Why Ethnicized?

Abstract

Why have Korean migrant labor policies in the low-skilled market become increasingly ethnicized in the past three decades? This study argues that the centralization of the immigration policy-making institution explains the increasing trend of ethnicization of Korean migrant labor policies. When policymaking is decentralized, there are no institutional means to coordinate among competing demands and interests (e.g., ministries, NGOs etc.), which in turn lowers the possibility of creating migrant labor policies that privilege specific ethnic groups. In 1998, the establishment of the Industrial Foreign Manpower Policy Deliberation Committee centralized the policy-making structure for immigration policies in Korea, creating an institutional mechanism to mediate among different interests. Such centralization enabled the main actors involved in migrant labor policymaking to create favorable treatment for the ethnic Korean migrant workers. ;저숙련 노동자 시장의 한국 이주 노동자 정책이 과거 30년 동안 점진적으로 민족화된 이유는 무엇인가. 이 연구는 이민정책 결정기구의 중앙 집중화가 한인 이주 노동 정책의 점진적인 민족화 경향을 가져온다고 주장한다. 정책 결정이 분권화되면 경쟁적인 요구와 이해관계(예, 정부 부처, NGO 등)를 조정할 제도적 수단이 없어지므로, 특정 민족 집단에 특권을 부여하는 이주 노동 정책을 수립할 가능성이 낮아진다. 1998년 <외국인산업인력정책심의위원회>가 설립됨에 따라 한국의 이민 정책 구조를 중앙 집중화함으로써 다양한 이해 관계를 중재 할 수 있는 제도적 장치가 마련되었다. 이러한 중앙 집중화를 통하여 이주 노동자 정책 결정 유관 부처는 한국인 이주 노동자에 대한 우대 정책을 수립할 수 있게 되었다.
