dc.description.abstractThe purpose of this study was to analyze the growth factors for the state-owned petroleum companies performing China's overseas policy (Going Out Policy, 走出去). A background of the analysis of the growth factors for the Chinese state-owned oil company is to ensure smooth international oil energy resources for energy security in China. Central policy of the provision of resources is overseas policy (Going Out Policy, 走出去). Oil supply from abroad is the only way to meet the supply shortage, while the energy demand is raising far beyond the limit of oil production. In this study, it has noted the state-owned oil enterprises in China to maintain a steady growth in the global oil market and thus it analyzes the factors on the growing dynamics. Analysis on the growth factor of the Chinese state-owned oil company was categorized into two aspects, such as on the technical operation of the enterprises and the capital expansion, respectively. First, the analysis of indicators of the growth in the technical operations are the oil and gas production amount, reserves, and the volume of refining as well as crude oil self-sufficiency rate. Second, capital indices are analyzed in terms of their growth for total sales, net income, total assets and its change, employee, revenue per employee and production, rate of vertical integration. In summary, the results are as follows. Both CNPC departing from the upstream sector and Sinopec from the downstream are reshaped to the same integrated oil company, but has shown a different form of growth results. CNPC is showing growth in oil and gas reserves, which will ensure future competitiveness of the oil companies, and oil and gas production that can be displayed in the current competitive, which is considered to be due to secure resources overseas and domestic oil exploration and development success. And the refining volume and refinery capacity of CNPC has increased with twice, respectively since 2000, crude oil supply rate for refining has maintained with more than 90%. The profitability of enterprise has decreased due to an increase of the operation cost in accordance with the increment of the number of employees and operational facilities expansion of the refinery part. CNPC‘s vertical integration rate as a degree of the integration of upstream and downstream sector of oil industry were significantly increased since 2009, resulted from the refinery expansion and the increase of the petroleum product sales of the downstream sector due to rising oil prices since the 2008 financial crisis. Sinopec which started on the basis of the downstream sector of the refining and petrochemicals and is in the leading position in the current global oil market with increasing refining capacity. However, due to crude oil self-supply rate is low, and more than 80% of the refining of crude oil is relying on imports, revenue and profitability greatly affected the oil price. Sinopec has corporational competitiveness thanks to the refining product sales but fail to further increase the reserves and production, future potential of the company’s competitiveness could not positively be expected. The ratio of the vertical integration of the Sinopec would be increased by downstream portion rather than by extension of the upstream sector and also led the expansion of the petrochemical and refinery sales area than even in the downstream part. The indicator of capital expansion is a change in the revenue and assets. First, both CNPC and Sinopec’s revenue increased by 7 times more outward. It is judged to be due to the increase in the oil and gas production results in a vertical integration. Second, net profit increased but the production was reduced. In particular, the production was more significantly reduced the CNPC, which is expected due to the increase in foreign reserves, securing and refinery expansion resulting from such employment. Third, CNPC and Sinopec, both debt ratio has been increased, especially the debt ratio of CNCP was 80%. The cause of this increase