dc.description.abstractThis thesis looks at how successful actions and policies of global governance were in providing good governance when domestic ones failed. This thesis takes a different approach to measure the success of global governance in providing good governance by measuring it from a broad definition of human security, freedom from fear and want. To this end, the research focuses on two case studies, by analyzing how successful the policies of the United Nations were in providing good governance measured from the perspective on human security in Cambodia and East Timor. Global governance in this thesis implies the United Nations. By analyzing the policies and actions of the United Nations in providing good governance in the cases of Cambodia and East Timor, this research concludes that in Cambodia policies of the UN toward providing good governance were successful in providing freedom from fear. However, it faces limitations in terms of providing freedom from want. In the case of East Timor, the UN faced larger limitations to provide good governance in terms of both freedom from fear and freedom from want. Through analyzing both case studies this thesis finds that narrow focus on freedom from fear rather than a broad focus has led to a governance failure. It also finds that lack of freedom from want leads to decreasing of freedom from fear. This thesis argues that from a broad perspective on human security that incorporates freedom from want the United Nations has failed in both cases in providing good governance. ;본 연구는 국내 국정 운영이 실패했을 때에 투입되는 글로벌 거버넌스의 정책이 얼마나 성공적이었는가를 측정한다. 본 연구는 글로벌 거버넌스가 제공하는 굿 거버넌스를 다른 관점으로 인간 안보, 즉 안보의 가장 협소한 정의인 공포로부터의 해방과 궁핍으로부터의 자유를 측정한다. 본 연구는 전후 캄보디아와 동티모르 두 사례를 바탕으로 국제연합의 정책 이행이 인간 안보를 높이는 데에 필요한 굿 거버넌스의 성공적으로 제공한 것을 분석한다. 본 논문에서는 국제연합의 성공적인 개입 정책이 있었던 캄보디아와 동티모르의 두 사례에서의 인간안보를 측정한다. 본 논문에서 글로벌 거버넌스는 국제연합을 의미한다. 캄보디아와 동티모르에 제공되는 국제연합의 정책과 조치를 분석한 결과, 캄보디아의 경우 가장 취약한 계층에 공포로부터의 해방을 제공하는 데에 성공적이었다. 그러나, 궁핍으로부터의 자유를 제공하는 데에는 한계를 직면했고 이는 공포로부터의 해방을 일정 수준으로밖에 보장하지 못하는 결과를 초래했다는 결론에 이르렀다. 동티모르의 경우, 공포로부터의 해방과 궁핍으로부터의 자유를 제공하는 데에 더 많은 한계에 도달했다. 두 사례연구를 통해 본 연구는 협소한 의미의 공포로부터의 해방보다 넒은 의미의 거버넌스가 실패로 이어졌다는 결론을 내린다. 또한, 제한된 궁핍으로부터의 자유는 공포로부터의 해방을 저해한다. 본 연구는 궁핍으로부터의 자유를 고려한 인간 안보의 관점에서 넓은 의미의 국제연합의 글로벌 거버넌스 조치는 실패했다고 본다.-
