Abstract
본 연구의 목적은 한국과 일본의 전통예술정책의 현황 및 방향을 비교분석하고 이를 바탕으로 한국 전통예술정책의 발전을 위한 제언을 제시하고자 하는 것이다. 이를 위해 가장 최근의 정책을 다루고 있는 한국의 『2013 문화예술정책백서』와 일본의 『平成 25年度 文部科学白書』의 전통예술정책을 중심으로 비교연구를 진행하였다. 비교연구를 통해 얻은 결과를 정리하면 다음과 같다. 첫째, 한국과 일본의 문화예술정책의 기본이념을 살펴본 결과, 한국의 정책은 일본에 비해 문화의 산업적 측면에 더 초점을 맞추고 있었고, 일본은 문화예술의 진흥과 계승에 집중하고 있었다. 반면, 일본은 문화예술진흥을 위한 6가지의 중점시책에 맞게 문화재의 계승과 전승자의 양성, 예술의 진흥 등을 강조한 정책을 시행하고 있다. 또한, 어린이나 젊은이들을 위해 전통문화나 예술 감상기회를 확대하기 위한 문화예술진흥책을 펼치고 있었고, 문화재 기능 전승자에 대한 지원책들이 마련하는 등 문화재의 계승과 예술진흥의 측면에 집중된 시책들로 설정되어 있었다. 둘째, 『2013 문화예술정책백서』와 『헤세이 25년도 문부과학백서』의 체계 및 서술방식을 비교한 결과, 한국은 문화체육관광부에서 담당하고 있는 정책들에 대한 각각의 기본이념 및 현황, 세부추진성과 등을 자세하고 체계적으로 서술하고 있었다. 반면, 일본은 정부의 정책결과에 대해 큰 틀만 제시하며, 매우 간략하게 서술하고 있었다. 한국의 서술방법에 비하면, 일본의 백서는 매우 거시적으로 서술하고 있기 때문에 실제 사업의 시행이 구체적으로 어떻게 이루어졌는지 알기 어려웠다. 그러나 구체적이지는 않더라도 정책의 방향성과 정책이 시행되는 이유, 정책의 목표 등을 항목마다 설명하고 있었다. 양국의 백서 체계 및 서술방식이 다른 까닭은 각국의 정치적 상황과 역사적 배경 때문에 문화에 대한 인식이 서로 다르기 때문이었음을 알 수 있었다. 셋째, 한국에서는 『2013 문화예술정책백서』를 비롯하여 통상적으로 ‘전통예술’이라는 표현을 사용하는 반면,『헤세이 25년도 문부과학백서』에서는 ‘전통예술’이라는 표현이 아닌 ‘전통예능’이라는 단어를 사용하고 있었다. 예술은 예능보다 사회적이고 미적인 의미가 많이 내포된 단어이고, 예능은 기술적이고 기능적인 의미가 내포된 단어이다. 그런데 한국정부가 ‘전통예능’이 아닌 ‘전통예술’ 이라는 단어를 사용하는 것으로 보아, 한국정부는 ‘전통예술’을 기술 아닌 미적인 가치로 인식하고 있음을 알 수 있었다. 넷째, 전통예술의 복원과 보존을 위해 일본은 문화재제도를 적극 활용하고 있었고, 한국은‘전통예술 원형복원 및 재현’사업을 시행하고 있었다. 일본은 전통예술복원 및 보존을 위해 ‘문화재’제도를 적극 활용하고 있다. 특히, 백서 내용에서 ‘문화재’와 관련된 내용이 가장 많은 분량을 차지할 정도로 상세하고 자세하게 기술하고 있었다. 다섯째, 한국은 전통예술의 활성화 및 예술가를 위한 지원 정책으로‘전통예술 경연대회’, ‘21세기 한국음악프로젝트’, ‘천차만별 콘서트’, ‘전통연희 활성화사업’을, 일본은 ‘톱레벨 무대예술 창조사업’, ‘신진예술가 육성제도’, ‘예술제 개최’등의 사업을 통해 전통예술의 활성화 및 예술가 지원정책을 시행하고 있었다. 위의 정책을 비교한 결과, 한국은 일본에 비해 다양한 사업들을 통해 전통예술인들을 위한 지원을 하고 있었고 이를 통해 기본이념으로 설정한 전통예술의 산업화 및 대중화의 효과도 얻을 수 있었다. 반면 일본은 한국보다 다양하지는 않지만 예술가를 위한 재정지원책이 존재했고, 신진예술가들의 해외활동 및 연수를 지원하기 위한 정책이 있었다. 또한, 예술제를 매년 개최함으로써 일본 예술 및 전통예능의 발전은 물론이고 일본국민들의 문화 향유를 증진시키고 있다는 점이 특징적이었다. 여섯째, 한국과 일본의 국제 문화예술 교류정책을 비교해본 결과 한국은‘해외국악문화학교’, ‘전통예술 해외 레지던시 프로그램’, ‘전통예술 텍스트 번역지원’, ‘아트마켓 및 국제 페스티벌 참가’사업을 통해 국제 문화예술 교류 사업을 실행하고 있었다. 일본은 ‘동아시아 문화도시’, ‘문화청 문화교류대사’, ‘하이레벨 문화인 초대’사업 등을 시행하고 있었다. 한국은 주로 전통예술을 콘텐츠화하여 외국에 전통예술을 홍보하는 성격의 정책이 위주인 반면, 일본은 주로 외국과 의견교환, 외국과의 네트워크 형성 등의 쌍방향 교류의 성격이 특징적이었다.;The purpose of this study is to comparatively analyze the current situation and directions of Japan’s traditional art policies, based upon which it tried to make suggestions for development of Korean traditional art policies. For its comparative study, it mainly used 『2013 White Paper on Korean Culture and Art Policy』that deals with the current situations and directions of Korean/Japanese traditional art policies & 『2013 White Paper on Japanese Education, Culture, ports, Science and Technology』that deals with Japanese traditional art policies, whose results are arranged as follow; Results of looking into basic ideologies of the two nations’ culture/art policies showed that Korean policies focus more on the industrial aspect of culture than those of Japan while Japanese policies focus on promotion/succession of its culture/art. Japan implements policies focusing on succeeding to cultural assets, bringing up successors to them, promoting art and etc. in accordance with its 6 focal policies for culture/art promotion. It also unfolds culture/art-promoting policies and chances to appreciate traditional culture for the young and has policies focusing on succeeding to cultural assets and promoting art such as preparing supportive measures for those succeeding to skills of cultural assets. Second, result of analyzing the systems and stating methods of『2013 White Paper on Korean Culture and Art Policy』and 『2013 White Paper on Japanese Education, Culture, ports, Science