 만성질환 예방관리 인력의 건강증진핵심역량을 분석하기 위한 것으로, 향후 한국형 만성질환예방관리 인력의 교육모형 개발 및 효과적인 만성질환예방관리 및 건강증진을 위한 기초자료로 제시하고자 하였다. 만성질환예방관리 인력의 건강증진 핵심역량에 대한 수요를 파악하기 위하여 포커스그룹 인터뷰와 온라인 설문조사를 실시하였고, 만성질환예방관리 인력의 건강증진 핵심역량을 도출하기 위하여 전문가 의견조사를 실시하였다. 그 결과 10개 영역의 핵심역량 영역과 40개의 세부 핵심역량이 선정되었고, 만성질환예방관리 인력의 건강증진 핵심역량 교육훈련 전략이 제시되었다. 본 연구에서 도출된 만성질환예방관리 인력의 건강증진 핵심역량 영역은 변화유도, 건강옹호, 파트너십을 통한 중재, 커뮤니케이션, 리더십, 진단, 기획, 실행, 평가 및 연구, 전문지식의 10개 영역이었다. 40개 세부역량은 교육훈련의 시급성에 따라 2단계로 구분하였다. 도출된 핵심역량을 개발하기 위한 교육훈련 전략은 첫째, 영역별 핵심역량의 명시와 핵심역량 인증제를 통하여 만성질환 예방관리 건강증진인력의 역량을 표준화한다. 둘째, 인력의 특성을 고려한 단계별 교육과정 개발하고, 전문성 확보를 위한 심화 프로그램 및 실전 위주의 교육프로그램 개발이다. 인력의 특성에는 직급 및 경력이 포함되며, 교육프로그램 개발은 요구도 조사를 기본으로 해야 한다. 본 연구는 우리나라 만성질환 예방관리 인력이 갖추어야 하는 건강증진 핵심역량을 수요를 기반으로 도출, 분석하여 향후 우리나라 실정에 맞는 교육모형 개발 및 지역사회 만성질환 예방관리를 위한 기초자료를 제시하였다.;The purpose of the study was to conduct needs-based analysis health promotion competencies for practitioners on community non-communicable disease prevention and control in Korea. To identify needs of health promotion competencies for practitioners on community NCDs' prevention and control, conducted focus group interview and online survey. To draw health promotion core competencies for practitioners, conducted experts online survey, twice. As the result, 10 domains of health promotion core competencies and 40 core competencies for for practitioners on community non-communicable disease prevention and control in Korea Domains of health promotion core competencies are Enable Change, Advocate for Health, Mediate through Partnership, Communication, Leadership, Assessment, Planning, Implementation, Evaluation and Research, and Expert Knowledge. 40 core competencies are classified into 2 grades according to urgency. Education and training strategies are standardization of competencies for practitioners and development of systematic and comprehensive curriculum and educational program focused on intensive and practical program.
