The use of ICT for education has been widely encouraged as it is seen as one of the most effective methods in improving the learning experiences as well as providing students with better job opportunities, especially in developing countries such as Cambodia. Accordingly, Cambodia government has actively attempted to utilize ICT to improve its education system with a strong support from the development partners, leading to the establishment of “ICT Education Master Plan 2009-2013.” Yet, the effectiveness of such effort is controversial. This paper aims to examine the role of ICT use in secondary education by analyzing the perception and attitudes of teachers (N=121) and students (N=163). Findings suggest that both teachers and students perceive the importance of ICT and have positive attitude towards the role of ICT integration in the teaching-learning process which can improve the quality of secondary school education system in Cambodia. However, findings also suggest that the use of ICT in school is very limited. A number of barriers have been identified such as the lack of facilities, limited infrastructure and maintenance support, insufficient ICT training for teachers, and scarce contents in national language. Interestingly, gender was one of the key issues which call for prompt attention. To explore a viable strategy to overcome such barriers and facilitate the ICT integration, the paper investigated South Korea’s case in which the collaboration between public and private sectors was successful. Policy implications associated with the findings are discussed.-
