dc.description.abstract알제리 경제개방과 점진적인 시장경제의 확립은 중소기업 확대를 가져왔다. 알제리의 중소기업 부문에 관한 통계는 이러한 회사들이 국가경제조직에서 더욱 더 중요한 자리를 차지하고 있다는 것을 나타낸다. 2000년대부터 정부는 알제리 경제가 수입은 줄이고 취업기회와 부는 늘리는 것을 목표로 하여 막대한 공공투자를 하는 케인즈의 경제정책을 채택해왔다. 이 연구는 중소기업들이 경제이행단계에서 중요한 주체이기 때문에 그들을 공공 조달과 함께 경제전략의 중앙무대에 놓아야 한다고 주장한다. 이 연구는 다른 장애물들과 수단들을 실증적인 데이터 분석을 통해 조사한다. 연구는 공공조달의 능률화와 인간의 역량강화와 같은 목표하지 않은 정책수단들이 금융 보조금과 하층민보호정책 같이 목표로 한 개입 수단들보다 더 선호된다는 것을 찾았다.;The opening of the Algerian economy and the gradual establishment of market economy had led to an increase in the number of SMEs. Statistics available on the SME sector in Algeria indicate that these companies are taking a more important place in the national economic fabric. Since the 2000s, the government has always opted for a Keynesian-type economic policy consisting in massive public investments with the objective to lead the Algerian economy to lower imports and create job opportunities and wealth. The study argues that, as SMEs are the main actors of the economic transition, they should be put at the center stage of economic strategies including public procurement. The Study explores the different obstacles and enablers through sound empirical data analysis. It came out with the finding that untargeted enablers such as streamlining public procurement and human capacity building are more preferred than targeted interventionist tools consisting in financial subsidies and reservation policies.-
