개신교 기록관 운영 활성화 방안

Abstract

Korean records management, through the establishment of law and institutions, has undergone a lot of development within a relatively short period of time, but is insufficient in terms of private document management. Especially aspect of modern and contemporary history of Korea, the document of Protestant Church has gone through the modern history of Korea, and should be managed and preserved as an important private document that reflects the local communities to which era and churches belong along with religious values. However, Protestant lost or damaged a lot of documents, and is not able to properly manage current recorded products despite its history of 130 years and its revival as 'one of three great religions of Korea. Recording and awareness of managing them are needed while some institutions and churches began record management recently. Nevertheless users' demands for archival information services which are cultural activities based on recording is increasing. The purpose of this study is to present the activation scheme of archives services of Protestant archives through situation survey and analysis of domestic and foreign archives services to promote the awareness of the need of church archives and help church archives practically. For this purpose, theoretical backgrounds and necessity for this study through research of church records, church archives, and archives services were derived. Then the meaning, importance, and types of church records and operational features and effects on church records of church organizations were dealt with. Also, concepts and transitions of concept and roles of the archives services and reasons why the service is required in Protestant church archive were investigated. For a survey of types of archives services case study on Moon-Won Seol(2008), Hye-Rhan Chang(2008), National Archives of Korea, and the Ministry of Foreign Affairs Diplomatic Archives were conducted. Second, domestic and foreign Protestant Archives to investigate examples of operation of archives services were investigated. In cases of foreign, 'The National Archives of the PC(USA)' and 'General Commission on Archives & History' of Protestant Archives of america which have related with the information of establishing country and society deeply were investigated. In cases of domestic, 'Shinil Presbyterian Church', 'Youngnak Presbyterian Church', 'The 100th Anniversary of The Korean Church' which established by experts of documents in Seoul were investigated through collecting information, visiting web site, sending e-mails, and interviews with archive manager by phone. In the case of 'Shinil Presbyterian Church', 'Youngnak Presbyterian Church', interviews with archive manager were carried out. Third, Archive of Saemoonan Church was chosen for investigating of archive service, and carrying out and analyzing of survey of archive users. Because this church is one of the Presbyterian church which has most believes of the Protestant church in Korea, established by a protestant missionary, pastor Underwood for the first time in Korea, and which has 15 thousand registered believers also. Archive of Saemoonan church established as a historical archive of church in 2003. Since its opening, it was examined the needs