was due to the foreign investment fund for securing reserves received loans from the government since 2010. China's Going out policy was to advance the state-owned oil companies, CNPC and Sinopec in the global oil market. CNPC is located on the top in the global market by increasing reserves and production through the continuous growth, as the integrated oil company has a positive impact on overseas policy, Sinopec will contact the downstream refining capacity growth, but mainly an extension of the upstream sector is inadequate and does not adequately meet the policy as an integrated oil company. In the course of growing, two Chinese state-owned oil companies endure the reduced profitability and increase of debt ratio to secure overseas resources and expand refining capacity, which could degrade the value of the company. It is also considered be a positive impact of going out policy that the government's diplomatic, financial support for the security of the oversea reserves. CNPC’s secured reserves, increase production, and Sinopec’s crude oil refining capacity expansion at the aspects of energy security of the Going Out Policy, will and the growth pattern of the two companies is likely to act in the supply chain of petroleum resources in China are complementary.; 본 연구의 목적은 중국의 해외진출 정책(Going Out Policy, 走出去)을 수행하는 국유석유기업의 성장요인을 분석하고자 함에 있다. 분석의 배경은 중국의 에너지 안보를 위한 원활한 해외 석유 에너지 자원 확보에 있으며, 에너지 안보의 중심적인 정책은 해외진출정책(Going Out Policy, 走出去)이다. 석유 에너지 수요량이 생산량의 한계를 훨씬 넘는 상태에서, 부족한 공급량을 충족시키기 위한 방법은 해외로부터의 석유 공급만이 유일한 것이었다. 본 연구에서는 중국의 국유기업들이 글로벌 석유시장에서 지속적인 성장을 유지하고 있음에 주목하고 그 성장 동력의 요인을 분석하였다. 본 연구의 의의는 다음과 같다. 최근 글로벌 석유시장에서 기술력을 높이고 자본력을 확대시킨 국영석유회사(National Oil Company; 이하 NOC)들은 그들이 보유하고 있는 매장량을 기반으로, 점차 다국적 민영 통합석유기업 (International Integrated Oil Company, 이하 IOC)인 석유 메이저들과 경쟁하고 있다. 이러한 NOC들 가운데 일부 NOC들은 글로벌 석유시장에서 급속하게 성장하면서 ‘Hybrid (또는 Partly) NOC’ 라는 새로운 기업 소유권 형태의 기업 그룹으로 분류되고 있다. 중국 국유석유기업인 CNPC와 Sinopec도 이 그룹으로 분류되고 있다. 본 연구에서는 중국 국유석유기업인 CNPC와 Sinopec의 성장요인을 분석함으로써, 이들이 글로벌 석유시장에서 IOC들과의 경쟁 속에서도 지속적으로 성장하는 사례로, 현재 우리나라와 같이 원유자급율이 낮아서 석유에너지 자원을 대부분 수입에만 의존하고 있는, 석유산업의 상류와 하류부문이 열악한 기업환경에 ‘석유에너지자원 확보를 위한 적용 모델’로 시도해 보고자 하는데 있다. 성장요인 분석은 기술사업적 측면과 자본적 측면으로 나누어 분석하였다. 첫째 기술사업적 측면에서의 성장력 분석지표들은 석유 및 가스 생산량, 매장량, 정유량의 변화, 변화율, 원유 자급률 등이다. 둘째 자본력 측면에서 성장력 분석 지표들은 총매출액, 순이익, 총자산의 변동, 고용인수, 고용인 1인당 매출액 및 생산량, 상하류 생산품의 수직통합 비율 등이다. 분석 결과를 요약하면 다음과 같다. 상류부문에서 출발한 CNPC와 하류부문에서 출발한 Sinopec은 동일한 통합석유회사로 전환은 되었지만, 다른 형태의 성장 결과를 보이고 있다. CNPC는 석유기업의 미래 경쟁력인 석유가스 매장량의 확보, 현재의 경쟁력으로 표시할 수 있는 석유가스 생산량에서 성장을 보이고 있으며 이는 해외자원 확보와 국내 유전탐사 및 개발 성공에 기인한 것으로 판단된다. CNPC의 정유능력과 정유량은 2000년 이후 각각 2배 수준으로 증가하였으며, 정유용 원유 공급률은 90% 이상을 유지하고 있다. 정유부분은 시설확장에 따른 고용인원의 증가로 기업운영비가 증가하여 수익성이 낮아졌다. 통합석유회사로서의 CNPC의 수직통합비율은 2006년 이후 증가하기 시작하여 2009년 이후 크게 신장되었는데, 하류부분의 정유부분 확장과 2008년 금융위기 이후, 유가상승으로 인하여 하류부문의 석유제품 매출이 증가한 결과이다. 하류부문인 정유 및 석유화학을 바탕으로 출발한 Sinopec은 지속적인 정유용량의 증가로 현재 글로벌 석유시장에서 선두 위치에 있다. 그러나 원유자주공급율이 낮기 때문에 정유량의 80% 이상을 수입 원유에 의존함으로써, 매출과 수익률에서 유가 변동의 영향을 크게 받는다. Sinopec은 정유제품 매출로 인하여 기업경쟁력은 가지고 있으나, 매장량과 생산량을 증대시키지 못함으로써, 확보매장량과 생산량이 적어 기업의 미래에 대한 경쟁력이 떨어진다. Sinopec의 수직통합 비율의 증가는, 상류부문보다는 하류부문의 확장에 의한 것이고 또한 하류부문에서도 정유부분보다 석유화학 및 판매부분 확장에 의한 것이었다. 자본력 확장의 첫 번째 지표는 매출액과 자산의 변화이다. 첫째, 두 기업 모두 총매출액은 외형적으로 7배 이상 증가하였다. 이는 수직통합의 결과와 석유가스 생산량의 증가에 의한 것으로 판단된다. 둘째, 순이익은 증가하였으나 수익률이 감소되었다. 특히 CNPC의 수익률이 더 크게 감소하였고 이는 해외 매장량 확보와 정유시설 확장으로 인한 고용인원의 증가에 의한 것으로 판단된다. 셋째, CNPC와 Sinopec 모두 부채율이 증가되었으며, CNCP의 부채율은 80%에 달하였다. 이 부채율의 증가 원인은 2010년 이후 정부로부터 대출받은 매장량 확보를 위한 해외투자기금 때문이었다. 중국의 해외진출 정책은 국유석유기업인 CNPC와 Sinopec을 글로벌 석유시장으로 진출하게 하였다. CNPC는 지속적인 성장을 통하여 매장량과 생산량을 증가시킴으로써 글로벌 시장에서 상위권에 위치하여, 통합석유회사로써 해외진출 정책에 긍정적인 역할을 하고 있다. 반면 Sinopec은 하류부문의 정유능력 위주로 성장하고 있으나 상류부문의 확장이 미흡하여 통합석유회사로써 해외진출 정책에 적절하게 부합하지 못하고 있다. 두 기업이 성장하는 과정에서, 해외자원 확보와 정유능력 확장을 위하여 감수하고 있는 수익성 감소와 부채율 증가는 기업의 가치를 떨어뜨리는 일시적인 해외진출정책의 부정적 영향이지만, 감소한 수익성과 부채율의 증가를 대체할 수 있는 정부의 외교적, 재정적인 지원으로 해외매장량을 확보할 수 있음은 해외진출 정책의 긍정적인 영향으로 판단된다. 해외진출정책의 에너지 안보 측면에서, CNPC의 매장량확보, 생산량 증가, Sinopec의 원유 정제 능력 확장에 의한 두 기업의 성장 형태는 중국의 석유자원의 공급 체계를 원활하게 유지하여 상호 보완적으로 작용하는 것으로 판단된다.-
