공공도서관 사서의 계속교육 개선방안에 관한 연구

Abstract

급변하는 도서관 환경과 이용자 요구에 따라 도서관 업무를 담당하고 있는 공공도서관 사서의 역할에 변화를 가져왔다. 전통적인 도서관 업무의 역할과 함께 시스템분석, 도서관경영, 지역 지식관리, 디지털 자산관리, 문화프로그램기획, 이용자 교육 등 새로운 역할까지 수행하기 위해서는 업무 중심으로 전문화된 계속교육이 반드시 뒷받침되어야 한다. 이를 통해 공공도서관 사서들은 전문성을 확보하고 변화하는 환경에 능동적으로 참여할 수 있기 때문이다. 위탁공공도서관 사서의 계속교육의 경우, 직급 승진 등 인사행정에 반영되는 공공도서관 사서직공무원의 계속교육과 같이 계속교육이 의무화 되어 있지 않기 때문에 동기부여 약화로 계속교육 참여율이 떨어지고, 결국 계속적인 자기계발을 통한 사서의 전문성은 보장되지 않으므로 새롭게 요구되고 있는 공공도서관 사서 역할에 따라 적합한 수행능력을 갖추기 위해 안정적으로 계속교육을 받을 수 있도록 방안이 마련 되어야한다. 위탁공공도서관 사서를 위한 계속교육을 활성화하기 위해서는 공공도서관 역할 변화를 수용할 수 있는 그에 합당한 교육내용으로 구성된 실무자 요구 중심의 전문화된 프로그램 개발이 필요하며, 이를 위해서는 위탁공공도서관 사서의 요구를 파악하여 수용하기 위한 조사가 선행되어야 한다. 본 연구는 이러한 위탁공공도서관 사서의 계속교육프로그램의 필요성을 인식하고 앞으로 위탁공공도서관 사서의 전문성을 강화하기 위한 계속교육을 효과적으로 수행하기 위해 개선방안을 제시하는데 그 목적이 있다. 이를 위해 문헌연구, 현황조사, 설문조사를 병행하였다. 먼저 문헌연구를 통해 공공도서관 사서의 정의와 자질 및 자격기준, 도서관 환경의 변화로 새롭게 요구되는 공공도서관 사서의 역할에 대해 살펴보았다. 이와 함께 공공도서관 사서 계속교육의 개념과 필요성, 교육유형과 내용을 살펴봄으로써 위탁공공도서관 사서의 계속교육 방향을 고찰하였다. 다음으로 국립중앙도서관 사서교육훈련과정과 지역대표도서관에서 실시되고 있는 계속교육프로그램을 통해 우리나라 공공도서관 사서 계속교육의 현황을 살펴보고, 미국 PLA의 계속교육프로그램과 영국 CILIP와 Aslib의 계속교육프로그램을 통해 국외 공공도서관 사서 계속교육 현황을 살펴보았다. 마지막으로 설문조사를 통해 국내 위탁공공도서관 사서의 계속교육 현황과 문제점, 그리고 선호하는 교육내용과 방법, 시간 등 실무자들이 원하는 프로그램 구성요소에 대해 파악하였다. 조사결과를 요약하면 다음과 같다. 첫째, 계속교육에 관한 응답자 대부분이 위탁공공도서관 사서를 위한 계속교육에 대해 필요성을 느끼고 있는 것으로 조사되었다. 계속교육이 필요한 이유는 ‘도서관에서 현재 수행하는 업무 능력을 향상시키기 위해서’가 주된 이유로 조사되었다. 둘째, 계속교육의 참여정도에 대한 조사결과로 최근 3년간 계속교육에 참여한 경험에서 42.2%가 참여하지 못했던 것으로 조사되었다. 계속교육 참여의 장애요인으로는 행정적인 지원의 부족과 업무량 과다, 적합한 계속교육프로그램의 부재가 가장 큰 것으로 조사되었다. 셋째, 참여한 경험이 많은 계속교육의 유형은 워크샵, 세미나, 학술회의였으나, 참여한 계속교육이 실제 업무에 어느 정도 유용하였는지를 조사한 문항에서는 45.8%가 현장실무에 유용하지 않았다고 응답하여 실제 참여한 교육에 대한 만족도가 낮은 것으로 조사되었고, 그 원인으로 실무와의 연계성 부족과 교육시간의 불충분이 주된 요인으로 나타났다. 본 연구는 위탁공공도서관 사서의 계속교육 활성화를 위해 이상에서 밝혀진 계속교육 참여의 장애요인 중 하나인 적합한 계속교육프로그램의 부재요인을 해결하기 위해 실무자들이 원하는 프로그램 구성요소들에 대한 설문조사를 실시하였다. 위탁공공도서관 사서들이 선호하는 프로그램 구성요소들을 살펴보면, 먼저 선호하는 교육내용으로는 지역사회영역, 이용서비스영역, 디지털 및 IT영역, 도서관경영영역, 자료관리영역의 세부주제로 구성될 것을 선호하였으며, 교육유형은 강의식과 워크샵, 세미나 형태의 발표토론 중심의 교육을 선호하였고, 교육방법은 인터넷을 통한 온라인(사이버)교육 형태의 계속교육프로그램이 개설되길 희망하였다. 교육시간은 1개월에서 6개월 간격으로 근무시간 중에 단기 코스형식의 1주에서 1개월 또는 3개월 이내의 교육과정을 이수하기 원하는 것으로 조사되었다. 평가방식은 교육과정별 평가에서는 발표 및 토론방식과 과제 및 보고서형식의 수행평가 방식을 선호하였고, 계속교육 과정 이수 후의 피교육자의 평가에서는 강사 및 교육과정 등 프로그램 전반에 관한 평가를 수행해 프로그램 개선에 반영하기를 원하였다. 본 연구에서는 문헌연구, 현황조사, 설문조사에서 도출된 시사점을 바탕으로 위탁공공도서관 사서 계속교육의 문제점을 분석하고 효과적인 계속교육을 위한 개선 방안에 대하여 연구하였다. 국내 위탁공공도서관 사서 전문성 강화를 위한 계속교육 개선 방안으로 프로그램 실행과 제도적 보완을 제안하였다. 프로그램 실행으로는 교육내용과 교육운영 측면을 나누어 살펴볼 수 있다. 먼저 교육내용 측면에서 설문조사를 토대로 교육수요자들의 요구를 반영하여 이를 근거로 위탁공공도서관 사서를 위한 계속교육프로그램을 구성하고, 계속교육 관련 지침을 개발해야 한다. 다음으로 교육운영 측면에서는 사이버 교육방식의 교육프로그램과 전문 강사의 직접방문을 통한 현장교육을 실시하는 등 위탁공공도서관 사서들의 참여율을 높을 수 있는 교육방법을 개발하고, 전문 강사를 확보하여 관리하며, 평가방법을 체계화 시켜야 한다. 제도적 보완으로는 계속교육 전담기구의 기능을 강화하여 계속교육이 체계적으로 이루어질 수 있도록 하며, 보상제도를 도입하여 위탁공공도서관 사서가 계속교육에 적극적으로 참여하도록 장려해야 한다.;The roles of Public Librarians has been changed by the rapidly changing library environment and user needs in library services. The public librarians are required a specialized, continuing education in order to perform the new works- system analysis, library management, local knowledge management, digital asset administration, cultural program planning, and user education, with the traditional roles of the public libraries in the public library management business. By the specialized, continuing education, the public librarians become highly qualified and professional to perform the library tasks. In case of the privatized public libraries, the continuing education is necessary to offer their librarians the opportunities for personal or professional improvement. This is because the continuing education of librarians who work for the privatized public libraries is not mandatory, which results in the lack of professionalism as the public librarian. Thus, the privatized libraries need to provide their librarians the continuing education programs continuously and to develop the relevant programs by