Abstract
The fast-paced technology development has created the need to have qualified human resources that have creativity, adaptability, and problem-solving capacities. Students can no longer be educated as before, and now all are striving to implement UNESCO’s 21st century skills. This requires a change in the educational paradigm that can be aided by Information and Communication Technologies (ICT). Though there is still an ongoing debate on the effectiveness of ICT for education, it is known that ICT in Education serves as a motivator and can help address educational challenges when well implemented. The Government of Guatemala knows this and is currently engaged in bringing ICT in Education to improve the quality of life for its citizens. Though there have been ongoing efforts to bring computer education and connectivity to schools, the situation at the national level is unknown. Moreover, due to the great amount of resources and efforts that adoption of ICT in education entails it is of utmost necessity to understand the national reality and learn from other countries that have taken this path before. South Korea has much long expertise in this topic both nationally and internationally as its efforts point towards being a leading country in ICT in Education. Therefore, this study, tries to see how lessons and recommendations of South Korea can be derived and applied to aid adoption of ICT in Education in Guatemala in appropriate manners by understanding underlying cultural characteristics. This study tries to answer questions regarding 1) the status of adoption of ICT in education in Guatemala based on the Korean Model of five stages and seven domains, 2) based on the status of what are the recommendations of South Korea for Guatemala, and 3) how can these strategies be adapted or not to match Guatemala’s reality. Results showed that despite several years of ongoing efforts little has been achieved. Most domains are still in the first two stages of development, either Developing or Take-off. Interestingly, most of the projects are being carried by the third sector and private organizations through an alliance with the Ministry of Education of Guatemala. Though there are some legal basis’ and support systems, culturally a law or policy does not translate to direct action. Guatemala is also lacking in basic infrastructure to set technological devices and networks. Due to the progress of other Spanish speaking countries, Guatemala has not focused on developing content but reusing it. However, there is lack of comprehensive sharing systems and standardization of contents. Teacher training is also lacking in ICT starting from Teacher’s colleges, though there are the institutions that receive great amount of support in terms of equipment. Educational curriculums are currently being amended to strengthen weaknesses, one being ICT. Educational Information services are emerging as well. South Korea recommends setting strong basis in the current stage targeting the next one. Recommendations for Guatemala derived from expert opinions agree on the importance of holistic development of all areas, with the development