dc.description.abstract본 논문은 피지(Fiji)의 직업기술교육훈련 (Technical and Vocational Education and Training, TVET)의 낮은 여성 참여율에 영향을 미치는 요인과 그에 따른 TVET의 양성평등실현을 위한 해결방안을 제시하고자 한다. TVET의 여성 참여율을 높인다면 국가적인 차원에서도 여성의 경제활동참여도를 증진할 수 있을 것이다. 지속가능발전목표 (Sustainable Development Goals, SDGs)를 바탕으로 한 사회경제적 발전을 이루기 위해서는 여성의 민주주의적인 참여가 필요하며, 피지 서비스 산업의 확대와 함께 기술을 갖춘 노동인구가 더욱 필요한 실정이다. 이러한 사회적 배경에서 TVET 여성참여도 증진의 중요성이 대두된다. 본 논문은 중고등교육기관에서 제공되는 TVET 프로그램에 참여한 학생들을 대상으로 한 양적 연구와 상급 행정직원을 대상으로 한 인터뷰, 즉 질적연구를 바탕으로 연구를 진행하였다. 연구 분석에 의하면 여성의 낮은 TVET 참여도에는 여러 요인이 작용함을 알 수 있다. 중등교육 과정 중 여성은 전형적인 코스에 따라 교육을 마치게 되며, 중등 교육 이후의 TVET와 같은 고등교육으로 잘 이어지지 않음을 볼 수 있다. 그 외에도, 성 평등정책의 부재, 여성의 권한 증진을 장려하는 노력의 미비함, 여성에 대한 고정관념 및 부정적인 인식, TVET에 대한 편견이 지속되면서 부모들은 자신의 자녀가 사무직을 갖도록 장려하는 등 여러 요인이 있다. 본 논문은 노동 시장과 경제의 다양성을 위해서는 여성의 TVET 참여는 반드시 필요하며, 사회 전반적으로 만연한 TVET에 대한 편견을 뛰어넘고, 여성의 TVET 참여를 성공적으로 장려하기 위해서는 강력한 지원 체계를 구축해야 함을 주장한다. 따라서, TVET 참여의 양성평등을 실현하기 위해서는, 훈련의 시스템 차원, 조직적 차원, 개인적인 차원에서 포괄적인 접근을 통해 젠더 관점의 주류화가 이루어져야 한다. 또한, 이해관계자들의 진정성 있는 헌신이 요구된다. 끝으로, 지속가능발전목표(SDGs)를 증진하고 TVET 양성평등을 실현하기 위해서는 국가 및 국제적인 협력을 바탕으로 TVET 프로그램을 통한 여성 권한 증진에 대한 노력들이 더욱 필요하다.;This study aims to examine the factors that contribute to fewer females’ participation in TVET in Fiji and to find the plausible solutions to achieve gender equality in TVET, which in one way can contribute to the overall improvement of Fiji’s low women’s labor force participation. Women’s need for democratic contribution in the socio-economic development, backed by the sustainable development goals and demands for a technologically oriented labor force with Fiji’s increasing service sector justifies the need for more women in TVET. This thesis uses quantitative data of students enrolled in TVET program at secondary and post-secondary TVET institutions, interviews of senior administrative staffs and qualitative research to attain its goals. The study finds that females’ low representation in TVET is due to the conventional choices saturating females into traditional courses at the secondary level and lack of linkage in the courses offered to females at the higher level post-secondary TVET institutions, lack of gender policies for promoting women in TVET, low levels of initiatives to empower women in TVET, and persistent stereotyping with negative perception and prejudice to TVET where parents continue to push girls for white collar jobs. The study argues that although TVET for women is indispensable for the labor market and diversification of economies, their successful integration in TVET is determined by strong supportive mechanisms which can override the prejudice of TVET held by society. Therefore, to reach the desired gender equality in TVET, a comprehensive approach to gender mainstreaming is needed in the training at the system level, the organizational level and the individual level with a genuine commitment from all stakeholders. More empowerment of women is needed in TVET programs through national and international cooperation to realize the sustainable development goals of gender equity in TVET in Fiji.-
