일본 자이니치 정치참가에 관한 연구

Abstract

본 연구의 목적은 일본 내 외국인의 정치참가를 연구하는 것이다. 이들의 정치참가는 1990년대 초를 전후로 권리 운동을 중심으로 한 정치참가와, ‘외국인회의’를 중심으로 한 정치참가로 나뉠 수 있다. 권리 운동을 중심으로 한 정치참가의 다양한 참여 양상과 전국 29개 있는 외국인회의 중 오사카(大阪)부 ‘재일외국인시책유식자회의(在日外国人施策有識者会議)’를 대상으로 그 특징을 탐구한다. 그러기 위해 먼저 정치참가의 정의, 방식, 요인에 대해 살펴보고 정치참가로써 권리 운동이 어떤 방식과 요인으로 이루어졌는지 검토한다. 특히 여러 권리 운동 중 자이니치 참정권 운동이 일본에서 가지는 의미를 탐색한다. 이후 참정권 운동을 배경으로 설립된 외국인회의를 연구한다. 외국인회의와 관련하여서는 주로 카와사키(川崎)시 ‘외국인시민대표자회의(外国人市民代表者会議)’가 연구 대상이 되어왔다. 이 논문에서는 그보다 전에 설립된 최초의 외국인회의인 오사카부 재일외국인시책유식자회의를 연구 대상으로 한다. 권리 운동과 관련한 소결로 다음과 같은 점을 알 수 있었다. 권리 운동으로써 자이니치 정치참가는 고전적인 정치참여의 정의나 요인(박종민, 1994, 165)으로는 설명에 한계가 있다. 그 내용이 다양한 데 반해 고전적인 설명으로는 그 방식에 있어서 분류가 제한적이다. 다음으로 정치참여의 다양한 방식과 요인들을 파악하는 데 있어서 수신국의 인정이라는 요소가 상당히 중요하다는 것을 밝힌다. 다음으로 외국인회의와 관련한 소결로 다음과 같은 점을 알 수 있었다. 선행연구에서는 외국인들이 내부의 차이에도 불구하고 공동의 정체성을 구축하고 공유하게 되며 ‘공공주의적 이상향’을 향해 가게 된다고 하였는데 오사카부 재일외국인유식자회의의 경우 기존에 이야기되는 바와 다른 양상을 보인다. 내부에 ‘올드타이머’와 ‘뉴커머’ 간의 차이, ‘올드타이머’ 1세와 2, 3세의 차이라는 요소가 명확하게 드러났다. 자이니치 권리 운동이 제도화에 어떤 영향을 미쳤는가에 대한 결론으로 본고는 자이니치 권리 운동이 외국인회의의 설립과 의제 설정에 영향을 주었지만, 제도의 세부 사항에 대해서는 영향을 주지 않았다고 밝힌다. 다만 외국인회의 내 세부 요소를 향후 지방참정권 법제화 과정에서 고려하는 것은 의미가 있을 것으로 본다. ;The purpose of the study is to research on the political participation of Zainichi Koreans in Japan from late 1960s to early 1990s. Political participation of Zainichi Koreans were sorted into two categories. Thus (i) rights movement before early 1990s; and (ii) participation through ‘foreigners assembly’ after 1992. This study looks at the variety of rights movement and characteristics of participation at ‘Osaka Prefecture Zainichi Foreigners Policy Intellectual Assembly’ which is one of the 29 foreigners’ assemblies in Japan. First, the definition, forms, and factors regarding political participation are thoroughly discussed considering the fact that the political rights movement of Zainichi Koreans is important. Second, this study researches in depth, the foreigners’ assembly which was established as a result of the Zainich Korean’s political rights movement. Prior studies on foreigners’ assembly in Japan was found to be centered on that of Kawasaki city in Kanagawa prefecture called “Kawasaki City Representative Assembly for Foreign Residents.” However, this study is centered on “Osaka Prefecture Zainichi Foreigners Policy Intellectual Assembly.” With respect to the rights movements of Zainichi Korean, there were numerous contents about political participation, however findings show a limitation in traditional explanation on issues related to their political participation. Also recognition of the receiving country political participation is important when understanding the diverse forms and factors that comprise Zainichi political participation. In the case of the foreigners Assembly, characteristics in the Osaka Prefecture Zainichi Foreigners Policy Intellectual Assembly were found to be different from that of the Kawasaki foreigners assembly. Kawasaki’s case showed that foreigners share and build a collective identity as ‘foreigners’ regardless of the differences among them. Also prior research has asserted that participants tend to seek ‘public’ ideal. In the case of Osaka, instead of seeking ‘public’ ideal, participants expressed ‘communitarian’ ideal as an ethnic group in Japan. Furthermore, there was a difference found between ‘old-timer’ and ‘new-comer’, difference among generations on ‘old-timer.’ To conclude on how the rights movements of Zainichi Koreans affected the establishment of foreigners assembly, this study argues that the movements had an impact on the establishment and on agendas discussed in an assembly without taking into consideration the internal factors of the assembly. However It will be meaningful if details found in foreigners assembly be considered in a process of enactment of foreigners political rights.
