정신보건사회복지사의 인권감수성에 영향을 미치는 요인

Abstract

본 연구는 정신보건사회복지사의 인권감수성에 영향을 미치는 요인에 대하여 통합적으로 분석하고자 하였다. 특히, 정신보건사회복지사의 인권감수성에 대한 특성을 살펴보았고, 심리사회적 요인과 직무 요인을 토대로 인권감수성에 대한 영향 요인을 분석하고자 하였다. 이러한 연구의 목적을 달성하기 위하여 서울 및 경기 지역의 정신보건사회복지사 262명에게 설문조사를 실시하였다. 정신보건사회복지사의 인권감수성에 영향을 미치는 요인으로 심리사회적 요인과 직무 요인으로 구분하였는데, 심리사회적 요인은 공감능력, 자아존중감, 사회적 지지이며 직무 요인으로 근무유형, 근무경력, 인권교육 경험, 직무만족을 포함하였다. 본 연구방법은 회귀분석을 통해 실시하였고 연구의 결과를 요약하면 다음과 같다. 첫째, 정신보건사회복지사의 인권감수성은 중간 수준으로 나타났고 하위영역에서는 책임지각능력이 높은 수준을 보였다. 각 에피소드 항목에서는 정신장애인의 사생활권이 가장 높은 수준으로 책임지각능력이 높게 나타났다. 인권감수성은 여성이 남성보다 높고, 연령은 30대가 가장 높은 수준으로 유의미한 결과를 보였다. 둘째, 정신보건사회복지사의 인권감수성에 영향을 미치는 심리사회적 요인으로 공감능력과 사회적 지지가 나타났고, 직무 요인으로 인권교육 경험이 있는 정신보건사회복지사가 인권감수성이 높고 유의미한 영향을 주는 것으로 나타났다. 셋째, 인권감수성 하위영역별 영향요인을 살펴보면, 상황지각능력에서는 공감능력과 사회적 지지가 나타났고, 결과지각능력에서는 공감능력, 사회적 지지, 인권교육 경험이 정적인 영향으로 나타났다. 책임지각능력에서는 공감능력과 자아존중감, 사회적 지지가 정적인 영향을 보였다. 또한 하위요인에서 근무유형에 따라 다르게 나타났는데 사회복귀시설 및 기타에서 근무하는 집단이 결과지각능력에 유의미한 영향을 보였고, 정신건강증진센터에서 근무하는 집단이 책임지각능력에 유의미한 영향을 확인하였다. 이러한 연구결과를 바탕으로 이론적·실천적 함의는 다음과 같다. 첫째, 정신보건사회복지사의 인권감수성에 대한 연구는 수준을 파악하는 탐색적인 연구에서 발전하여 양적 연구 및 질적 연구를 통해 정신보건사회복지사의 전문성을 고려한 인권감수성 지표개발과 인권감수성 훈련 프로그램 개발에 대한 많은 연구가 이루어져야 한다. 둘째, 정신보건사회복지사의 공감능력을 향상시키기 위해서 인지 및 정서적인 공감과 함께 행동적인 공감을 높일 수 있는 교육이 이루어져야 한다. 그리고 정신보건사회복지사의 사회적 지지를 강화하기 위해서 다양한 사회적 관계망을 넓히고자 인권 사례회의, 인권옹호단체, 인권전문가 등의 사회적 지지체계를 구축하는 지원체계의 확보가 필요하다. 셋째, 정신보건사회복지사의 인권감수성 향상을 위한 노력으로 인권교육이 강조되어야 한다. 또한 인권교육의 의무기관을 확대하여 보다 많은 정신보건사회복지사에게 인권교육의 기회가 제공되어야 한다. 그리고 인권감수성 하위영역에서 부분적으로 나타난 근무유형에 따른 인권 현안에 대한 토론회 및 실무자 간담회를 통해 올바른 인권인식을 갖게 하는 것이 중요하다. 그리고 인권교육의 질 향상을 위한 다양한 콘텐츠 개발을 위한 노력이 요구된다. 이를 위해 정신보건사회복지사의 인권의식에 대한 실태조사 및 국내외 문헌조사, 포커스그룹의 인터뷰를 통해 인권감수성 향상을 위한 가인드라인을 제시할 수 있도록 후속연구가 많이 이루어져야 한다. 그러므로, 정신보건사회복지사는 정신장애인에게 서비스를 제공하는 역할뿐만 아니라, 정신장애인 당사자가 권리를 옹호하는 삶을 살아 갈 수 있도록 조력자의 역할이 중요하며 이를 위해 인권 함양과 인권감수성 향상을 위한 노력이 필요할 것이다.;This article aims to provide an integrated analysis of factors affecting on human rights sensitivity of mental health social workers. Especially, it identifies major characteristics of human rights sensitivity of mental health social workers and investigated how psychosocial factor and job-related factor affect human rights sensitivity of mental health social workers. To fulfill the main objective, it conducted a survey of 262 mental health social workers. The factor affecting human rights sensitivity is categorized as psychosocial factor and job-related factor. Psychosocial factors include empathy, self-esteem and social support. Job-related factors include workplace, career, participation of human rights education program and job satisfaction. The regression analysis was carried out to examine the factor affecting human rights sensitivity. The results of this study is summarized as follows. First, the level of human rights sensitivity of mental health social workers is on the median and ability of duty perception is the highest among sub-factors of human rights sensitivity. In terms of the level of human rights sensitivity, right to privacy is the highest among all categories of episodes. Of 262 participants, women are higher than men, and workers aged 30 show significantly the highest level of human rights sensitivity. Second, among psychosocial factors, empathy and social support appeared to have a significant effect on human rights sensitivity. Among job-related factors, social workers who participated in the human rights education program appeared to have a high level of human rights sensitivity. Third, with regard to sub-factors of human rights sensitivity, empathy and social support appeared to influence ability of situation perception. Empathy, social support and participation of human rights education program appeared to have a positive effect on ability of consequence perception. Empathy, self-esteem and social support reported a positive effect on ability of duty perception. The effect on sub-factors of human rights sensitivity appeared to differ in the workplace. Participants working at the others(Including Psychosocial Rehabilitation Center) reported a significant effect on ability of consequence perception and those who are working at Community Mental Health Center reported a significant effect on ability of duty perception. A theoretical and practical implication based upon the results of this study is discussed as below. First, the finding of this study indicated that further research should explore the effective approach of human rights sensitivity such as development of human rights sensitive indicators or human rights sensitivity training module for professionals. Second, the current study suggests that a course to develop not only cognitive, emotional but also compassionate empathy should be provided with mental health social workers. Furthermore, it is certainly essential to build a vital social support system such as case conference, human rights advocacy group, human rights experts in order to reinforce social support of social workers. This study emphasizes that course on human rights should be offered to increase human rights sensitivity of mental health social workers. Through expansion of compulsory educational institutions, more participations in human rights education program should be guaranteed. It is also important to help them raise awareness of human rights through debate forum or discussions on human rights issue based on the workplace. It would be necessary to develop the various human rights contents to improve the quality of education. The further research for developing guidelines of promoting human rights sensitivity through surveys, literature reviews, focus group interviews should be increased. Therefore, mental health social workers need to recognize that they should not only provide direct services to people with mental disabilities but also support them so that they can defend their rights. The mental health social workers should take action to enhance human rights and human rights sensitivity.
