The Settlement Support System of the Republic of Korea in comparison with the U.S. Refugee Resettlement Support System

Abstract

The Republic of Korea faces a new era with 3 million North Korean refugees. Embracing the increasing number of North Korean refugees and helping them settle in the South Korean society is crucial. Having a good settlement support system is crucial for two reasons. The first reason is that a large number of people under an improper or less effective system will cost more budget to manage their settlement. The second reason is that because the future Korean reunification will require the system to unify a large number of North Koreans and South Koreans into one people and encourage them to live harmoniously. For the efficient and effective system and the preparation for Korean unification, it is important to improve the current settlement system for North Korean refugees. The Republic of Korea has a long history of settlement support system for North Korean refugees entering South Korea. However, it is problematic that many North Korean Refugees fail in adapting themselves in the South Korean society and leave to the third countries. This paper explores what factors of the settlement support system of South Korea can get improved to integrate the new Korean people in South Korean society and help them have a stable footing in it. The paper compares the settlement support system for North Korean refugees of ROK with the U.S. resettlement system for refugees. Also, it interviewed with the beneficiaries of the settlement support system and figured out what they think about the system and the necessary improvements. This paper chose the U.S. settlement support system to compare because the U.S. is the one of the largest countries which admit many refugees every year and has a long history of accepting refugees and helping resettle in the U.S. This paper found out that the ROK system for North Korean refugees has some difference with the U.S. system. It concludes that the employment support in the system should focus on capacity building of beneficiaries to have a stable finance with a full-time job and it should be more community-oriented to let North Korean refugees get easily integrated into the community and feel belonging to the society. 이 논문은 남한의 북한이탈주민 정착지원제도와 미국의 난민정착지원제도를 비교한다. 또한, 정착지원제도를 경험한 남한에 거주중인 북한이탈주민을 대상으로 인터뷰를 시행하여 그들이 가지고 있는 지원제도에 대한 생각과 개선점을 포함한다. 이 논문이 미국을 사례연구 대상으로 고른 이유는 미국은 매해 많은 수의 난민들을 받아들이고있고, 또한 난민 정착지원제도의 역사가 오래 되었기 때문이다. 이 논문은 한국의 탈북민정착제도가 가지고 있는 장점과 단점을 찾아냈다. 한국의 제도는 취업지원에서 수혜자의 역량강화에 중점을 두는 것 그리고, 정착지원제도를 지역사회중심의 제도로 바꾸는 것이 필요하다고 주장한다.;대한민국은 북한이탈주민 3만명 시대를 맞았다. 증가하는 북한이탈주민을 어떻게 포용하고 어떻게 그들의 한국 사회 적응을 도와야 하는 지에 대한 연구의 중요성이 커지고 있다. 이 연구가 필요한 이유에는 두 가지가 있다. 첫번째 이유는 3만명의 탈북민들에게 제공되는 정착지원제도가 부적절하고 효과가 적을 경우에는 오히려 더 많은 비용이 소비 될 것이기 때문이다. 두번째, 머지 않아 있을 한반도 통일은 더 많은 북한사람들과의 조화로운 통합을 필요로 할 것이기 때문이다. 효과적이고 효율적인 제도를 통한 통일 준비를 위해서는 지금의 북한이탈주민 정착지원제도의 발전이 필요하다. 대한민국은 한국으로 들어오는 북한이탈주민을 위해서 정착지원제도를 아주 오래전부터 해왔고, 깊은 역사를 가지고 있지만, 남한에서 정착에 실패한 그들이 제 3국으로 떠나는 최근 현상은 정착지원제도의 개선이 필요하다는 것을 시사한다. 이 논문은 더 많은 북한이탈주민을 받아드리고, 한국 사회에 안정적인 정착을 이루기 위해, 남한의 정착지원 제도가 어떻게 발전해야 하는지를 탐구한다.
