지방자치단체의 사회복지지출 결정 요인에 관한 연구

Abstract

본 연구는 국내 기초지방자치단체들의 사회복지재정지출이 어떠한 경제적, 정치적, 사회적 요인에 의해 결정되는지 파악하고 이에 대해 실증분석을 통해 검증하고자 하는 목적에서 실시하였다. 이를 위하여 2004년, 2009년, 2014년 3개년을 대상으로 국내 기초 지방자치단체들의 사회복지재정지출을 중심으로 분산분석 및 회귀분석을 실시하였다. 먼저 국내 기초지방자치단체 재정에 있어 지출 증가 및 재정 압박의 근본 원인으로 작용하는 복지 정책 시행의 수준에 대해 지방정부에서 시행하고 있는 복지 정책의 숫자, 복지 지출 규모, 복지 지출 비율로 구분하여 종속 변수로 설정하였으며, 이와 관련한 독립변수들을 경제적 요인, 정치적 요인, 사회환경적 요인별로 구분하여 분석을 실시하였다. 선행연구를 통해 설정된 독립변수들은 각각 재정자립도, 주민 1인당 자체수입액, 사업별 보조금 비율, 전년도 사회복지예산지출규모, 자치단체장의 정치적 성향, 지역구 의회 다수당의 정치적 성향, 선거 여부, 인구밀도, 노인•아동인구 비율, 기초사회보장수급자 비율, 도시화 수준으로 구분된다. 설정된 종속변수의 특성에 대해 파악하고자 실시한 일원분산분석을 통해 시, 군, 구로 구분되는 자치단체의 유형별로 사회복지정책 시행 수준에 차이가 있는 것을 확인하였다. 또한 연구 대상 시기인 2004년, 2009년, 2014년이 각각 노무현, 이명박, 박근혜 정부의 집권 2년차라는 점을 고려하여 분산분석을 실시한 결과 2004년과 2009년 사이 증가한 복지재정 지출 수준이 2009년과 2014년 사이 증가한 복지 재정 지출 수준보다 높음을 확인하였다. 이는 2004년의 지방분권이양정책, 2008년 경제위기로 인한 복지 정책 확대로 인한 결과로 파악할 수 있으나, 연구자의 주관적인 해석이므로 추후 이와 관련하여 더욱 명확한 분석이 필요할 것으로 사료된다. 종속변수와 독립변수간의 관계를 파악하기 위해 실시한 회귀분석 결과 종속변수인 사회복지재정지출 수준은 사회환경적 요인을 제외한 거의 모든 요인들로부터 각기 다른 수준의 영향을 받고 있지만, 대부분 공통적인 결과가 나타나고 있음을 확인하였다. 즉 지방자치단체의 사회복지재정지출 수준에는 경제적, 정치적, 사회적 요인이 모두 중요한 결정 요인으로 작용하고 있음을 확인하였다. 그러나 본 연구는 분석에 있어 방대한 시계열 자료의 축적을 바탕으로 한 구체적인 재정 결정 요인의 분석 및 재정 지출의 원인이 되는 지방자치단체의 복지 정책을 모두 파악하기가 어렵다는 데 한계가 존재한다. 이러한 한계를 극복하고 지방정부 재정 압박의 원인이 되는 복지 지출 결정 요인에 대한 더욱 구체적인 분석을 통해 지방 정부의 재정건전성을 확보하기 위해서는 추가적인 연구가 더 필요할 것으로 사료된다.;The purpose of this study is to empirically analyze the effect of economic, political and social determinants of welfare expenditures in Korean local governments. For this purpose, Regression analysis and Variance analysis were conducted focusing on welfare expenditures in local governments for three selected fiscal years 2004, 2009, and 2014. First of all, this study defined the number of welfare policy, amount of welfare expenditures and ratio of welfare expenditures by total budget for local governments as the dependent variables attributed to a massive increase in total spending of local governments and their fiscal pressures. Then this study set the independent variables with three categories economic, political and social determinants. Self-reliance rate, tax revenues per capita, grant in the aid for welfare policy programs, welfare expenditures of the previous year, political spectrum of local governments leaders and local council, existence of election, density of population, proportion of young and old population, ratio of recipients of social security, level of urbanizations were selected as independent variables. In order to verify the characteristics of dependent variables, Variance analysis was conducted. In the analysis per three regional types and three targeted years, it was found that both affected the level of welfare expenditures. From the result of Regression analysis, it was found that even the level of the effects were different, almost every determinants influenced to the dependent variables. It meant the level of welfare expenditures of local governments in Korea were influenced by the economic, political, social determinants. Even this study verified the determinants of local welfare expenditures, there are still limitations in this analysis which are possibility of better research method for data and limited collection of all welfare policies which cause the fiscal pressures in local governments. Therefore, this study suggests that additional analysis based on time series data and further studies are needed in order to overcome the limitations by verifying more specific determinants of welfare expenditures in Korean local governments.