analyzing the demands of both privatized libraries and librarians. The purpose of this study is to evaluate the present status of the continuing education privatized public libraries for librarians and to suggest the improvement of the continuing education programs, by means of the literature review, the case study, and the survey. The literature review considers the qualifications as the public librarian and the new roles of the librarian by the changing library environment, which suggests the new concept of the continuing education and the direction of the privatized public library. Furthermore, this study examines the continuing education programs of the National Library of Korea and the Cooperative Repository Libraries in comparison with those of PLA(Public Library Association in the United State), CILIP (Chartered Institute of Library and Information Professionals in the United Kingdom), and ASLIB (The Association for Information Management in the United Kingdom). Lastly, the survey targeting the librarians with the privatized public libraries is to understand the issues relative to the current state of the privatized public libraries, the suitable education contents, and guidelines. The results of the survey are summarized as follows. First of all, the most of respondents consider the continuing education to be essential in order to improve their job performance. Second, when it comes to participation rate in the continuing education program, for nearly three years, 42.2% of respondents does not participate in the programs because of the lack of administrative support, the heavy workload, and the lack of suitable programs for librarians. Third, Although a workshop, a seminar, and an academic conference have the high participations rate in the survey, 45.8% of respondents say that those programs are not practical for field experiences due to the lack of time for education and of the connection with field experiences. The purpose of the study is to provide the librarians working for the privatized public libraries with the solutions to the lack of suitable programs. the preferred program contents for the continuing education are about the services for the local community, Digital or IT-related programs, the library management, and the information resources management. In addition, in terms of the methods of education, a short courses, within three months, are preferred. Courses should be evaluated through the discussion, the examination, and the presentation of regular reports. After finishing the whole courses, all of those should be evaluated for the better continuing education programs. This study is not only to analyze the problems with the continuing education program of the privatized public libraries in Korea but also to conduct the research on the solutions based on the literature review, the case studies, and the survey. This study also suggested institutional strategies for improving specialties of the privatized public librarians. The implementation of the program is divided into two parts: the educational contents and the operation of education. In the educational contents, the privatized public libraries should construct the program contents and develop the related guidelines based on the educational needs. In addition, in terms of the operation of education, various educational methods— cyber education and on-site training by specialists or professional instructors― and the evaluation system in order are required. As far as the institutional strategies concerned, there are the organization for the continuing education to manage the whole programs and the reward system to motivate the librarians to participate to the education. In conclusion, this study is meaningful to suggests improvement plans for the continuing education by accepting the public librarian’s needs, which results from the literature review, the case studies, and the survey.
