dc.description.abstractUsing three factors for each sector, this study tests the effectiveness of aid disbursed to the health and education sectors in lower middle-income countries. More specifically, this study examines whether Official Development Assistance (ODA) contributes to the development of the education and health sectors in those countries. The cross –national panel data analysis for 10 years (2002-2011) for 40 lower middle income countries find that foreign aid has not contributed to reducing infant mortality rate, combatting the prevalence of HIV, improving life expectancy at birth, ensuring primary completion rate and primary enrolment rate, as well as pupil-teacher ratio, all of which are inconsistent with the findings from the previous studies. When we interacted public spending with ODA, to test the hypothesis that the less public spending on a particular sector, the more ODA became effective in this sector, we found that ODA is ineffective in all sectors’ indicators; however, it has a significantly negative effect on primary completion rate.;본 논문에서는 세계 은행 기준 중저소득국을 대상으로 교육과 건강 분야에 대한 원조효과성을 검토하고자 하였다. 이에 과거 10년간 (2002년~2011년) 40개국의 페널 데이터를 분석한 결과 이 분야에 대한 원조효과성은 미미한 것으로 밝혀졌다. 보다 구체적으로, 건강 분야에서 해외 원조는 영·유아 사망률을 낮추거나 기대수명을 향상시키는 데에 별 효과가 없고, HIV를 억제하지 못하는 것으로 나타났다. 교육 분야에서도 마찬가지인데 교사/학생 비율, 초등교육 등록률 및 졸업률에 원조가 별다른 기여를 하지 못한 것으로 나타났다. 이는 이전 연구의 결과와는 상반되는 것으로 이렇게 상반되는 결과를 초래한 원인에 대한 연구가 필요한 실정이다.-
