dc.description.abstract지난 10년간 피지에서 불법 거주자와 임시 거주지는 지속적으로 증가하였다. 이러한 증가는 농촌지역으로부터 도시로 이동하는 이주자들이 거주할 수 있는 저렴한 주택이 제대로 공급되지 못했기 때문이다. 피지 정부는 주택건설이나 토지 구입과정에 대한 지원을 통해 저소득층이 저렴한 주택을 마련할 수 있도록 다양한 주택전략들을 시행하였다. 예를 들어, 주택 보조금, 임대 주택 제도, 정부의 주택 에이전트의 개혁, 주택 접근확대 등이 포함되었다. 본 논문은 1차 자료와 2차 자료 분석을 통해 나타난 연구 결과와 증거를 토대로 기존의 주택 전략이 저소득자의 주택 구입 능력 증가에 영향을 거의 끼치지 못했고 오히려 중간 소득층이나 고소득층에게 혜택이 돌아가는 결과를 낳았다고 주장한다. 다시 말해 피지정부의 주택전략은 중·고소득층의 주택구입능력과 그들을 위한 주택개발분야를 증가시키게 되었고 저소득층이 정부의 주택정책에서 제외됨으로써 불법거주자와 임시거주자 문제가 해결되지 않았던 것이다. 결국 피지정부가 실시했던 주택전략은 원래의 목적과는 다르게 빈곤층이 아니라 부유한 자들을 위한 주택제공이 되었던 것이다. 본 논문은 정부가 다양한 파트너십, 특히 토지와 주택 개발 사업에 있어서 공공부문과 민간부문간의 협력을 그 핵심 전략으로 삼아 저소득층의 주택 구입 능력을 증가시켜야 한다고 제안한다. 또한 저소득층 가정에 대한 심층 연구를 통해 그들의 요구에 부응하는 최고의 주택개발 체계를 개발할 것을 제안한다.;Fiji’s squatter or informal settlements have increased in the past decade. The increase is attributed to the lack of affordable housing in the peri-urban or urban areas to accommodate the internal migration from rural areas to the urban central regions. The government of Fiji has implemented many housing strategies that include providing housing grants, rental housing schemes, restructuring of government housing agents, incremental housing approach etc., for low income earners to assist in the construction or purchase of property and making housing affordable. However these housing strategies have had little impact on increasing housing affordability for low income earners and have perpetuated the incidence for middle to high income earners to construct or purchase their homes. This paper through research and evidence from primary and secondary sources finds that Fiji’s government housing strategies has increased housing affordability for the middle to high income households in the land and housing development sector of the country. The government’s housing strategies are benefitting and housing the rich in society and not the majority of Fiji’s financially disadvantaged. The study looks at public and private partnership approaches and suggests solutions to increase the housing affordability for low income earners in the housing sector. The analysis recommends that the government housing strategies are to involve public-private-partnership collaborations with low income earners via community information forums and stakeholder involvements for effective land and housing development planning and implementation. The study also suggests that an in-depth research on the housing needs of informal settlements and low income households’ affordability and willingness to pay for housing to be conducted. The research will assist government to better understand Fiji’s housing situation in the hope to formulate schemes and programmes to best cater for their housing needs.-
