dc.description.abstractAs the result of rapid economic development and the increasing labor market demand for low-skilled workers, especially in small and medium industries, South Korea has imported cheap, foreign labor from developing countries since the late 1980s. The government of South Korea implemented the Employment Permit System (EPS) on August 17, 2004 for foreign, low-skilled workers. This study focuses on the case of Myanmar migrant workers who came into South Korea under the EPS. Questionnaires were distributed to 40 Myanmar migrant workers in the manufacturing, construction and agricultural sectors, and interviews were conducted with 10 illegal Myanmar migrant workers, to analyze the barriers, vulnerable situations and reasons of runaway of Myanmar migrant workers under the EPS. The results of the study shows that the policies and restrictions of the EPS, which include a three-year labor contract, exceptions the labor rights to apply in the agricultural sector, restrictions on changing working sectors, the extended working period policy, non-specific rules and standards of the dormitory, and the preventive measures taken to prohibit illegal stay and changing multiple workplaces, create limitations for Myanmar migrant workers. Apart from the policies and restrictions of the EPS, the poor living accommodations, combined with discrimination in social situations push Myanmar migrant workers who have come under the EPS into vulnerable situations. This study finds that Myanmar migrant workers runaway as illegal workers under EPS because of vulnerable and limited situations in working, living and social conditions.;급격한 경제 발전 및 중소기업의 저숙련 노동자 필요 증가에 따라, 한국은 1980년대 말부터 저렴한 임금의 외국인 노동자를 개발도상국으로부터 들여오고 있다. 이에 따라, 한국정부는 저숙련 외국인 노동자를 위한 고용허가제(EPS)를 2004년 8월 17일부터 실행해오고 있다. 위 논문은 고용허가제(EPS)를 통해 일하고 있는 미얀마 이주 노동자를 대상으로 한 연구이다. 제조업, 건설업, 농업 분야에서 근무하고 있는 미얀마 이주노동자 40명을 대상으로 설문조사가 진행되었으며, 미얀마 불법 이주노동자를 10명을 대상으로 면접조사가 진행되었다. 이를 통해, 고용허가제(EPS) 아래의 미얀마 이주 노동자들이 겪고 있는 문제점들, 그들의 취약한 상황 및 직장에서 도망칠 수 밖에 없었던 이유를 분석 하였다. 고용허가제(EPS)는 3년간의 취업활동, 농업부문에만 예외적으로 적용되지 않는 노동권리, 사업장 변경의 제한, 취업활동 기간의 연장, 특정한 규칙 및 기준이 없는 숙소, 불법체류 및 다수의 사업장 변경 금지를 위한 예방책 등의 정책 및 제한을 가지고 있으며, 위 논문은 이러한 정책이 미얀마 이주노동자를 제약하고 있음을 보여준다. 고용허가제(EPS) 이외에도, 열악한 생활환경 및 사회 차별은 고용허가제(EPS) 아래에 있는 미얀마 이주 노동자를 취약한 환경으로 내몰고 있다. 따라서, 위 연구는 고용허가제(EPS) 아래에 있는 미얀마 이주 노동자가 도망친 이유를 그들의 근무, 생활 환경, 사회조건이 제한적이며 취약하기 때문으로 예측하였다.-
