「인민일보」 북핵 관련 보도 분석

Abstract

North Korea(Democratic People's Republic of Korea, DPRK)'s nuclear test had shocked the international society since 2006. Additionally, North Korea conducted its 5th nuclear test on September 9, 2016. The purpose of this paper is to compare China's reactions after the 1st~5th North Korea’s nuclear test – focusing on the 「People's Daily」 articles. North Korea is China's friendly neighbor and buffer zone. Furthermore, the close ties between North Korea and China have historically been described as 'close as lips and teeth.' However, North Korea's nuclear test has introduced elements of unpredictability and somewhat of a dilemma into the foreign policy concerns of the Beijing leadership. Accordingly, North Korea has became China's strategic asset and burden. The official position from China’s Foreign Ministry is crystal clear - China "firmly opposes" the nuclear test. However, sometimes China refused to condemn North Korea's provocations, but other times China actively participate in the United Nations Security Council's sanctions on North Korea. This paper carefully analyzed 102 general articles and 12 opinion articles in 「People's Daily」 by quantitative and qualitative content analysis methods. As a result of the analysis, it was found that China has consistently mentioned the three principles of the North Korea's nuclear issue – to denuclearization of the Korean Peninsula, securing peace and stability on the peninsula and resolving issues through dialogue and negotiation – because of its national interests. North Korea's nuclear tests have affected not only China's national security but also have influence on diplomatic and environmental problems, which are closely related to Chinese economic growth. The North Korea's nuclear issue is at the core of North East Asia region. In this sense, this paper focused on China's reactions after the 1st~5th North Korea's nuclear test. For the sake of peaceful unification of the Korean Peninsula, to create an atmosphere of cooperation and mutual understanding with the neighbouring countries are enormously valuable. I hope this paper will be a cornerstone in such processes.;본 논문에서는 북한이 실시한 제1~5차 핵실험 이후 시기별로 45일 동안 총 225일에 걸쳐 「인민일보」에 실린 북핵 관련 일반기사 102건, 칼럼기사 12건을 분석했다. 보도형식과 보도내용으로 구분하여 양적 및 질적 방법으로 내용분석을 실시했다. 보도형식을 통해 분석한 결과, 북한 핵실험이 진행될수록 북핵과 관련된 기사의 게재량은 감소했고, 게재빈도는 낮아지는 추세를 보였으며, 게재면에서 중국 시각으로 보도되는 기사는 증가했다. 보도내용을 통해 분석한 결과, 중국은 일관된 모습으로 한반도 핵문제 3원칙을 언급했다. 그리고 핵실험이 진행될수록 중국은 이 세 가지 원칙을 적극적으로 피력했고 구체화시켜나갔다. 보도 분석을 통해 시기별로 특징을 발견할 수 있었으며, 그 결과 중국이 북핵문제를 국가이익과 연결 지어 판단하고 행동한 것으로 나타났다. 북핵은 중국의 국가안보뿐만 아니라 외교와 환경문제에 영향을 주었으며 이것은 경제성장과도 밀접한 연관이 있는 것으로 분석되었다. 이러한 가운데 중국은 대북영향력을 통한 북핵문제 해결을 시도했으며 미중관계에서 북핵을 활용하고자 했다. 중국이 일관된 모습으로 한반도 비핵화, 지역 평화와 안정, 대화와 협상을 강조한 이유도 이러한 맥락에서 생각해볼 수 있었다. 본 논문의 분석대상인 「인민일보」는 중국공산당 기관지이므로 행간의 의미를 파악하는 것이 무엇보다 중요하다. 중국은 한반도 핵문제 3원칙을 주장하지만 한반도 비핵화를 주장함으로써 북핵문제 해결을 발판 삼아 국제무대에서 영향력을 발휘하려는 것으로 분석된다. 또한 지역의 평화와 안정을 호소함으로써 중국은 자신의 외교력을 점차 동북아에서 지역사회로 넓히고자 하는 것으로 판단된다. 그리고 중국은 대화를 통한 문제해결을 강조하지만 과거 6자회담 경험을 바탕으로 국제사회에 중국의 외교력을 과시하는 계기를 다시 한 번 마련하려는 것으로 파악된다. 북핵문제는 아직도 진행 중인 사안이며 한반도가 평화통일의 길로 나아가기 위해 풀어야하는 중요한 숙제이다. 그런 의미에서 본 논문은 북핵에 대한 중국의 반응에 주목했다. 주변국가의 이해와 협조가 이루어진 가운데 한국과 북한이 협력하여 준비하는 한반도의 통일은 평화적으로 조성될 수 있다고 생각한다. 본 연구가 그러한 과정 속에서 초석이 되길 바란다.
