Abstract
동·서독은 분단 이후 25년만인 1970년부터 1990년 통일이 되기까지 총 7차례 정상회담을 개최하였다. 비록 정기적이지는 않았지만 양독은 1970년 제1차 정상회담 이후 꾸준히 정상급 회담 및 접촉을 지속하며 자연스럽게 서로를 마주하였다. 시간이 갈수록 양독은 서로 대화를 하는 것에 대해 거부감이 자연스럽게 사라졌다. 본 연구에서는 2차 대전 이후 1949년부터 1990년까지 각자 다른 체제의 국가를 수립한 동‧서독의 외교 및 통일정책을 살펴보고 1970년부터 1990년까지 개최된 동‧서독의 정상회담 전개과정 및 성과를 보았다. 대외정책적 주권이 제한된 상황에서 동‧서독이 정상회담을 포함한 독자적인 대화 공간을 만들기 위해 어떻게 미국과 소련이라는 두 정치 진영을 설득하며 외교적으로 풀어나갔는지 알아보았다. 또한 동·서독이 정상회담에서 이견이 좁히지 않는 안건에 대해서는 어떤 방식으로 대화 및 차기 회담을 이끌어 나갔으며 협상 과정에서 미국과 소련은 어떠한 영향력을 행사했는지 알아보고자 하였다. 연구 결과 서독의 경우 1970년대에 들어서서 동독과의 대화를 통해 관계를 개선해야겠다는 필요성을 느꼈다. 당시 미국과 소련 간의 긴장 완화 움직임으로 인해 서독도 더 이상 강경한 대동독 정책을 시행할 수 없었다. 1969년 빌리 브란트 정부의 집권을 시작으로 서독은 ‘신동방정책’ 아래 동독의 진영국가들과의 관계 개선을 먼저 추진하고 이후 동독과의 대화를 시도했다. 한편 동독의 경우 서독의 브란트 총리가 신동방정책을 내세우며 국가는 달라도 민족은 하나라는 말로 동독에 접근하자 동‧서독에는 같은 민족이 존재하는 것이 아니라 그동안 두 나라에 두 개의 서로 다른 사회발전 단계를 거쳐 동독에는 사회주의적 민족이 서독에는 자본주의적 민족이 나타나 결국 독일은 2민족 2국가가 되었다고 규정하였다. 이와 같이 동·서독 정상회담이 열렸을 때 양독은 서로의 입장 차이만 확인할 수 있었을 뿐 어떠한 합의도 이끌어 낼 수 없었다. 그러나 1970년에 개최된 두 차례의 정상회담은 동·서독 간 대화의 필요성이라는 공감대를 형성하였고 이로 인해 양독은 교류 협력의 지침서가 되는 「동·서독 기본조약」을 체결한다. 사실 7차례의 정상회담 모두 만족할 만한 성과를 거뒀다고 볼 수는 없으나 정상회담을 통해 양독은 실무 당국자들 간의 지속적인 대화를 추진할 수 있었으며 이는 다양한 교류 및 협력으로 이어질 수 있었다. 한편 동·서독이 독자적인 대화 공간을 만들고 정상회담을 개최하는 데에는 강대국의 역할도 중요했다는 것을 알 수 있었다. 2차 대전 이후 동서 진영의 강대국이었던 미국과 소련은 독일 전체에 대하 결정권을 행사하고 있었다. 독일문제가 두 정치 진영 사이의 체제대결의 문제였던 만큼 동·서독 간 정상회담을 개최하고 협의를 하는 것 또한 미국과 소련에게 중요한 문제였다. 이에 따라 미국과 소련은 동·서독 간 정상회담을 개최하는 것이 자국에 불이익이 되거나 이로 인해 서독과 동독의 변화가 있을 것으로 예상되면 내부적으로 토의를 하거나 심지어 당사국에 압박을 가하기도 하였다. 강대국의 영향력 행사에 대처하여 서독은 제1차 동·서독 정상회담을 개최하기 전부터 서방국, 특히 미국에 충분한 사전설명 및 협의를 통해 서독의 입장을 이해시키고 심지어 나중엔 서독의 입장을 대변하는 역할까지 맡도록 한다. 반면 소련의 종용에 의해 서독과 첫 대화를 시작한 서독과의 관계 개선 문제에 있어서 소련과의 충분한 입장을 공유할 수 없었다. 이에 따라 이후 소련은 당시 동·서독 간 대립했던 서베를린 문제를 전승 3개국과 논하는 자리에서 자국의 이익을 위해 동독의 입장을 대변하다 포기한다. 이후 1980년대 미·소간 다시 긴장이 고조된 상황에서 서독과 관계가 돈독해진 동독에 위협을 느낀 소련은 동독에 정상회담을 갖지 말 것을 압박하며 방해하지만 그 사이 동·서독은 다양한 교류·협력을 통해 관계를 개선하였고 서방국들의 지지로 인해 소련은 더 이상 동독을 종용할 수 없음을 깨닫게 된다. 동·서독은 분단 당시 국제적 환경 또는 각자 내부적으로 처한 상황 때문에 정상회담 개최에 상당한 어려움을 겪었음을 알 수 있다. 그럼에도 양독 정상은 대화의 필요성을 인식하고 대화를 이어가며 동·서독 간 교류와 협력을 이끌어 냈고 통일이라는 결실을 맺게 되었다.;The defeat of Nazi Germany in World War II resulted in a divided Germany. The Cold War formed two global blocs - the Allies in the west and the Soviets in the east - tore Germany into two; leading to the emergence of West and East Germany. During the 45 years of division, East and West Germany held a total of seven summits from 1970 to 1990. Although the summits were not held on a regular basis, East and West Germany continued to hold high-level talks and carry out exchanges and cooperation. The reluctance to engage in dialogue waned as time wore on. This study explored East and West Germany's respective foreign and unification policies from 1949 to 1990, followed by the processes and achievements of East and West German summits. This study aimed to find out how the two Germanies with only limited sovereignty in foreign policy were able to create independent space for dialogue by persuading