of the evaluation and use of the service that the Church Archives has carried out until now. One hundred fifty persons who visited archive of Saemoonan Church for two months from Nov. 1, 2014 to Dec. 31, 2014 were surveyed. One hundred twelve persons(about 75%) were answered and most of them were believers of that church. According to survey result, the 50∼60 age band uses archive of this church more than other age bands. Their awareness of documents concentrated on history, tradition of Saemoonan Church and missionary Underwood rather than managing and displaying documents, activities and role of recording managers. The roles of document managers were managing records, church public relations, educations, and publications in order of it's value. And the most valuable role of archival information service was that related with displaying documents and keeping archive hall. And respondents of the survey were interested in experiencing programs for youth and students and seminars of history between Saemoonan Church and Korean Protestant history and they requested develop these programs continuously. They referred to documents while studying history of church and many activities of church. They mentioned searching tools of documents also. Pictures, videos were most frequently used documents. And respondent preferred displaying, publishing, web service or anything like these. In addition, various position opinions about improving information services, and several kinds of cultural contents were got. Several ways of invigorating Operating Activation of in the Protestant Church Archive based on aspects of environment, services and roles of Saemoonan Church were proposed. First, environments which have to prepared for Operating Activation of in the Protestant Church Archive are as follows : establishing and improving regulation for documenting, subdivision and expert organization and role, space and environment for managing records and preserving, systematic and expert organization, improving various and activated document collecting method. Second, several methods to improve archive services for Saemoonan Church Archive which were searching and browsing services, value-added services, increasing service usability are proposed. In searching and browsing services, improving usability which aspect of on-line service, web service and establishing regulation for using documents and education them were proposed. In value-added services, scholarship systems which support expert organization for displaying, activity, web service, education, publishing, and studying history of church, etc. are proposed. In increasing services usability, improved web service and free gift event for public relations, network movement, and etc. are proposed. Third, expending Saemoonan Church Archive to cultural complex center which can support christian culture ministry are proposed. In this study, improving archives services of Protestant church by investigated archives of Protestant church especially Saemoonan Church and analyzed archives services and survey in archive are proposed. Most studies were dedicated to national and public record archives, but this study concentrated in archives services of the private area especially church archives and analyzed survey for user of archive which were significant. Through this study, many churches of Korea will consider the value of the recoreds again. And this study will be able to use for Operating Activation of in the Protestant Church Archive and other studies.;한국의 기록 관리는 법과 제도의 정비를 통해 비교적 짧은 기간 내 많은 발전을 이루었지만 아직 민간기록물 관리는 매우 미흡하다. 