저소득층 아동·청소년을 대상으로 한 문화예술교육 활성화 방안 연구

Abstract

국가의 경제적 안정은 국민 모두의 삶의 질을 향상시키기 위한 사회적․문화적 풍요를 지향하는 것을 의미한다. 문화예술에 대한 정책적인 논의 및 사업의 등장은 급속도로 변화하는 사회 속에서 인간이 문화예술 활동을 통해 다양한 가치와 유연한 사고력, 창의성 향상, 문화적 감수성 등을 발달시켜 사회에서 긍정적 효과를 미칠 것에 대한 기대를 갖게 하였다. 이를 바탕으로 2004년 문화체육관광부와 교육과학기술부 공동의‘문화예술교육 활성화 종합계획’발표와 함께 문화예술교육이 국가 정책사업으로 등장하였고, 현재 다양한 문화예술교육 지원이 시행 중이다. 이러한 배경에서 본 논문은 경제적 어려움을 겪고 있는 저소득층 아동․청소년에게 어떻게 문화예술교육을 지원하고 있는지 밝히고자 하였다. 문화예술교육의 분야는 음악, 미술, 무용 등 다양하지만 본 논문에서는 음악을 중심으로 연구하였다. 제2장에서는 저소득층에 대한 이해가 필요하기 때문에 먼저 개념과 특징을 살펴보았고 저소득층 아동․청소년에게 왜 문화예술교육이 필요한지 그 이유를 제시하였다. 다음으로 2004년 국가 정책사업으로 등장한 문화예술교육은 관심이 집중되면서 현재까지 활발히 시행되고 있다. 이에 따라 정책이 등장하게 된 계기를 간략히 설명하였고 저소득층 아동․청소년을 대상으로 한 문화예술교육 현황을 공공지원과 민간지원으로 나누어 살펴보았다. 제3장에서는 국내 현황을 바탕으로 대표적 사례를 들었고 국내뿐만 아니라 국외 사례도 조사하여 비교 분석하였다. 마지막으로 비교 분석한 사례를 토대로 한계점을 찾고 활성화 방안을 모색하였다. 이러한 연구결과를 바탕으로 얻은 결론은 다음과 같다. 문화예술교육정책은 학교문화예술교육과 사회문화예술교육으로 나뉜다. 저소득층 아동․청소년을 대상으로 한 문화예술교육정책은 사회문화예술교육에 해당된다. 사회문화예술교육지원은 예술강사지원, 단체지원, 협회와 연계지원, 기획사업지원, 민간보조지원, 지자체연계지원으로 구분되며, 저소득층 아동․청소년을 대상으로 한 문화예술교육은 협회와 연계사업, 기획사업에 속한다. 또한 저소득층 아동․청소년을 대상으로 음악관련 문화예술교육 현황을 살펴보면 공공지원과 민간지원으로 구분된다. 공공지원은 오케스트라 교육을, 민간지원은 초록우산 어린이재단, 희망재능교실, KT문화재단의 악기교육 및 오케스트라 교육 등이 있다. 공공지원과 민간지원 음악관련 문화예술교육 프로그램은 악기교육, 합주교육, 정기연주회 등에 가장 많이 지원되고 있다. 저소득층 아동․청소년을 대상으로 한 문화예술교육 지원은 대부분 악기교육에 편중되어 있음을 알 수 있었다. 이러한 한계점을 토대로 다양한 문화예술교육의 지원이 마련되어야 하고, 프로그램 개발을 위한 연구가 필요하다. 본 논문이 저소득층 아동․청소년을 대상으로 한 문화예술교육의 목적과 방향을 명확히 하여 다양한 문화예술교육을 접할 수 있도록 하고, 문화예술교육을 통해 행복한 삶, 질적인 삶의 영위에 도움이 되기를 희망한다.;Nation’s economic stability means that government aims for social and cultural abundance for improving the public’s quality of life. Appearance of politic discussion and business about cultural arts made us anticipate about positive effect in society as improving cultural sensitivity, originality improvement, flexible thinking skills and various values through cultural arts activity in rapidly changing society. On this basis, with the announcement of ‘A Comprehensive Plan of Cultural Arts Education Vitalization’of Ministry of Culture, Sports and Tourism and Ministry of Education, Science and Technology, cultural arts education appeared as national policy project and various supports for cultural arts education are in force. Within this background, this thesis aimed for determination of supports of cultural arts education for lower-income group child and youth. Fields of cultural arts education is various like music, fine arts, dance, but researcher conducted this study focusing on music. In Chapter2, researcher examined the concept and characteristics of lower-income group children and youth and suggested the reason why they need cultural arts education. Next, cultural arts education of national policy project is taking effect actively. For this reason, researcher explained reason about appearance of policy and looked into present condition of cultural arts education aimed for lower-income group children and youth divided into social aid and private aid. In Chapter3, researcher gave representative example based on domestic condition and analyzed not only domestic example but that of foreign. Finally, on the basis of analyzed example, researcher tried to find out the critical point and sought way of vitalization. Conclusion is as in the following. Cultural arts education policy divided into school cultural arts education and social cultural arts education. Cultural arts education policy aimed for lower-income group children and youth is relevant social cultural education. Support of social cultural arts education is classified support of art instructor support, group support, association-connected support, business of planning support, private assistance support and local-government-connected support. Cultural arts education aimed for lower-income group children and youth belongs to association-connected business, and business of planning. Moreover, when it comes to examining present condition of cultural arts education concerning music for lower-income group children and youth, it is divided into public aid and private aid. The former is orchestra education, the latter is ‘Green Umbrella Children’s Foundation’, ‘Hopeful Talent Class’, and instruments and orchestra education of‘KT Cultural Foundation’. Most of aids regarding public and private aid of music are supported instrument education, ensemble education and regular concert. Support of cultural arts education aimed for lower-income group children and youth is concentrated in instrument education mostly. On the basis of these critical points, we should prepare various kinds of support for cultural arts education and need research for program development. I hope that this thesis would clarify the purpose and direction cultural arts education aimed for lower-income group children and youth so that they can learn various cultural arts education and this could be help for leading happy life and qualitative life through cultural arts education.
