논리모형에 근거한 건강증진연구 평가지표 개발

Abstract

본 연구는 논리모형에 근거하여 건강증진연구에 대한 평가지표를 개발하여 건강증진연구를 체계적으로 관리 할 수 있는 기본틀을 제공하고 궁극적으로는 양질의 건강증진연구 보고서를 제공하는데 그 목적이 있다. 이를 위하여 국내 주요 연구사업 평가지표 분석, 연구책임자 및 연구과제 담당 연구원 대상 설문조사, 연구책임자 면접조사 등을 실시하였다. 설문은 2010~2014년 동안 건강증진연구를 수행한 연구책임자 57명, 연구과제 담당 연구원 40명을 대상으로 진행하였으며, 연구책임자 설문조사 후 정성적 의견란에 건설적인 조언을 남긴 연구책임자 5명을 대상으로 면접조사를 실시하였다. 설문 분석은 AHP 전용 프로그램인 Expert Choice 2000을 이용하여 분석을 실시하였다. 주요결과는 상위요인(투입, 과정, 산출, 결과)에 대한 상대적 중요도는 투입, 과정, 결과, 산출의 순으로 중요도를 부여했으며, 상위 요인을 고려한 하위요인에 대한 종합가중치를 살펴보면, 연구방법론의 타당성, 건강증진목표와의 부합성, 건강증진에 기여할 가능성, 일정 준수율, 연구중간보고, 연구목표와 결과의 부합성, 정책반영도, 연구계획변경, 관련연구 실적 및 경험, 다학제간 연구진 구성, 학계기여도, 지침에 근거한 예산배분, 언론홍보의 순으로 나타났다. 면접조사에서는 건강증진연구 평가지표의 경우 연구책임자들은 연구계획서 기획 및 평가 단계(투입)가 제일 중요하여 투입 단계를 철저히 할 경우 오히려 과정, 산출, 결과 단계는 별도의 관리 없이 무난히 이루어 질 수 있다고 하였다. 각 단계별 평가지표는 적절한 용어로 건강증진연구의 특성을 반영하여 설계되었으나, 해석이 주관적일 수 있는 평가항목의 경우는 반드시 용어 정의가 필요하다고 하였다. 현재 건강증진연구는 산출 중심으로 관리가 이루어지고 있는데, 향후 투입 단계 즉, 연구과제 기획 및 선정 단계에서 건강증진연구에 적합한 연구를 선정하는 적절한 시스템이 구축되어야 하며, 이 연구를 통해 도출된 건강증진연구 평가 지표를 향후 건강증진연구에 실제로 적용하여, 기존 평가 점수와의 차이점이나 적용단계에서 발생한 현실적인 어려움 등을 분석 한 후 건강증진연구과제 성과를 분석하여 향후 건강증진연구의 방향을 설정해야 할 것이다.;This study aims to develop health promotion research evaluation indicators by the Logic Model stages in order to provide a systematic frame for research management and ultimately to produce a high-quality health promotion research. For this purpose, analysis of major national research evaluation indicators, survey on research managers and researchers, and interview of research managers had been conducted. Fifty-seven research managers and forty researchers performed health promotion research from 2010 to 2014 had been surveyed, and the interview was carried out for the five research managers who provided constructive comments during the survey. The survey was analyzed by using the Expert Choice 2000, a software for the Analytic Hierarchy Process(AHP). The criteria was weighed in the order of Inputs, Activities, Outcomes and Outputs, and the composite relative weights for sub-criteria were identified in the order of validity of research method, compatibility to the purpose of health promotion, contributability to health promotion, schedule adherence, an interim report, compatibility of research purpose and outcome, policy reflection, research plan change, performance and experience in the related research, multidisciplinary composition of research team, contribution to the academia, fund distribution according as the guideline, and public relations. During the interview, the research managers mentioned that the planning and review of research proposal(Inputs) is the most important health promotion research evaluation indicator, and if the Inputs stage is performed with perfection the following stages of Activities, Outputs and Outcomes could conducted without further management. They also mentioned that the evaluation indicators for every stage are well designed with appropriate wordings in order to reflect the characteristics of health promotion research, but the definitions of terms should be provided for the indicators which can be interpreted subjectively. This study suggests to establish a proper system for the research planning and selection stage(Inputs) to identify a research more suitable for the health promotion. Health promotion research evaluation indicators developed by this study should be applied to guide direction to the future health promotion research.