and Technology』showed that the former systematically states the basic ideas, current situations, detailed prosecution outcome and etc. of policies that the Ministry of Culture, Sports and Tourism while the latter presents only a big scheme on results of its government’s policies in a very brief manner. Compared with how Korea states, Japan’s white paper making rough statement makes one hard to know how its actual projects were done. However, though not specific, it presents item-by-item explanations on policy directions, reasons for implementing the policies, policy goals and etc. Reason for differences in both nations’ white paper systems and stating methods comes from mutually differing recognition of each nation’s political situations and historical backgrounds. Third, while Korea usually uses an expression; ‘traditional arts’ in 『2013 White Paper on Korean Culture and Art Policy』and etc. while Japan uses an expression;‘traditional entertainment’instead of using ‘traditional arts’ in 『2013 White Paper on Japanese Education, Culture, ports, Science and Technology』. Art is a word with more social/aesthetic meaning than entertainment does while entertainment is a word with more of technical/functional meaning. Judging from the Korean government using the word; ‘traditional art’ not ‘traditional entertainment,’ one can know that the government recognizes ‘traditional art’ not as technology but as aesthetic value. Fourth, to restore/preserve traditional arts, Japan well used its cultural asset system in a positive manner while Korea implements a project to ‘restore/revive the prototypes of traditional arts.‘ Japan also aggressively uses its system o ’cultural assets’ to restore/revive its traditional arts. Especially, Japan’s white paper uses the most space of it for detailed and enumerative statement on ‘cultural assets.’ Fifth, Korea unfolds policies supporting its traditional arts and articians such as ‘traditional arts competition’ ‘ 21st century Korea Music Project’ ‘ Cheoncha Manbeol Concert’ and ‘tradition feast-activating project.’ while Japan implements policies supporting its traditional arts and arcticians such as ‘top-level stage art-creating project’ ‘new articians-training system’ ‘art festivals’ and etc. and etc. Comparison of the above policies showed that Korea supports traditional articians through more various projects than Japan does, through which it also gains the effects of industrializing/popularizing its traditional arts set as its basic ideas while Japan has financial aid system for articians though not as s policies to support them with new articians’ overseas activities and training. Besides, by holding yearly art festivals, Japan is characterized with developing its art/traditional entertainment and increasing its people’s enjoyment of culture. Sixth, results of comparing both nations’ international culture/art exchange policies showed that Korea implements international culture/art exchange through ‘overseas Korean music culture school’ ‘overseas residency program of Korean traditional arts’ ‘text translation support for traditional arts’ 'art market and international festival participation’ and etc. while Japan implements ‘East Asia culture city’ ‘culture exchange embassador for the Ministry of Culture’ ‘invitation of people with high-level culture’ and etc. Korea mainly focuses on policies to promote Korean traditional arts to the outside world by containing its traditional arts in contents while Japan is characterized with bilateral activities such as exchanging opinions with foreign nations, forming networks with them and etc.
