Abstract
The Detroit of the 1960s was regarded as a ‘model city’ that exemplarily dealt with the problems of racial discrimination immanent within the American society. Hence the whole country was shocked to find the worst racial riot had broken out in that very ‘model city.’ The federal government founded the ‘National Advisory Commission on Civil Disorder’ to launch investigations in order to find out what had triggered the riot. Additionally, many scholars from diverse fields such as sociology, criminal psychology, and history analysed the riot in search of an explanation. One of them is Sidney Fine; yet despite his being an authoritative scholar on the 1967 Detroit racial riot, even he fails to discover a satisfactory explanation. His study is limited in three aspects: first, he fails to deal with the issues of racism embedded in Detroit; second, he overlooks the systematic employment/labor market problems that had been eminent, although pointing at young African Americans as potential igniters of violent atmosphere; third, he cannot specify why the riot broke out specifically in the year of 1967, at the city of Detroit. This study aims to provide a satisfactory explanation of what had caused the riot to occur through a historical contextualization of the issues of labor, housing, and the police force. Through this contextualization, this study intends to solve the limits of Sidney Fine by tracing the matters of the urban poor and race, investigating why the most destructive riot of U.S, history broke out in 1967 Detroit, not anywhere else. The African Americans of Detroit had been suffering from racism within the labour and housing markets since the second world war, struggling for 20 years, within the white centric environment of Detroit. The deep-rooted racism of the white society evoked rage among the younger generations of African Americans, violent enough to overturn the grounds of their own society. The racist attempts of the white Detroiters to protect only the home ownerships of the white citizens pushed African American citizens into poor ghettos, and city officials elected by the white intended to wipe out the ghetto, while covering their ears from the voices of those residing within the ghettos. Locked up by their skin color, African American residents of Detroit had to endure the discriminations of the labor market until the riot erupted. As the systematic problems of the labor and housing markets slowly drove the African Americans into despair, the liberalist Jerome Cavanagh was elected as major. Hope arose that he may alleviate the painful situation, but the failure of the police reformation merely proved how racism in Detroit could not be rooted out. The police treated African Americans as if they were criminals, taunting and assaulting