국제레짐에서 강대국의 역할

Abstract

The destructive power of Atomic weapons was clearly proven after the bombings of Hiroshima and Nagasaki in 1945. It raised concerns to many big nations including the United State of America and Russia. Nations that want to develop satellite technology which has increased economic and political. However this brought a great threat to National Security and International relations. This dissertation will be divided into four chapter to show research has shown on how the rising in commercial space activities has somewhat affected the National's power. In chapter one introducing the review and existing problems of the presentation. Chapter two; the formation of Missile Technology Control Regime (MTCR). Chapter three; the perspective of neo-realism, neo-liberalism, and realism related with international regime. In Chapter four; how the United State of America takes role in this formation process of MTCR. Include history of security policy with each administration. This related with power of space activities.;일본에 투하된 원자폭탄은 두 도시를 파괴시켰고 동시에 세계에 원자폭탄의 파괴력을 입증했다. 이후 구소련의 스푸트니크 1호의 발사성공은 미국뿐만 아닌 제3세계에서의 인공위성 기술 개발과 우주공간 활동에 박차를 가하게 했다. 이와 같은 원자폭탄 사건과 스푸트니크 쇼크는 미사일 개발을 위한 각 국가 간 기술 이전 증가를 촉진시키기 시작했다. 이러한 미사일 기술이전의 확산은 나아가 핵무기 개발을 위한 기술에 영향을 미치게 되었다. 이는 핵비확산 체제에 위협이 되었고 이를 방지해야 한다는 구상을 하면서 강대국 간의 논의와 레짐이 생겨나기 시작했다. 이와 동시에 강대국의 국제레짐을 통한 상업적 우주 활동이 증가했다. 이는 국가의 경제적, 정치적 이익과 더 나아가 국가 안보에 영향력을 끼치게 되었다. 즉, 국가 간 안보와 평화를 위한 국제레짐은 국가의 정치적, 경제적, 군사적 증대와 안보위협이라는 양면성을 보여 준다. 미사일비확산연구 전문가들은 국제레짐의 하나인 MTCR이 평화적 우주프로그램의 목적이 아닌 미사일 공급자의 수단으로 변해가고 있다고 비판했다. 뿐만 아니라 이러한 상황이 더욱 지속될 경우 잠재적 문제로 우주로켓이 탄도미사일로 사용될 가능성이 있음을 지적하고 있다. 우주활동과 핵비확산을 위한 MTCR은 과연 국가 간 안보와 평화를 위한 것인가? 아니면 강대국의 경제적 이익과 정치적 이익을 위한 도구인 것인가? 우주기술의 제제와 그 제제의 구별을 모호하게 한 점은 각 국가들로부터 우주개발에 대한 경쟁력을 더욱 키워주는 계기가 되었다. 평화로운 국제관계와 국가 안보를 위한 개발이 아닌 주권국가의 불평등한 내용의 비확산 레짐은 다시 한번 고려되어야 함을 보여준다.
