dc.description.abstract본 논문은 미얀마 여성 단체가 미얀마 의회에서 여성의 정치적 대표성 (women’s representation)에 미치는 역할에 대해 알아보고자 한다. 여성 정치 참여를 지원하는 여성 단체가 존재 함에도 불구하고 미얀마 의회에서 여성 의원의 수는 여전히 적다. 이에 본 연구는 왜 여성 단체가 여성의 의회 참여를 증진시키는 데 실질적인 성과를 내지 못했는지 검토 하려고 한다. 이 목표 하에, 본 연구는 선거 기간 동안 여성 단체들의 지원에 대한 여성 입법자들의 경험을 분석했다. 또한, 본 논문은 의회 의원은 아니지만 여성 단체의 지지를 얻은 여성도 인터뷰하여 의원으로 선출되지 못한 이유를 찾으려 했다. 반 구조화 된 설문 조사와 인터뷰를 통해, 본 연구는 여성 단체가 의회 여성의 참여를 높이는 데 중요한 역할을 한 것을 알아냈다. 미얀마 여성 정치 참여를 조직의 목표로 삼고 있는 다섯 개의 여성 단체 PHAN TEE EAIN, Akhaya Woman, Women Can Do It (WCDI), Charity Oriented Myanmar (COM), Rainmaker가 이 연구에서 구체적으로 분석 되었다. 이에 더해서 미얀마 연합 의회 (the Union Assembly) 14 명의 여성 의원과 인터뷰를 하였고, 여성 단체에서 경험을 쌓은 40 명의 여성 입법자와 50 명의 주요 여성 활동가를 대상으로도 설문을 진행하였다. 위에 언급된 다섯 개의 여성 단체의 보고서, 정부 문서 및 최근 작성된 젠더 컨퍼런스의 결과물이 2차 자료로 사용되었다. 결론적으로 본 논문은 여성 단체가 의회에서 여성의 참여를 높이는 데 중요한 역할을 했지만, 전략적 관리 (strategic management)의 부재로 그 활동이 효과적이지 못했다고 주장한다. 본 연구에서는 정당에 대한 접근, 정부에 대한 대처, 훈련 프로그램, 외국 기관과의 협력 이 네 가지 주요 영역이 여성 단체의 전략적 관리 능력이 제한되는 영역임을 확인했다.;This study aims to analyze the role of women’s organizations on women’s representation at the parliament in Myanmar. Despite the presence of women’s organizations supporting female political participation, the representation of women in Myanmar’s parliament remains low. For this, the study tries to examine why women’s organizations could not have substantive achievement in enhancing women’s participation in the parliament. Under this goal, the research analyzed the experiences of female legislators on the support from women’s organizations during the election. Moreover, this paper went beyond to find the reasons of women for not being interested to be elected or able to be elected by assessing women who are not legislators at the parliament but received the support from the women’s organizations. Through semi-structured questionnaire and interviews, the result suggests that the women’s organizations indeed have played an important role in enhancing women’s participation at the parliament. Five women’s organizations with the mandate of contributing to women’s political representation in Myanmar were specifically analyzed in the study: (1) PHAN TEE EAIN (2) Akhaya Woman (3) Women Can Do It (WCDI) (4) Charity Oriented Myanmar (COM) (5) Rainmaker. In addition, 14 women legislators from the Union Assembly were interviewed and 40 women legislators and 50 key respondents who had the experience in women’s organizations and are the alumni of those organizations were surveyed. For secondary data, reports from the women’s organizations, government documents and key points from a recently concluded gender conference were used. In conclusion, this study argues that although women’s organizations have played an important role in enhancing women’s participation at the parliament, the work of the organizations have not been effective due to their lack of strategic management. The researcher identified four major areas faced by women’s organizations that limit their capacity for strategic management. These are: (1) approaching political parties, (2) dealing with the government, (3) managing the training programs and (4) working together with foreign agencies.-
