E-government and E-participation to Strengthen Government Citizen Connection in Cambodia

Abstract

This paper aims to analyze the Cambodian citizens’ attitude toward Cambodia Government Websites (CGW) follwoing the needs of citizens who are demand-side. It is differentiated from other research which was conducted from the perspective of the supply-side, E-government. It also helps comprehend the purpose of the Cambodia Government Websites through the six indicators, such as trust in internet, trust in government, self-efficacy, facilitating conditions, subjective norm and attitude of Cambodian people. As a result, the survey data collected (N=178) in Cambodia, indicated that people are below moderate with the Cambodia Government Websites (CGW) and not willing to utilize the future. The result showed that the Cambodian teenagers spend more time on the internet but have below moderate of trust in the government. However, it also suggests that the level of trust in the government would be increasing based on the information available via CGW. Hence, the Cambodia government should consider creating application to gain public attention.;본 연구는 수요 측면(demand-side)에서 캄보디아 정부 웹사이트에 대한 캄보디아 국민의 태도를 알아보고자 수행되었다. 캄보디아 정부 웹사이트(Cambodia Government Websites, CGW)에서 캄보디아 국민의 수요를 잘 반영하였는지를 분석하고자 하였다. 지금까지의 타 논문들은, 정부 시각, 즉 공급 측면(supply-side)에서 연구가 이루어졌다. 국민의 수요 측면에서 분석한 본 연구는 그런 점에서 차별화되어 있다고 볼 수 있다. 6개의 지수-인터넷 신뢰, 정부 신뢰, 자아 효능(self-efficacy), 용이 조건, 주관적 규정 및 캄보디아 국민의 행태-등을 활용하여 설문 조사를 실시, CGW의 목적을 이해하는데 도움을 주고자 하였다. 총 178명을 대상으로 한 본 연구에서 캄보디아 국민들은CGW에 만족하는 편이 아니며 향후 CGW를 활용할 의사가 높지 않다는 결과가 나왔다. 또한 캄보디아 10대 청소년들은 인터넷에 많은 시간을 할애하였지만, 정부에 대한 신뢰 수준은 높지 않았다. 그러나 CGW에서 좀 더 많은 정보를 얻을 수 있다면 정부 신뢰도는 향상될 것으로 보인다. 따라서 캄보디아 정부는 국민의 관심을 모을 수 있는 모바일 어플리케이션 개발을 고려하도록 제언하는 바이다.
