dc.description.abstractThe prevalence of domestic violence in Viet Nam remains unacceptably high although domestic violence prevention and intervention program has achieved a higher priority. Examination of the effectiveness of domestic violence prevention and intervention programs is important to inform and contribute to the development of future strategy and policy to more effectively address domestic violence in Viet Nam. This study attempts to establish what hinders victims of domestic violence from seeking help and support from authorized agencies or services, and to what extent the current domestic violence prevention and intervention services are accessible and effective in alleviating domestic violence. The study argues that the existing prevention and intervention program in Viet Nam has made significant progress, however it is not comprehensive enough to effectively prevent domestic violence or support victims of domestic violence. Domestic violence can be prevented and reduced through the adoption of a comprehensive and integrated needs-based prevention and intervention model focusing on different target groups. The findings of the study highlighted the major barriers identified by respondents when looking for support: insufficient protection measures and being afraid of the abusers; misperception and poor knowledge of women’s rights and domestic violence; complicated procedures and difficulties in accessing support services. The study identifies the strengths and remaining issues for the two models of shelter, the Peace House (PH) and the Trusted Address. Although the PH has been successful in providing comprehensive services to survivors, the program has a limited capacity and effectiveness due to the cost and a lack of state support and commitment in terms of funding and legal status. While the Trusted Address model proved a good alternative in the context of a lack of resources to fund the shelters, serious safety concerns were identified for both survivors of domestic violence and the Trusted Address host, and the capacity and skills of the host to deliver suitable services was observed to be suboptimal. The data presented in the study shows that in practice, the aims of the government of Viet Nam’s program to provide early prevention on domestic violence have not been achieved, the protection measures have not provided sufficient support to victims. The study suggests that the lack of a consistent and unified framework for domestic violence evaluation has limited the availability and effectiveness of domestic violence prevention and intervention. An agreed framework would facilitate ongoing program evaluation and improvement in service delivery.;가정 폭력 예방에 대한 보다 높은 관심과 관련 프로그램의 지원 증가에도 불구하고 베트남에서는 높은 수준의 가정 폭력이 보고되고 있다. 이러한 상황에서 가정 폭력 예방 및 개입 프로그램의 실효성 분석은 베트남에서 발생하는 가정 폭력 문제를 효과적으로 다루기 위한 향후 전략 및 정책 발전에 기여할 수 있기 때문에 중요하다. 따라서 본 연구는 공인된 기관이나 서비스에 가정 폭력 피해자의 구조 요청을 저해하는 요인과 현 가정 폭력 관련 서비스에 대한 접근성과 효과를 분석하고자 한다. 기존의 예방 및 개입 프로그램이 눈에 띄는 발전을 이룬 것은 맞으나 포괄적이지 못한 문제점이 있다. 가정폭력은 각 표적 집단에 맞춘 포괄적이고 통합된 요구 기반 예방 및 개입 프로그램 모델의 도입을 통해서 예방하고 줄일 수 있다. 본 연구는 65명과 개인 설문조사를 실시했다. 응답자들에 의하면 피해자의 구조 요청의 주된 장애물은 다음과 같았다. 보호 제도의 미비, 가해자에 대한 두려움, 여성 권리 및 가정 폭력에 대한 오해 및 불충분한 지식 그리고 지원 서비스 접근의 어려움 및 복잡한 과정으로 인해 피해자들이 제대로 된 보호를 받지 못하고 있는 것으로 조사되었다. 그리고 두 개의 쉼터 (Peace House와 Trusted Address) 운영 모델의 강점과 문제점에 대해서 논하였다. Peace House는 피해자들에게 포괄적인 서비스를 제공하고는 있었지만 재정, 법적 지위 문제의 측면에서 국가 지원의 부족 그리고 비용 문제로 인해 한계점을 보인다. Trusted Address 모델은 재정적인 문제에 있어서 Peace House의 좋은 대안이 되지만 이의 운영자 및 피해자들의 심각한 안전 문제가 있었고 적절한 서비스를 제공하기에는 운영자의 능력 및 기량이 이에 미치지 못한다는 점이 드러났다.-