the United States and the Soviet Union. Last but not least, the study tried to find out how East and West Germany overcame differences and disagreements during the summit and delved into the influence the United States and the Soviet Union had while the summit was held. The study concludes that West Germany becomes aware that improvement in relations with East Germany is necessary during the 1970s. As the U.S. and the Soviets embraced an era of relations and détente, West Germany could no longer enforce hard-line policy towards East Germany. With the advent of the Willy Brandt government in 1969, West Germany first tries to improve relations with the Soviets and the eastern bloc, and seeks dialogue with East Germany under its "Neue Ostpolitik". On the other hand, as West Germany began preaching "two German states within one German nation" and approached East Germany whereas East Germany continuously argued that there are two German states with a Socialist nation in the East and Capitalist nation in the West. When the first summit was held between the West and East Germany, no agreement was reached. The two Germanies were only able to find out their differences in certain issues. However, after the second summit, a consensus of the need for dialogue was formed between the West and East Germany. As a result, the two Germanies conclude the Basic Treaty in 1972 recognizing each other as sovereign state for the first time. Although it is difficult to say that all seven summits between the East and West Germany brought satisfying results, the two Germanies were able to pursue ongoing dialogue on a working-level and this led to a variety of practical exchanges and cooperation. Lastly, the role of the great powers was important in creating an independent space for dialogue of East and West Germany. After World War II, the U.S. and the Soviet Union exercised discretion in dealing with issues related to Germany. As the "German problem" was a matter of political competition between the two great powers, both the U.S. and the Soviets were keen on issues that were discussed in the East-West German Summit. If the two powers thought that holding the summit goes against the interest of their own, they even pressured the two Germanies not to hold the summit. Nevertheless, West Germany was successful in explaining and making the U.S. understand the necessity to hold an independent summit between the two Germanies. Consequently, the U.S. not only gives full support to West Germany, but it even delivers West Germany's stance to other negotiating partners and helps West Germany to maintain its dialogue with East Germany. East and West Germany faced considerable difficulties in holding the summit due to international environment and internal matters. However, the leaders of the two Germanies continued to hold talks recognizing the need for dialogue. This itself brought exchanges and cooperation between East and West Germany and eventually led to German unification in 1990.