특히 한국의 근현대사와 함께 한 개신교 기록물은 종교적 가치와 더불어 시대와 교회가 속한 지역사회를 반영하는 중요 민간기록물로서 관리하고 보존되어야할 필요성이 있다. 그러나 개신교는 130여년의 역사와 한국의 3대 종교로서 부흥했던 과거에 비해 상당수의 기록물들을 유실 또는 훼손하였으며 현존하는 기록물도 제대로 관리하지 못하고 있다. 최근 일부 기관과 교회들이 기록 관리를 시작했지만 기록과 기록 관리에 대한 인식 자체가 부족한 환경이다. 그럼에도 불구하고 전시, 출판, 교육 등 기록을 기반으로 한 여러 문화 사업인 기록정보서비스에 대한 요구와 필요는 계속 증가하고 있다. 본 연구의 목적은 국내외 개신교 기록관의 기록관 서비스 현황 조사와 분석을 통해 개신교 기록관 운영 활성화 방안을 제시하여 교회기록관의 역할과 필요성을 규명하고 교회기록관에 실질적인 도움이 되는 것이다. 이를 위해 첫째, 교회 기록, 교회기록관, 기록관 서비스에 대한 문헌 연구를 통해 이론적 배경과 연구의 필요성을 도출하였다. 그리고 교회 기록의 의미와 중요성, 모기관인 교회의 조직과 운영상의 특징이 교회 기록에 미치는 영향에 대해서 알아보고 교회 기록의 유형을 살펴보았다. 또한 기록관 서비스의 개념과 역할의 변천 및 개신교 기록관에서 서비스가 필요한 이유에 대해 알아보고 기록관 서비스의 유형에 대해서는 설문원(2008)과 장혜란(2008), 국가기록원과 외교부 외교사료관의 경우를 통해 살펴보았다. 둘째, 국내외 개신교 기록관을 선정하여 기록관 서비스 운영 사례를 조사하였다. 국외 사례는 국가의 수립과 사회의 형성에 개신교와 밀접한 관계가 있는 미국의 개신교 기록관 중에서 미국 장로교 총회사료관(미국 장로교 역사학회, PCUSA Historical Society)와 연합감리교회 아카이브(General Commission on Archives & History)를, 국내 사례는 서울에 소재한 교회기록관 중 기록관 수립 단계부터 기록관리전문요원이 개입한 신일교회 역사관, 영락교회사료관, 백주년기념교회 양화진기록관을 선정하여 문헌 자료와 웹 사이트, 이메일, 담당자와의 전화 통화로 기록관 서비스에 대해 알아보았고 신일교회와 영락교회의 경우는 기관을 방문하여 기록관 담당자를 통해 조사하였다. 셋째, 기록관 서비스에 대한 조사 및 이용자 대상 설문조사의 시행과 분석을 병행할 기관은 한국 개신교단 중 가장 많은 신도수를 보유한 장로교단 중에서 한국의 첫 개신교 선교사 언더우드 목사가 설립한 최초의 조직 교회이면서 교인수가 15,000명에 육박하는 새문안교회 기록관을 선정하였다. 2003년에 ‘교회사료관’의 명칭으로 설립된 새문안교회 기록관은 다양한 서비스를 수행해왔으며, 이에 대한 이용자들의 평가와 요구를 중심으로 조사하였다. 설문은 2014년 11월 1일부터 12월 31일까지 두 달간 교회사료관을 방문한 150명을 대상으로 진행하였으며 그 중 112부(약 75%)가 회수되었고 응답자 대부분이 새문안교회 교인이었다. 분석 결과에 따르면 교회사료관을 이용한 주 대상층은 50∼60대였으며 기록관에 대한 인식은 기록 관리, 전시, 교육과 같은 기록관의 활동과 역할보다는 새문안교회의 역사와 전통, 언더우드 선교사 등 모기관의 역사적 특징과 관련한 답변이 대부분이었다. 또한 이용자가 생각한 기록관의 주요 역할은 기록관리, 교회홍보, 교육, 출판 순이었으며 기존 서비스 중에서 가장 중요하고 긍정적으로 평가한 것은 상설전시관 운영과 관련 서비스였다. 또한 어린이와 학생들을 대상으로 한 체험 프로그램의 운영과 새문안교회와 한국 개신교의 역사를 다룬 세미나에 대한 평가도 높았으며 이런 교육 프로그램의 지속적인 운영 및 개발 요청이 있었다. 기록물 열람에서는 교회에 대한 역사 공부와 교회 부서에서의 활동을 위한 자료의 참고가 높았으며 검색 도구의 필요성이 여러 차례 언급되었다. 이용한 기록물의 유형은 사진과 영상 자료가 1위였으며 전시, 홈페이지, 출판 등 다방면에서 최신 매체를 활용한 기록관 서비스가 선호되었다. 또한 전문적이고 깊이 있는 서비스가 제공되어야 할 것과 다양한 주제와 관점의 문화컨텐츠가 활성화되기를 바라는 등 기관의 발전 방향에 대한 긍정적인 의견이 많이 나왔다. 이를 바탕으로 새문안교회 교회사료관을 중심으로 개신교 기록관 운영 활성화 방안을 다음과 같이 환경, 서비스, 역할 측면에서 제시하였다. 첫째, 기록관 운영 활성화를 위해 선행되거나 제반되어야 할 환경으로 기록관 규정의 수립과 보완, 기록관 조직의 세분화와 전문화, 기록 관리와 보존을 위한 공간과 환경, 체계적이고 전문적인 기록관리, 기록물 수집의 다양화와 활성화를 들었다. 둘째, 새문안교회 교회사료관이 기존 시행했던 기록관 서비스를 중심으로 검색 및 열람서비스, 부가가치 서비스, 활용촉진 서비스의 각 분야별 보완과 개선 사항 및 새로운 사업을 제시하였다. 검색 및 열람서비스에서는 기록이용의 안내와 기록물 이용을 위한 환경, 온라인 서비스, 웹(홈페이지) 서비스 측면에서의 개선안과 이용 규정의 수립과 안내 및 관련 교육을 제시하였다. 부가가치 서비스에서는 전시, 행사, 웹 서비스, 교육, 출판 분야에서의 개선안과 연구 분야로 교회 역사와 관련 기록을 연구하는 전문가 집단의 조직․운영과 관련 연구를 지원하는 연구 장학 제도를 제안하였다. 활용촉진 서비스에서는 홍보, 연계 활동, 기타 활동 측면에서의 개선안과 새로운 웹 서비스와 기념품 사업을 제시하였다. 셋째, 교회를 모기관으로 둔 기록관으로서 새문안교회 교회사료관이 복합문화공간으로서 역할을 확장하고 문화 선교 측면에서의 기록관 서비스 효과에 대해 가능성을 제시하였다. 본 연구는 국내외 개신교 기록관의 기록관 서비스 운영 사례 조사 및 새문안교회 교회사료관의 기록관 서비스의 분석과 이용자 설문 조사를 기반으로 개신교 기록관 운영 활성화 방안을 제시하였다. 국공립기록관과 전문가 연구에 집중되어 있는 상황에서 민간 영역인 종교기록관의 기록관 서비스와 이용자에 관한 연구는 의미하는 바가 크다. 본 연구는 국내 많은 교회들이 기록에 대한 가치를 재고하고 기록관 운영을 위한 기초 자료로 활용될 수 있을 것이다.