them, despite their civil duty of protecting the citizens. All the African American citizens of Detroit had wished for was equal treatment and acceptance within the society as equal citizens, not overthrowing the social systems. When all their efforts to change the situations had failed, young African Americans started to consider violence as the only measure to seek solution. Almost half a century has passed since the 1967 Detroit racial riot, yet still the American society is a sphere where racial conflicts continue to exist. Exploring the roots of the Detroit racial riot is extremely important, since racial tension remains as a pervading issue across the globe. Understanding the riot in a historical context will help analyse the past problems of racism and the city poor of the American society, as well as preparing us of the future problems that may occur.;1960년대 디트로이트는 미국 사회에서 인종문제를 가장 모범적으로 해결하고 있는 ‘모델시티’로서 전국적인 명성을 떨치고 있었다. 때문에 바로 그 디트로이트에서 역대 최악의 폭동이 발생했다는 사실은 미국 사회에 큰 충격을 안겨주었다. 폭동이 왜 발생했는가를 규명하기 위해 연방 차원의 ‘시민 소요에 관한 자문위원회(National Advisory Commission on Civil Disorder)’가 결성되었고, 이 외에도 사회학, 범죄심리학, 역사학 등 다양한 분야의 학자들이 폭동의 원인을 찾기 위해 연구를 진행하였다. 그러나 1967년 디트로이트 폭동의 가장 대표적인 연구자인 역사가 시드니 파인(Sidney Fine)의 연구조차 폭동의 원인을 진단함에 있어 세 가지 한계를 가지고 있었다. 첫 번째로 파인은 제롬 카바냐(Jerome Cavanagh) 시장의 임기에만 한정하여 폭동을 연구함으로써 디트로이트 사회 안에 존재해온 보다 뿌리 깊은 인종문제를 다루지는 못했다. 또한 시드니 파인은 디트로이트 흑인들의 실업문제가 폭동의 분위기를 조성하는 데에 큰 영향을 미쳤다는 것을 명시하면서도 정작 디트로이트 산업계와 노동자들의 문제에 대해서는 큰 비중을 두고 서술하지 않았다. 마지막으로 시드니 파인은 어째서 ‘1967년’에 ‘디트로이트’에서 폭동이 발생했는가에 대한 명확한 근거를 제시하지 않았다. 본 연구는 시드니 파인의 연구의 한계점을 보완하여 노동, 주택, 경찰 문제를 중심으로 디트로이트 폭동의 원인을 역사적으로 고찰함으로써 미국의 도시 빈민 문제 그리고 그 문제의 기저에 깔려있는 인종문제를 해결할 실마리를 제공하자 했다. 디트로이트 흑인들은 2차 대전 이후부터 도시 노동계와 주택 시장에 존재하는 인종차별에 시달렸다. 디트로이트 흑인 노동 지도자들은 20년 동안 백인 중심의 디트로이트 노동계 안에서 분투했다. 그러나 백인 중심의 노동계와 도시에 깊이 뿌리내리고 있던 구조적인 인종차별은 그 다음 세대 흑인들이 자신들의 터전을 폭동으로 망가뜨릴 만큼의 분노를 품게 만들었다. ‘미국 시민’이 아닌 ‘백인 미국 시민’만의 주택소유권을 지키려던 디트로이트 백인들의 인종주의에 기반 한 시민의식은 도시의 또 다른 구성원이었던 흑인 주민들을 열악한 게토로 내몰았고, 백인 도시민들의 지지를 기반으로 선출된 도시 공무원들은 그 안에 있는 ‘사람’의 목소리로부터는 귀를 닫은 채 ‘황폐 지구’인 게토를 쓸어버리려했다. 피부색 때문에 취업도, 승진도 할 수 없어 백인들보다 낮은 임금을 받던 디트로이트 흑인들은 폭동이 발생할 때까지 열악한 게토에 갇혀있었다. 노동계와 주택 시장의 구조적인 문제가 흑인들을 서서히 절망에 빠뜨리고 있을 때 제롬 카바냐 시장이 혜성처럼 등장하여 상황을 개선시킬 것처럼 보였다. 하지만 그 또한 인종주의를 뿌리 뽑지 못한다는 사실이 경찰개혁 실패를 통해 드러났다. 시민을 보호해야할 경찰이 흑인이라는 이유만으로 그 시민을 잠재적 범죄자로 취급하고, 인종적 우월감에 젖어 희롱하고 폭행했다. 디트로이트 흑인들에게 백인 경찰들의 폭력은 백인이 중심이 되는 도시, 나아가 미국 사회가 자신들을 박해하는 것으로 받아들여졌다. 흑인들이 원했던 것은 자신들이 사회를 지배하는 것도 아니요, 체제를 전복하는 것도 아니었다. 그저 이등시민이 아니라 백인들과 동등한 사회 구성원으로서 그들과 어깨를 나란히 하고 싶었을 뿐이었다. 그러나 20년 동안 이어진 힘겨운 투쟁이 소용없게 된 시점에 디트로이트 게토의 흑인들에게 있어 자신들의 바람을 실현시킬 방법은 폭력뿐인 것처럼 보였다. 디트로이트 폭동이 발생한지 반세기가 지난 현 시점에도 미국 사회는 여전히 인종갈등의 장으로서 존재하고 있다. 또한 세계 어느 곳에서나 인종문제가 불거질 수 있다는 점에서 디트로이트 폭동의 원인을 재조명해보는 것은 미국 사회의 인종갈등의 역사와 도시 문제를 이해하는 것뿐만 아니라 앞으로 우리가 안고 가게 될 사회문제에 대한 예측에도 도움이 될 것이다.