of skilled human resources (teachers) as the most important and standardization as the least. Guatemala needs to define roles for the institutions overseeing ICT in Education and strengthen the cooperation of the public-private-academic-industry sector. Because plans are made but not followed through, the citizens demand the government work more diligently on supplying for their needs. It is also necessary to publicize the projects, fostering awareness, as there is a lack of general knowledge. Advisory groups should be composed of large and varied range of experts and committees, formed by all stakeholders. Projects in Guatemala, either from the public or private sector, are not enforced. Because of their voluntary nature, adoption of ICT in Education might be steady and natural. It is necessary to plan and execute ICT for Education in teachers’ college and training to foster highly qualified teachers that can increase adoption of ICT by impacting the students and community. There is also a need to engage in short, mid, long term research by domains, and execute pre-and post-impact assessment of interventions. Guatemala needs to invest in a system providing data collection for analysis and effective policy making.;급속한 기술 발전은 창의성, 적응성 및 문제 해결 능력을 갖춘 인적 자원의 필요성을 증대 시켰다. 학생들에게 예전의 방식으로 더 이상 교육이 이뤄질 수 없으며 유네스코 21세기 학습 비전을 위해 모두가 노력하고 있다. 이는 정보통신 기술(ICT)을 바탕으로 한 교육 패러다임의 전환을 필요로 하는 것을 보아 알 수 있다. 아직 교육정보화의 효과에 대한 논쟁이 있지만, 교육에서의 정보통신 기술이 잘 이행된다면 교육의 동기를 부여시킬 수 있으며 여러가지 교육 과제를 도전하여 해결책을 다룰 수 있게 될 것이다. 과테말라 정부도 이를 잘 알고 있기에 최근 교육정보화를 통해 시민 삶의 질 향상을 도모하고 있다. 지금까지 학교안 컴퓨터교육과 인터넷 채택에 대한 시도가 있었으나, 국가적인 상태가 거의 알려지지 않다. 그러나 교육정보화는 많은 자원과 노력을 수반하므로 국가가 처한 현실 깊게 이해하고 앞서 전례를 가지고 있는 국가들의 사례를 참고 해야 한다. 대한민국은 교육정보화를 선도하는 국가로서의 노력으로 국내외에서 오랜 전문 지식을 보유하고 있다. 따라서 본 연구에서는 근본적인 문화적 특성을 이해함으로써 한국으로부터의 권고와 교훈을 통하여 과테말라 교육정보화에 적절한 이해 방법을 살펴 보고자 한다. 본 연구는 다음의 질문에 대한 대답을 중점에 두었다: 1) 대한민국 교육정보화의 5단계 7영역모델을 기반한 과테말라에서의 교육정보화 상태는 무엇인가 2) 대한민국의 과테말라에 대한 추천 사항이 무엇인가 3)과테말라에 추천사항을 적용한다면 어떻게 적용을 해야하며 결과는 어떨 것인가 과테말라의 교육정보화 성과에 대한 결과를 내려보면 수년 간의 노력에도 불구하고 성과가 미미하다. 대부분 영역이 초기 2단계인 전개기나 도약기에 해당한다. 대부분 프로젝트는 과테말라 교육부와 연합으로 제3부문이나 민간 단체에서 진행되고 있다. 법적 기반과 지지 시스템이 있긴 하지만 문화적으로 법과 정치 영역에서의 직접적인 움직임으로 이어지지 않고 있다. 과테말라는 기술 장치 및 네트워크를 설정하기위한 기본 인프라가 부족하다. 과테말라는 다른 스페인어권 국가의 발전으로 인해 콘텐츠를 개발하는 것이 아니라 재사용하는 데 중점을 두고 있다. 그러나 포괄적인 공유 시스템 및 콘텐츠 표준화가 부족하다. 장비 측면에서 많은 지원을 받고 있으나 교사가 전문적으로 학교에서 받은 교육정보화 교육이 부족하다. 교육과정은 현재 ICT라는 약점을 강화하기 위해 개정되고 있다. 교육 정보 서비스는 이제 막 시작되었다. 한국은 우리에게 다음 단계를 목표로 하여 현 단계에서 강력한 기반을 설정할 것을 권고하고 있다. 전문가의 의견에 따르면 과테말라에 대한 권장 사항은 모든 영역의 전체적인 개발의 중요성에 대해 숙련된 인력 (교사)의 개발이 가장 중요하며, 적어도 숙련된 인력의 실력이 어느정도 표준화되어야 한다고 본다. 과테말라는 교육정보화를 감독하는 기관의 역할을 우선적으로 정의해야 하며, 공공 - 민간 학술 산업 부문의 협력을 강화해야한다. 계획은 있으나 막상 지켜지지 않는 부분은 시민들의 요구를 통하여 정부가 이에 부응하기 위해 노력해야 할 것이다. 대중들이 이에 관련된 지식이 부족하기에 인지도를 높이는 프로젝트를 홍보하는 것도 필요하다. 자문 그룹은 다양한 전문가로 구성되어야 하고 위원회도 다양한 이해 관계자로 구성이 되어야 한다. 과테말라 교육정보화 프로젝트는 공공이나 민간 부분에서 강요로 되어지는 것이 아니다. 자발적으로 이뤄져야 하기 때문에 교육정보화 채택은 꾸준하며 자연스럽게 움직여질 수 있다. 교사가 고등학교에서 교육정보화를 계획하고 실행하여 학생과 지역 사회에 영향을 줌으로써 ICT 채택을 가속화 할 수 있는 우수한 교사를 육성하는 것이 필요하다. 단-중- 장기간의 영역별 연구를 실행할 필요가 있으며 중재에 대한 사전 및 사후 영향 평가를 실시 해야 한다. 과테말라는 분석 및 효과적인 정책 수립을 위해 데이터 수집을 제공하는 시스템에 투자해야 한다.
