Effects of Social Cash Transfers on Socio-Economic Development

Abstract

Uganda has made strides in terms of economic development and improvement of individuals’ well-being, a large number of the population continues to survive on less than $1 a day. Because of this, Uganda, with support from donors, has invested in the development of social assistance measures such as cash transfer programmes as a means of providing support to the poorest and most vulnerable households in Uganda. This research study investigated why and how the SAGE programme was adopted and delivered and in addition this research throws light on the hindrances to the programs’ effective implementation and how this affects the lives of the beneficiaries. Evidence from impact evaluation reports shows that the SAGE programme has had a positive impact on both the beneficiaries and non-beneficiaries. However, findings of the research raised barriers that have contributed to limited effective implementation of the SAGE programme. Categorized into three aspects, they include; Targeting, Operations and Budgeting.;우간다는 경제발전과 개개인의 복지 면에 있어서 큰 발전을 이루었음에도 아직도 많은 인구가 하루에 1달러 미만의 돈으로 연명하고 있다. 우간다 정부는 이러한 문제를 해결하기 위해 기부자 들의 도움으로 우간다의 가장 가난하고 가장 취약한 가정에 도움을 주기위한 방편으로 현금지원 프로그램과 같은 지원책에 많은 투자를 했다. 본 연구는 왜, 어떻게 SAGE(Social Assistance Grants for Empowerment) 프로그램이 채택되고 달성되었는지에 대한 연구이다. 아울러 본 연구는 SAGE 프로그램의 효율적인 수행의 장애물을 조명하고 이런 장애물들이 이 프로그램의 수혜자들의 삶에 어떤 영향을 끼치는지를 밝힌다. SAGE 프로그램의 영향력평가 보고서에 따르면 SAGE 프로그램은 수혜자와 비수혜자 모두에게 긍정적인 영향을 끼쳤음을 보여주고 있다. 또한, 본 연구에서는 SAGE 프로그램의 효과적인 수행에 제약을 가하는 요인들에 대해서도 논의한다. 이러한 장애요인들은 세 가지로 나누어 볼 수 있는데, 지원대상 선정, 프로그램 운영, 예산 편성 등이 그것이다.”
