문화를 활용한 도시재생 방안 연구

Abstract

도시는 재화와 용역의 중심지로 문화적, 역사적 특성을 지니고 있다. 과거 도시의 경쟁력 강화는 ‘개발’을 중심으로 진행돼 왔으나 무분별한 개발로 인한 환경파괴와 후기 산업사회로의 진입에 따른 제조업 하락세는 더 이상 ‘개발’이 도시 경쟁력 강화의 동력이 될 수 없음을 시사하고 있다. 도시 경쟁력 강화의 패러다임은 제조업과 공장 건설 중심의 ‘도시개발’에서 이제는 침체된 도시 경제를 활성화시키는 ‘도시재생’으로 변화하고 있다. 지방자치 시대가 도래하면서 국가는 지역 특성화를 중심으로 한 균형발전 정책을 내놓았고, 건설교통부는 각 지방을 개발도시가 아니라 문화도시로 조성해 발전시키겠다는 계획을 밝혔다. 이에 따라 지자체마다 문화기반시설이 빠른 속도로 증가하고 지역 고유의 문화요소는 도시 경제를 일으키는 새로운 동력으로 각광 받고 있다. 이러한 동향을 바탕으로 연구자는 예술경영적 측면에서 도시재생에 접근하고, 포항시 특유의 문화를 활용한 도시 경쟁력 강화 방안을 연구했다. 본 연구의 목적은 포항의 문화요소에 대한 SWOT 분석과 문화를 활용한 도시재생의 구체적인 방안 제시를 통해 향후 도시재생을 통한 포항시 발전에 이바지하는 것이다. 연구자는 우선 선행연구를 검토해 도시재생의 문화요소를 하드웨어(Hardware), 소프트웨어(Software), 휴먼웨어(Hamanware)로 구분하고 문화도시, 도시재생, 문화를 활용한 도시재생에 관해 이론적 개념과 유형을 정립했다. 그리고 문화를 활용한 도시재생의 국내외 사례를 문화요소에 따라 분류하고 분석했다. 다음으로 본 연구의 대상인 포항시의 문화요소를 도시재생의 문화요소에 따라 분류하고 문화를 활용한 도시재생 방안의 객관적 근거를 제시하기 위한 분석틀로서 SWOT 분석을 실시했다. SWOT 분석 결과 포항시는 하드웨어·소프트웨어적 문화요소가 모두 취약해 문화를 활용한 도시재생을 실현하기 위해서는 휴먼웨어를 기반으로 한 하드웨어·소프트웨어 운영 전략이 필요한 것으로 나타났다. 마지막으로 하드웨어·소프트웨어·휴먼웨어적 문화요소를 기준으로 포항시의 문화를 활용한 도시재생 방안을 제시했다. 하드웨어적 문화요소를 활용한 도시재생 방안은 문화공간 재생과 활성화를 주제로 접근했다. 소프트웨어적 문화요소를 활용한 도시재생 방안은 축제와 음악산업을 중심으로, 휴먼웨어적 문화요소를 활용한 도시재생 방안은 지역 내에서 활동하는 예술가와 예술경영 전문인력, 예비 문화인력 지원을 중심으로 전개했다. 본 연구는 문화예술 플랫폼 기관의 부재가 포항시의 문화를 활용한 도시재생 사업의 한계로 작용할 수 있다고 결론 내렸다. 따라서 연구 마지막에는 다음과 같이 문화를 활용한 도시재생 방안을 실행하기 위한 전략을 제안했다. 첫째, 지역 문화사업 운영을 총괄하는 포항문화재단을 출범시켜 자체 기획·운영 능력의 한계를 극복하고 지역 문화창달(文化暢達)을 이뤄야 한다. 둘째, 지역에 대한 이해와 실무능력을 겸비한 전문인력 유입을 통해 도시재생위원회의 전문화를 도모하고 지역 사람들에게 포항의 도시재생에 대한 정확한 인식과 목표를 심어주어야 한다.;Cities have cultural and historical characteristics of corresponding area as a hub of goods and service. However, destruction of the environment due to reckless development and manufacturing industry’s downturn caused by entrance to post-industrial society implies that ‘Development’ can’t be power of reinforcement of city competitiveness anymore. A paradigm of reinforcement of city competitiveness is changing from ‘Urban Development’ center of manufacturing industry and plant construction to ‘Urban Regeneration’ revitalizing depressed city economy now. Arriving of local government, a nation put out balanced development policy point of local characterization, Ministry of Construction and Transportation gave their plan about a development of each area not development city but cultural city. Accordingly, every local government increases culture-based facilities and region intrinsic cultural requisite takes center stage of new power rising city economy. Based on these trends researcher accessed urban regeneration in terms of arts management and conducted a study about a measure of city competitiveness reinforcement utilizing special culture of Pohang City. Purpose of this research is to contribute a development of Pohang City through future urban regeneration by doing SWOT analysis about cultural requisite of Pohang City and suggestion of concrete way of urban regeneration utilizing culture. First of all, researcher looked through advanced researches and divided cultural requisites of urban regeneration into Hardware, Software, Humanware and established types and theoretical concept about urban regeneration utilizing culture, urban regeneration, cultural city Then researcher categorized and analyzed domestic and foreign examples of urban regeneration utilizing culture according to cultural requisites. And categorized Pohang City’s cultural requisites according to cultural requisites of urban regeneration and carried out SWOT analysis to suggest objective basis of ways of urban regeneration utilizing culture. Results of SWOT analysis says that Pohang City needs Hardware·Software management strategy based on Humanware to actualize urban regeneration utilizing culture due to weakness of cultural requisites of Hardware · Software. Finally, according to standards of cultural requisites of Hardware · Software · Humanware, researcher suggested ways of urban regeneration utilizing culture of Pohang City. Researcher accessed ways applying Hardware cultural requisites focusing on restoring and vitalizing cultural spaces. Researcher accessed urban regeneration ways utilizing Software cultural requisites concentrating on festival and music industry and ways utilizing Humanware cultural requisites is accessed focused on artists, arts management professional manpower, etc. This research concluded that absence of cultural art platform institution can be limitation of urban regeneration business of Pohang City utilizing culture. Therefore researcher suggested on the research’s last part about some strategies for acting up ways of urban regeneration utilizing culture as follows. First, establish Pohang Cultural Foundation handles regional cultural business management to overcome limitation of their ability and achieve cultural promotion. Secondly, influx of professional manpower have understanding of region and executive ability to promote specialization of urban regeneration committee and inculcate accurate recognition and goal about urban regeneration of Pohang City to region people.
