가로경관의 정체성 인지에 관한 연구

Abstract

80년대 중반부터 도시의 기능적인 측면과 더불어 삶의 질 향상에 대한 관심이 높아 짐에 따라 도시의 얼굴이 되는 가로환경의 질적 개선을 위해 많은 노력들이 이루어지고 있다. 이미 세계의 여러 도시들은 이러한 흐름 속에서 변화를 겪어 왔고, 국내에서도 서울시를 비롯한 각 지자체들이 지역의 특성을 살리기 위한 가로경관 개선사업을 적극적으로 추진하고 있다. 그리고 2007년 경관법이 제정됨에 따라 제도적 논의가 활성화되고, 사업 목표 또한 구체화되면서 가로경관 개선사업은 지속적으로 시행되어질 것으로 보인다. 그러나 여전히 일부 사업에서는 가로시설물 등의 부분적 요소 중 심의 디자인에 치중함으로써 지역 정체성을 오히려 훼손하는 문제점이 나타나고 있다고 판단되었다. 이러한 문제의식에 기초하여 본 연구자는 국내 가로경관 개선사업에 나타난 정체성 표현의 실태를 파악하기 위해 학회 저널을 통하여 기초 연구를 해왔다. 그리고 본 연구는 기초 연구를 토대로 제기된 문제를 심층적으로 연구 분석하여 그 문제점의 원인과 개선사업의 방향에 대한 제안을 하는 것을 연구의 목적으로 하였다. 본 연구는 다음과 같은 과정으로 진행되었다. 제 1장에서는 현재 가로경관 개선사업이 진행되어 오면서 나타난 정체성 표현에 대한 문제인식을 바탕으로 연구의 배경 및 목적, 연구의 범위 및 방법을 서술하였다. 제 2장에서는 문헌연구를 통해 가로경관의 개념 및 특성, 가로경관디자인과 관련한 영역들을 고찰하고, 정체성의 정의, 정체성 형성요인, 정체성 표현 방법에 대한 원론적인 내용을 살펴보았다. 제 3장에서는 국내 가로경관 개선사업의 사례를 통해 정체성 표현에 대한 문제점을 파악하고자 하였다. 이를 위해 4개의 가로를 선정하였고, 정체성 인지에 대한 일반인 설문조사 결과를 분석하였다. 그리고 4개의 가로에서 공통적으로 나타난 정체성 표현의 문제점을 종합하였다. 제 4장에서는 설문을 통해 분석된 정체성 표현의 문제점을 요약하고, 그 문제점의 원인을 찾아 향후 가로경관 개선사업의 방향을 제안하였으며 연구의 가치 및 한계를 제시하였다. 정체성 인지에 대한 설문조사 과정을 거쳐 얻은 결론은 다음과 같이 정리할 수 있었다. 가로경관의 정체성은 그 지역 고유의 자연요소, 인공 요소, 역사·문화적 요소에 의해 형성됨으로써 그 지역만의 이미지를 고취시킬 수 있다. 그러나 사람들은 지역 고유의 경관 요소가 있는 가로에서 정체성을 인지하지 못하고 있었다. 그 이유는 과도한 형태로 상징을 강조한 가로시설물 등이 개개의 요소들로 인해 조화롭지 못한 경관을 형성하고 있기 때문이다. 결국 요소 중심의 디자인은 더 큰 위계를 갖는 자연 요소나 역사·문화적 요소를 지각하지 못하게 하고, 사람들의 정체성 인지를 방해하고 있다. 이러한 문제가 나타난 원인은 자치구에서 가로경관 개선사업을 계획 할 때, 디자이너들에게 무리한 정체성 표현을 요구하거나 부분적 요소에 인위적으로 랜드마크를 설치하게 함으로써 초래되는 결과이다. 이처럼 부분적인 요소에 표상성이 강조된 디자인으로 정체성을 표현할 수 있다는 잘못된 인식은 지역 고유의 정체성을 오히려 해치는 결과를 초래하였다. 아름다운 가로경관은 경관을 총체적으로 바라보았을 때 가능한 것이고, 지역의 특성을 반영함과 동시에 부분과 전체의 관계, 표의성을 고려함으로써 긍정적인 정체성을 형성할 수 있음을 이해할 필요가 있다. 그리고 앞으로의 사업에 있어서는 사업의 계획에서부터 전문가 참여와 공무원 역량을 강화할 수 있는 토대를 마련해야할 것으로 판단되었다. 본 연구는 정체성 인지에 대한 설문 조사를 통해 현재 가로경관 개선사업에서 나타난 정체성 표현 방법의 문제점과 그 원인을 분석하였다. 그리고 그 문제점을 극복하기 위한 사업 방향에 대한 제안을 하였다는 것에 연구의 의의가 있다.;With an increase of interest in improving the quality of life, along with functional aspects of the city from the mid-1980s, there have been many efforts to improve the quality of street environment, which is the face of the city. Many cities around the world have already undergone changes, and each municipality, including Seoul is actively promoting streetscape improvement projects in Korea. As institutional discussions have been activated with the establishment of the Landscape Law in 2007, and project objectives came to be specified, the streetscape improvement projects are expected to continue to be implemented continuously However, it was determined that some projects focus on the design of partial elements such as street facilities, leading to problems by undermining regional identity. Based on the awareness of these problems, the researcher has conducted basic research through journals of an academic society to identify status of identity representation that appears in domestic streetscape improvement projects. In this regard, this study was aimed at proposing directions of improvement projects and causes of the problems through in-depth analysis based on the basic research. The process of this study was conducted as follows. Chapter 1 described the background, purpose, scope and methods of the research based on the awareness of problems about identity representation that appeared in the progress with the current streetscape improvement projects. Chapter 2 reviewed the concept and characteristics of the streetscape as well as streetscape design related areas through literature research, and examined the contents of the principle on the definition of identity, identity formation factors and identity representation methods. Chapter 3 attempted to identify problems about the identify representation through case study of domestic streetscape improvement projects. Towards this end, four streets were selected, the survey results on the identity recognition of the public were analyzed, and common problems of identity representation that appear in four streets were comprehensively investigated. In Chapter 4, the problems of identity representation analyzed through the survey were summarized, directions of the future streetscape improvement projects were proposed, and values and limitations of the study were presented. Conclusions obtained through the survey process on the recognition of identity can be summarized as follows. The identity of streetscape can help to enhance the image of the region through being formed by natural and artificial elements as well as historical and cultural elements of the region. However, people were unaware of the identity of street where there are landscape elements unique for the region. That's because street facilities emphasizing the symbol with excessive forms contributed to the formation of unharmonious landscape due to individual elements. After all the element-centered design is making people unaware of natural, historical or cultural elements with greater hierarchy and preventing them from recognizing the identity. This problems resulted from the autonomous district's excessive demands for identity representation or landmark artificially installed by partial factors. The false recognition that identity can be expressed by the design that emphasizes the symbolic representation in the partial elements resulted in undermining the identity unique for the region. There is a need to understand that beautiful streetscape can be achieved by looking at the landscape collectively, and positive identities can be formed by reflecting regional characteristics and considering the relationship between part and whole as well as symbolic representation at the same time. And it was determined that it is necessary to establish a basis for promoting public officials' capabilities and participation of professionals from the stage of business plans in the future projects. This study analyzed the problem of methods for identity representation that appeared in the current streetscape improvement projects and its causes through the survey on the recognition of the identity. And this study has its significant in that it proposed project directions to overcome the problem.
