박정희 대통령의 베트남 파병에 내포된 국가정체성

Abstract

This paper is an explanation of the dispatch of Korean forces in Vietnam with the national identity conception of the foreign policy decision maker, President Park Chung-Hee. Foreign policy tends to evolve and develop in time as circumstances imbue the policy with meaning and changes. Thus an entirely structural approach or a national interest based analysis of the Korean troops dispatch may be inadequate. With the Cybernetic Control Systems model, this paper analyzes the identity conceptions of Park that eventually led the President to offer sending troops to Vietnam in 1961, despite the fact that Korea itself was still in turmoil after the Korean War, and that U.S. had not decided to intervene in Vietnam at the time.;본 논문은 ‘박정희 대통령은 베트남에 한국군을 왜 파병하였는가’라는 질문에서 시작하여, 베트남 파병의 원인을 행위자 인식에서 찾는 것을 목적으로 한다. 다수의 기존 연구는 주한미군철수의 방지, 경제 원조를 확보, 쿠데타로 세운 정부의 정당성 확보, 반공세력에 대항 등, 군사적, 경제적 이익에 대한 기대효과로 파병을 설명한다. 이는 설득력이 높으나, 내부 정책결정을 설명함에 있어 외부 변수에 크게 의지하여 정책의 ‘목적’이었다기보다는 정책의 ‘효과’에 대한 설명으로 더 적합한 경우가 많다. 외교 행위에 대한 설명에는 행위자의 국가정체성 인식을 분석할 필요가 있다. 본 논문에서 정체성의 구성과 작동 방식을 도식화 한 피터 버크의 사이버네틱 제어 장치 이론틀을 사용하여 박정희 대통령의 담론 속 국가정체성 인식을 해석학적으로 분석한다. 이에 따라 박정희 대통령의 반공보루국가, 진영국가, 그리고 승공국가로서의 정체성으로 인해 한국군 베트남 파병을 제안하였음을 주장한다.
